1 JOB DESCRIPTION TITLE OF POSITION CLASSIFICATION LEVEL General Manager: Community Services LCC Executive Level (Salary packaging available) OVERVIEW Lutheran Community Care (LCC) provides community services on behalf of the Lutheran Church in South Australia and the Northern Territory in urban, regional and remote contexts. Our vision is "Strong, caring communities inspired through the love of God" and our key values are respect, integrity, compassion, humility, faithfulness and trust. We seek to address poverty and injustice and embrace all people regardless of language, culture, ethnicity or religion. We support communities through responding to the needs of individuals and families, community learning opportunities, accommodation and support. Current programs include family support and education, foster care, financial wellbeing and emergency relief, homelessness and refugee services. ROLE SUMMARY The General Manager: Community Services is a member of the Executive Management Team, provides leadership to the organisation, explores creative ways to work with communities, families and individuals and oversees strategic direction and delivery of services through developing and monitoring our contribution to population outcomes developing and monitoring organisational strategies and outcomes supporting program managers to provide responsive and appropriate community services. This position description is subject to regular review in accordance with LCC s strategic objectives. REPORTING RELATIONSHIPS AND ACCOUNTABILITY This position reports to the Director of Lutheran Community Care.

2 Lutheran Community Care Culture RESPONSIBILITIES AND DUTIES OF LUTHERAN COMMUNITY CARE LEADERSHIP TEAM Actively promote and build a strong caring community within the LCC staff and volunteer team. Model ethical behaviour and practice consistent with the Christian ethos of LCC as outlined in the Code of Conduct and stated values. Define, review, adhere to and support LCC s policies and procedures. Teamwork Ensure a supportive team environment by communicating with team members, staff and volunteers in a positive and constructive manner. Ensure LCC s strategic and operational objectives are carried out. Engage the Leadership Team when assessing emerging issues and critical incidents that may impact upon the growth, stability and sustainability of LCC. Actively participate in team meetings and report regularly to the Director. Work Health and Safety Maintain a safe and healthy workplace; identify and act upon potential workplace hazards. Identify and implement procedures to manage and minimise risks within your work environment. Promote and adhere to LCC s Work Health and Safety policies and guidelines. Management Use when relevant Adhere to appropriate delegations and legislative requirements. Ensure records of activities are maintained for accountability purposes. Ensure the program and service delivery teams work within established or negotiated financial and time constraints. Continuous Improvement Ensure the development and delivery of high quality services. Actively promote continuous quality improvement in Lutheran Community Care. 2

3 RESPONSIBILITIES AND DUTIES SPECIFIC TO THE ROLE: Work with Executive Team to Shape Systems and Drive Innovation Partnerships and Networks Manage service delivery across the organisation and monitor and report outcomes Contribute to the development of strategic direction and overall management of the organisation. Monitor sector trends and explore effective and integrated ways of meeting community members' needs. Research community and family needs. Explore solutions with local communities, government, academic, and other Lutheran Church agencies. Set up organisational planning processes and evaluate progress against goals. Prepare reports outlining service trends and recommended responses. Develop and oversee the implementation of plans covering all key areas of service delivery and program management. Assist managers and Team Leaders with multifaceted hub and program plans. Oversee the development and integration of new services and programs. Engage in sector advocacy where appropriate. Ensure that strong connections are maintained with relevant communities Liaise with government and nongovernment agencies in consultation with the Director, LCC. Network and build strong connections between LCC and other parts of the Lutheran Church. Identify partnership opportunities and potential funding sources and support the preparation and writin g of tenders and grants. Explore funding options to provide ongoing family and community services relevant to the LCC Strategic Plan. Supervise and support LCC Program Managers in accordance with program needs and LCC policies. Facilitate connections between managers and staff who have similar programs in order to develop quality practice across the organisation and best outcomes for the people we serve. Ensure the LCC workforce of staff and volunteers is adequately skilled, developed, resourced and supported to deliver LCC operational and strategic objectives. Work with LCC s HR management to develop and manage all HR related processes and industrial relations matters. Ensure LCC Director and Council are up to date with the status and outcomes of all LCC programs. 3

4 Keeps LCC values central in leading staff and promoting the wellbeing of staff and volunteers Ensure the adherence to existing policies and procedures within assigned program areas. Instigate the development of additional policies and procedures where necessary. Oversee the preparation and management of budgets and expenditure for programs in LCC in consultation with the Business Manager. Ensure appropriate risk management systems are continuously monitored and reviewed according to program policy. Actively build resilient teams. Provide regular support and supervision to program Managers. Work with HR Manager to promote healthy work practices in the organisation. Provide opportunities for staff to nurture and develop their understanding of the Christian faith and how that impacts the work of LCC. Facilitate opportunities for regular devotional reflection times for LCC staff at meetings and staff retreats. PERSON SPECIFICATION REQUIRED QUALIFICATIONS, SKILLS, KNOWLEDGE, EXPERIENCE AND ABILITIES Tertiary qualifications in a relevant discipline such as management, human services or social sciences. Proven effective leadership and experience in management in the community service sector. A willingness to explore ideas and new ways of working. Experience in working with a range of church organisations, government and non-government agencies. Ability to negotiate effectively at a senior level. Excellent oral, written communication skills and interpersonal skills. Demonstrated ability to act strategically and exercise a high level of judgment. Extensive experience in working in difficult situations to find harmonious ways forward and implementable solutions. An understanding of diversity and the ability to work cross-culturally. Experience working with Indigenous and CALD communities. The ability to contribute to successful funding applications. Ability to contribute to preparing budgets and monitoring expenditure 4

5 An appreciation of the Lutheran theology of caring, acceptance of Lutheran Community Care s Philosophy and Values and ensuring all teams will work towards achieving LCC s strategic objectives. A sound working knowledge of policies relating to personnel management, Work Health and Safety and Equal Employment Opportunities. An ethical approach which demonstrates a high degree of personal integrity and credibility. SPECIAL CONDITIONS The successful applicant will be required to satisfactorily complete a National Criminal History Record Check (NCHRC) prior to employment. This position requires the incumbent to undertake interstate and intrastate travel which may require overnight stays and to work outside normal business hours at times.
