PURPOSE OF POSITION The Director, External Audit is responsible for the development, planning, delivery and maintenance of Commission audits of regulated companies and permit holders. Audit protocols and criteria will be developed in consultation with internal subject matter experts and external stakeholders for the assessment of programs required by regulation including (but not limited to) Safety and Loss Management Systems, Emergency Management Programs, and Security Management Programs. Existing audit programs within the Commission will gradually be aligned with a Commission audit program as part of the Commission s Compliance Management System. SELECTION CRITERIA Degree in Engineering or Environmental/Resource Sciences or an equivalent combination of education, work related experience of 3-5 years. Minimum 3 years experience as an auditor (in the oil and gas sector as a regulator or consultant in the areas of safety and/or environmental protection is preferred). In depth knowledge of management systems and various standards including CSA and ISO. Knowledge of the regulation and the role of Regulators in the oil and gas sector in Western Canada. The Commission s core roles include reviewing and assessing applications for industry activity, consulting with First Nations, ensuring industry complies with provincial legislation and cooperating with partner agencies. The public interest is protected through the objectives of ensuring public safety, protecting the environment, conserving petroleum resources and ensuring equitable participation in production. PURPOSE OF POSITION The Commission is responsible for the development, management, delivery and maintenance of the regulatory framework governing oil and gas activities in British Columbia. A significant portion of that work is ensuring that regulated companies and permit holders are fulfilling the obligations under the respective regulations, conditions, standards and other requirements that apply directly to their operations. The Director, External Audit is responsible for the development, planning, delivery and maintenance of Commission audits of regulated companies and permit holders. 3 NATURE OF WORK AND POSITION LINKS The Director, External Audits is required to provide leadership across the Engineering and Applications & Operations Divisions in the development of audit processes, protocols and criteria. In most cases, those supporting program development and delivery will not report directly to the Director. The position requires knowledge of the oil and gas industry and management systems such as those set out within ISO and CSA standards. Minimum 3 years experience auditing and as an auditor in the oil and gas sector as a regulator or consultant in the areas of safety and/or environmental protection is preferred. The Director provides leadership, ensuring that the Commission s audit program is developed, documented, implemented, managed and maintained in a manner which by itself could be audited. The Director will develop training and experience requirements for auditors and will lead implementation and trial audits as the program is developed. Regular communication at mid to senior levels with regulated companies, permit holders and stakeholders will be required. The Director must possess a high degree of organizational and interpersonal skills, and must be able to solve problems efficiently and effectively with a focus on client service. SPECIFIC ACCOUNTABILITIES / DELIVERABLES Obtain and maintain Lead Auditor Designation from accredited training provider such as BSI, CSA or similar. Develop Commission processes and procedures for auditing of regulated companies and permit holders. Create and manage audit teams within the Commission and across existing Divisions based on functional areas and/or skill sets. Consult with operating companies, permit holders and other stakeholders on Commission processes, procedures, protocols and audit criteria during development and on an ongoing basis. Develop and implement annual audit plans integrated with the Commission s Compliance Management System. Prepare (or oversee preparation of) comprehensive audit reports to be delivered to audited companies and permit holders as part of the audit process. These reports will be published after fair review and comment processes. Work closely with other oil and gas regulators and other collaborative regulatory forums in the development of the Commissions audit program. Champion/lead the development and amendments to CSA standards where auditable programs and systems such as Safety and Loss Management Systems are presently housed. Participate in appropriate subcommittees and work groups. Manage contract resources for program development and delivery as appropriate/necessary. Ensure that appropriate linkages are established between audits and enforcement processes. Page 2 of 5

5 SELECTION CRITERIA Education: Degree in Engineering or Environmental/Resource Sciences or an equivalent combination of education, work related experience of 3-5 years Experience: Must have experience with Management Systems Minimum 3 years experience as auditor and auditing Knowledge of: In depth knowledge of Management Systems and various standards including CSA and ISO Knowledge of regulation and the role of Regulators in the oil and gas sector in Western Canada Knowledge of Oil and Gas industry Skills And Abilities: Excellent writing and editing skills Above average communication skills must be comfortable in dispassionate delivery of factual, occasionally difficult or controversial information Excellent negotiation skills ability to find solutions and build acceptance Preference given to certified auditors with experience in auditing the safety and environmental aspects of oil and gas companies COMPETENCIES Service Orientation: displaying a desire to identify and serve customers/clients, who may include the public, colleagues, partners (e.g. educational institutes, non-government organizations, etc.), coworkers, peers, branches, ministries/agencies and other government organizations and focusing one's efforts on discovering and meeting the needs of such customers/clients.
