1 POLICE STAFF JOB DESCRIPTION SECTION ONE JOB TITLE Temporary Business Administration Officer (3 Posts) REPORTS TO Business Administration Manager REF NO R297/17 DIVISION/DEPARTMENT Corporate Services / ICT WORK LOCATION Flexible GRADE Band C SECTION TWO JOB PURPOSE To assist the Assistant Business Manager with regards to queries and issues about recruitment, resourcing, attendance recording, payroll, budgets, invoicing, IT Temp staff contracts, performance reporting and vetting for the ICT Department. To provide support with the tendering and contracts negotiations for recruitment of IT Professionals (contractors and consultants) in liaison with the Assistant Business Manager. To provide a support service to all ICT staff in compliance with all relevant legislation and regulations ensuring best value principles are applied. SECTION THREE ACCOUNTABILITIES AND MAIN RESPONSIBILITIES 1. Providing overall effective support to the IT functions of the organisation as required. The support includes the Finance, HR, IT Professionals Procurement, vetting, recruitment, modern apprenticeship and student placement programmes, fleet management, attendance management, payroll collation and approvals, purchase order processing and invoice checking whilst applying best value principles and working to the relevant guidelines and procedures. 2. Provide advice, guidance and support to IT managers for the procurement of IT Professionals (contractors and consultants) and IT agency temps, to ensure adherence to relevant UK and EU legislative requirements and regulations as well

2 as to Scottish Government codes of practice, guidelines and industry best practice. 3. Develop business cases for the procurement of IT Professionals (contractors and consultants) and IT agency temps, whilst demonstrating compliance with all legal and best practice requirements resulting in the award of contracts providing. optimum benefits to Police Scotland and IT department. 4. To collaboratively work with IT procurement colleagues to assess and deliver optimum sourcing strategies for the procurement of IT Professionals and Agency Temps that are required for either business units or specific projects, that deliver best value for money goods and services which are fit for purpose and enhance business effectiveness. 5. To work collaboratively with the vetting unit to effectively oversee pre-checks and queries of vetting applications for IT professionals and agency temps and when required for IT employees for the purpose of pertaining the honesty and integrity of vetting applicants. 6. Arrange, assess, monitor and process purchase orders and invoicing relating to IT professionals and IT agency temps in line with procurement procedures and policies to ensure a cost effective and efficient service is provided. 7. Provide support for the recruitment of IT employees, including writing of recruitment requests, business cases, job descriptions and job adverts. The scheduling of interviews, preparing interview packages for panel members and accurate record keeping of recruitment tracking as directed by the Assistant Business Manager. 8. To work collaboratively with HR and Finance in providing standard advice, guidance and support to IT managers and staff over a range of related matters and policies. 9. Undertake any research requirements and respond to requests for information as directed by the Assistant Business Manager. 10. Provide support to the Skills Development Manager and Skills Developer in directing the Modern Apprentice and Student Placement programmes and staff/ contractor inductions for the IT Department. 11. To co-ordinate, monitor and implement the usage and mileage of all ICT pool, fleet and hire vehicles to optimise and deliver best value. 12. To oversee contractor and site maintenance control access across all IT offices in Police Scotland and where appropriate liaise with relevant security controller of each building, in accordance with Health and Safety procedures and other organisational policies and procedures. 13. Provide advice to IT management and staff in relation to all support functions,

3 ensuring relevant guidelines and procedures are adhered to and challenging when best value principles are not applied. 14. Maintain, update and report on data within the time and attendance applications, ensuring that information is accurately held in line with SPA/PSoS policies and procedures. 15. Responsible for ordering, stock control and monitoring of IT departments stationery, services and supplies. 16. Mentor and support the work of Student Placements within the Service Management function identifying suitable business management activities to help them grow within the organisation. 17. Commensurate with the accountabilities, responsibilities and pay band of the job description: a. To be responsible for the development of a research work programme arising from the Innovation Hub. b. To be responsible for work programme implementation arising from the ICT Strategy, BluePrint, Corporate Strategy and Futures Portfolio, in particular the remit of the Innovation Hub Research Committee. c. To support and assist the work within the Innovation Hub for research and development in their area of skills and expertise. 18. Will be responsible for assessing and self-managing risk within all aspects of the role. The above accountabilities and responsibilities are not exhaustive, and the Jobholder may be required to undertake additional duties that are consistent with the level and grading of the role. SECTION FOUR LOCATION: Flexible BAND: C ATTRIBUTES: ESSENTIAL: DESIRABLE: ATTAINMENTS EDUCATIONAL / OCCUPATIONAL PERSONAL QUALITIES SVQ2, Highers or equivalent OR Relevant administration experience in HR and Finance. Experience of procurement practices and development

4 practices. Excellent prioritisation and organisational skills. Experience in arranging meetings, scheduling interviews and workshops. Good knowledge and understanding of HR policy and finance practices. SPECIAL APTITUDES Good IT skills including Microsoft Office. Ability to work under pressure. CIRCUMSTANCES Good analytical/problem solving skills. A DRIVING LICENCE IS: Not required ANY SPECIAL REQUIREMENTS PERTINENT TO THE POST: No ADDITIONAL INFORMATION There is one full time post and two part time posts (each part time post working 25 hours per week). The posts are temporary for 12 months and require Standard Recruitment Vetting. The post can be based throughout Scotland, including Glasgow (Dalmarnock), Edinburgh, Stirling, Dundee, Dumfries, Glenrothes, Aberdeen and Inverness.
