4 ANNEX II ATLANTIC INTERACTIONS - ATLANTIC INTERNATIONAL RESEARCH CENTER (AIR CENTER) A prpsal fr transatlantic and nrth-suth/suth-nrth cperatin in S&T and innvatin Brief summary, Nvember 2016 (Further details in separate reprt) Atlantic Interactins is a new research and innvatin agenda t guarantee a reinfrced cmmitment t knwledge thrugh transatlantic and nrth-suth cperatin. It has been established thrugh multilateral cperatin in cmplex systems engineering and science twards an integrative apprach t space, climate change and energy, earth and cean science in the Atlantic, tgether with emerging methds f data science. The agenda is t be prmted thrugh the: 1. Installatin f the Atlantic Internatinal Research Center (AIR Center), in the frm f an intergvernmental rganizatin t be created thrugh public-private partnership f internatinal nature with headquarters in Azres and a netwrk f islands regins (Azres; Madeira, Canary Islands, Fernand Nrnha and S. Pedr-S. Paul, bth in Brazil; Mindel in Cape Verde and Bermuda); 2. An internatinal netwrk f research and academic rganizatins acrss suth and nrth Atlantic cuntries and in assciatin with ther scientific rganizatins wrldwide; 3. The ultimate gal is t stimulate the necessary knwledge-driven cnditins t better use the strategic Atlantic psitining f Azres and Prtugal t fster Nrth-Suth cperatin in science and technlgy: By prmting new knwledge n climate change and related issues in the Atlantic, we are fstering cnditins t prvide the wrld with mre science, mre knwledge and mre scientific culture; By facilitating the access t space frm the unique psitin f Azres, we are prmting access t new frntiers f knwledge, tgether with the develpment f new space industries; By prmting new research in the Azres s deep-sea, we facilitate the access t a better understanding f living rganisms in extreme envirnments and new energy surces; By stimulating the test f new renewable energy surces and their integratin in smart netwrks in islands envirnments, we are prmting test beds fr the develpment f new sustainable energy industries; By facilitating new mega-sets f data n climate, atmspheric, cean and energy related themes, we are stimulating new frms f data science and the develpment f new technlgy-based cmpanies riented twards big data prcessing and usage; 14593/1/16 REV 1 SD/lv 5

6 The preparatin f the AIR Center has been centered under tw main pririties: i) new data cllectin fr innvative research; and ii) synergies Sea/Space twards new knwledge prductin, diffusin and technlgy cmmercializatin. The AIR Center will be perated thrugh a flexible internatinal gvernance mdel with internatinal legal status (i.e., emulating the CERN experience in Geneva r that f INL in Braga, Prtugal, amng thers), guaranteeing a slid legal cntext t vercme ptential natinal cnstraints, as well as prviding an apprpriate regulatry framewrk t efficiently and effectively address peratinal issues such as staff regulatins, financial cntributins and definitin f the several scientific prgrams. The expected impact f the installatin f AIR Center includes the develpment f a new scientific and innvatin platfrm at the best internatinal level, ffering a glbal-scale research site, capable f attracting scientists and technlgy-based cmpanies frm arund the wrld, as well as stimulating different frms f cllabratin amng Eurpean, Nrth and Suth American, African and Asian public r private entities in a wide range f areas assciated with research, educatin and technlgy-based businesses. The scientific agenda fr the AIR Center has been develped since June 2016 thrugh an pen debate and a series f wrkshps in Eurpe, USA, Latin America and Africa in a way that has shwn that the need fr a better understanding f the Atlantic Ocean and the sustainable management f this cmmn resurce requires the alignment f research strategies thrugh internatinal cperatin. Interdisciplinary research able t face the cean challenges and the ecnmic transitins, in particular envirnmental changes, security cnditins, and ther human dimensins, almst by definitin calls fr the design f an internatinal partnership that aims fr resilience and scientific leadership in the Atlantic Ocean and related nrth-suth cperatin in the fllwing five thematic areas and related research challenges: Atmspheric Science and Climate Change: The unique pprtunity t build a nrth-suth Atlantic bservatin platfrm thrugh a netwrk f islands regins: Azres; Madeira; Canary Islands Fernand Nrnha and S. In this cntext, Prtugal wuld like t invite all ther cuntries t cnsider the pssibility f jining this initiative and the creatin f a new intergvernmental rganizatin, in rder t reinfrce the leading rle f Azres and the Atlantic in the framewrk f future nrth-suth internatinal cperatin in research and innvatin. T this effect, the Eurpean Cmmissin, Prtugal, Spain, Brazil and ther funding partners are rganizing an event in April 2017 (20-21, t be cnfirmed) in the Azres Islands, in which the participatin f EU Ministers wuld be welcmed t establish a slid cperatin within the EU and between the EU and ther cuntries invlved.
