DECLARATION OF CONFLICT OF INTEREST: Councillor Rick Champagne declared conflict of interest on the following agenda item: #9 Departmental Report No. Roads and #13 Approval Report Disbursements Moved by Councillor Voyer Seconded by Councillor Kelly Engineer contained in Report No. R and that the Request for Quotes EF for equipment rental be accepted and that the use of equipment be based on the attached reference table. THAT Council authorize Staff to submit and request a minimum of three (3) RFP by invitation for the supply of one (1) New Tandem Sander Plow Truck required as an emergency replacement; 2. AND THAT Council authorize Staff to declare surplus the 2009 Freightliner Tandem Sander Plow Truck; 3. AND THAT Council authorize Staff to dispose of the surplus 2009 Freightliner Tandem Sander Plow Truck as follows: a) GovDeals auction via their on-line service, with a seller s commission of 7.5% and a 5% buyer s premium charge. Post a first auction asking a minimum reserve of $15,000. b) If not successful, proceed with local bids requesting that the minimum exceeds the scrap metal salvage value Moved by Councillor Voyer Seconded by Councillor Champagne THAT By-law No being a By-law to appoint David C. 3 Moved by Councillor Champagne Seconded by Councillor Voyer THAT By-law No being a By-law to authorize the execution of an agreement between the Municipality of East Ferris and Spectrum Telecom Group Ltd. for a Telecommunications Site located at 390 Hwy 94, Corbeil, Ontario be read a first and second time this 8 th of May, Moved by Councillor Voyer Seconded by Councillor Kelly THAT By-law No being a By-law to authorize the execution of an agreement between the Municipality of East Ferris and Spectrum Telecom Group Ltd. for a Telecommunications Site located at 390 Hwy 94, Corbeil, Ontario be read a third time and passed this 8 th day of May, 2018; AND THAT said By-law be signed by the Mayor and Clerk, and sealed with the Seal of the Moved by Councillor Voyer Seconded by Councillor Champagne THAT Council acknowledge the correspondence as circulated with the Agenda and dated the 8 th of May, Moved by Councillor Kelly Seconded by Councillor Voyer WHEREAS municipal governments in Ontario do not have the right to approve landfill projects in their communities, but have authority for making decisions on all other types of development; AND WHEREAS this out-dated policy allows private landfill operators to consult with local residents and municipal Councils, but essentially ignore them; AND WHEREAS municipalities already have exclusive rights for approving casinos and nuclear waste facilities with their communities; AND FURTHER that the province has recognized the value of municipal approval for the siting of power generations facilities; AND WHEREAS the recent report from Ontario s Environmental Commissioner has found that Ontario has a garbage problem, particularly from Industrial, Commercial and Institutional waste generated within the City of Toronto, where diversion rates as low as 15%; AND WHEREAS municipalities across Ontario are quietly being identified and targeted as potential landfill sites; AND WHEREAS municipalities should be considered experts in waste management, as they are responsible for this within their own communities, and often have decades worth of in-house expertise in managing waste, recycling, and diversion programs; AND WHEREAS municipalities should have the right to approve or reject these projects and assess whether the potential economic benefits are of sufficient value to offset any negative impacts and environmental concerns; 3

4 THEREFORE BE IT RESOLVED that the Municipality of East Ferris supports Bill 16, Respecting Municipal Authority over Landfilling Sites Act introduced by MPP Ernie Hardeman and call upon the Government of Ontario, and all political parties, to formally grant municipalities the authority to approve landfill projects in or adjacent to their communities; AND FURTHER that the Municipality of East Ferris send copies of this resolution to MPP Ernie Hardeman and all municipalities Moved by Councillor Champagne Seconded by Councillor Voyer THAT the Municipality of East Ferris supports Resolution No from the Township of Baldwin in support of their letter dated April 9 th, 2018 requesting that Bill C-71 be cancelled and simply enforce the legislation that is in place; AND THAT a copy of this resolution be forwarded to our local Anglers and Hunters Moved by Councillor Voyer Seconded by Councillor Kelly THAT Council approve the general accounts for the Municipality of East Ferris as indicated in the cheque register(s) dated in the amount of $ 561, Councillor Rick Champagne declared a pecuniary interest with the above motion due to employment and did not participate in the discussion and passing of resolution No Moved by Councillor Champagne Seconded by Councillor Voyer WHEREAS the current agreement between the Municipality of East Ferris and the Municipality of Powassan for Engineering Services will come to an end on December 31 st, 2018; AND WHEREAS the Municipality of Powassan has shown interest in renewing the agreement for Municipal Engineering Services for an additional 3 years; BE IT HEREBY RESOLVED THAT Council of the Municipality of East Ferris agrees with extending the agreement; and that current agreement be revised and presented to Council at a later date. 4
