2 The purpose of this role Your Group The Operations Group s purpose is to sustainably collect and efficiently process data to support Statistics New Zealand s customer focus. We are also responsible for the 2018 Census and the provision of census, business demography and geospatial products and services. The Operations Group is made up of four branches: Collection Operations, Operations Strategy & Development, Data Operations, and the 2018 Census. Your Business Unit The strategy for the 2018 Census is to alter the mix of modes used in the census data collection model by promoting a very high online response by introducing the mail-out of internet access codes, and not delivering paper forms to every dwelling. At the same time the 2018 Census must maintain the accuracy of basic counts achieved in recent censuses. The new multi-modal census design will enhance census operations, support improved interactions between the public and government, and reduce the real cost of census data collection over time. Marketing, communications and engagement activities for the 2018 Census needs to reach all New Zealanders to increase awareness of the value of census and call people to complete their census forms. Additionally, we will inform New Zealanders about the new collection model and encourage as many New Zealanders as possible to complete their census forms on-line. Engaging with communities, particularly those in danger of not participating in the 2018 Census is a specific focus for Census Engagement team. The overarching objectives for 2018 Census communications and marketing activity is to: achieve the highest possible response for the 2018 Census The 2018 Census Communications, Marketing and Engagement campaign will be judged on its success in driving response rates for the 2018 Census. The campaign has three goals: 1. Achieve a total response of 94% for the 2018 Census 2. Achieve a 70% self-response rate 3. Achieve a 70% online response rate Given the magnitude of the planned change and the risk involved to the quality of the census counts, a thorough development and testing programme is required. Your role Culturally and linguistically diverse communities generally refer to those that originate from countries in which English is not the main language spoken at home. This group have common demographic, cultural, and situational characteristics that suggest that there should be a dedicated team focussed on engaging, inspiring and equipping them to participate in the 2018 Census. You will be part of the 2018 Census Engagement Lead Team responsible for two objectives: 1. To provide specialist engagement knowledge and community intelligence to support marketing and communications to engage with and inspire culturally and linguistically diverse communities to participate in the 2018 Census.

3 2. To use your extensive cultural and practise leadership to support Census Engagement advisors to engage with and equip communities to influence participation in the 2018 Census. You will provide strong practise and operational leadership to the 2018 Census Engagement Strategy. You will lead a focus on: Building trust within culturally and linguistically diverse communities that their information will be safe and secure and their information remains anonymous and is not shared with external organisations. Increasing relevance of the census for culturally and linguistically diverse communities by showing the connection to their lives and community. Improving accessibility towards completing the census by gaining an understanding of, and ways to reduce the barriers for culturally and linguistically diverse, making it easy for them to participate digitally and building motivation to participate. Your broad role will be to: use your experience, networks and professional understanding of culturally and linguistically diverse communities to coordinate and support the engagement of culturally and linguistically diverse communities in the 2018 Census; support the development of regionally specific tactical plans that empower culturally and linguistically diverse communities to inspire 2018 Census participation; support key stakeholder relationships with culturally and linguistically diverse communities of influence; in partnership with the HR team, recruit and lead a culturally and linguistically diverse Engagement Advisor Team, and use your professional experience and knowledge to strengthen their engagement practise and competency; balance the need for national consistency and standards of practise while empowering your team to respond to regional needs; work with your engagement team colleagues to deliver culturally and linguistically diverse engagement tactical plans. deliver results and achieve pre-determined key performance indicators working within strict timeframes and budget; coordinate engagement activity with culturally and linguistically diverse that promotes confidence in the operation of the 2018 Census; respond to issues escalated from the regionally dispersed advisor team, and report to the Census Engagement Manager and/or the Marketing and Communications Leadership team (as required); champion an integrated approach by working closely with internal teams both within the census branch and across Statistics New Zealand; lead and take responsibility of Health, Safety and Wellbeing for your regionally dispersed team; and Travel (within New Zealand) will be required for this role. During the peak operation, you will have approximately 2-4 Census Engagement Advisors reporting to you and based throughout New Zealand.

4 Key deliverables/accountabilities You will be expected to: Develop and lead implementation of regionally specific Culturally and Linguistically Diverse engagement tactical plans You will achieve this by: Utilising your extensive networks, professional experience and culturally and linguistically diverse community intelligence, develop regionally specific tactical plans for engagement. Ensure the culturally and linguistically diverse tactical plan is aligned to the 2018 Census Engagement Strategy and objectives. Ensure the plan acknowledges the multiple realities of culturally and linguistically diverse communities. Contribute to the collective leadership of the Engagement Leadership Team. Implement the tactical plan. Identify and mitigate operation risks and ensure your team works to the Census Engagement operational approach. Understand the logistical requirements for culturally and linguistically diverse engagement and liaise with Engagement team coordinator to support your team administration needs. Work with other Engagement Leads and coordinate the launch of Census Engagement events in Build effective internal and external stakeholder relationships Support the recruitment and lead an Engagement Advisor Team Support the identification and management of stakeholder relationships with culturally and linguistically diverse communities of influence. Develop effective relationships with internal and external stakeholders and being responsive to their needs. Ensure effective collaboration with other Field Operations Regional Managers, census teams and key internal stakeholders, especially the Targeted Operations Area Manager. Build strong relationships with internal partners, in particular other Engagement Leads, Engagement Team Coordinator, Targeted Operations Manager and Regional Managers and seek every opportunity to connect with them and anticipate their future needs or issues. Be responsive to culturally and linguistically diverse customers and stakeholders and their information management needs. Challenge thinking to foster innovation in people and represent ideas to be included in wider engagement team discussions and decisions Support discussions with the HR team to recruit a culturally and linguistically diverse Engagement Advisor team. Contribute to the development of the Census Engagement Advisor role.

Participate as required in the training and on-boarding activities of your staff, contribute to their training and capability development and ensure they are ready and able to work effectively in culturally and linguistically diverse communities. Ensure your staff have the tools and resources necessary to perform their role, including any health and safety requirements. Apply sound general management practices so that your team is able to operate effectively and efficiently. Identify and implement continuous improvements within your sphere of influence. Empower staff and delegate full authority, responsibility and accountability to suitable levels. Monitor and manage the performance of your team and addressing poor performance in line with organisational policies and processes as required. Drive team performance continuously striving for excellence and responsiveness to meet KPIs. Lead, influence, and support your staff to exercise professional expertise, decision making and judgement. Provide professional supervision, mentoring and support to your staff. Identify areas needing practice improvement and work with your staff to implement strategies/plans to strengthen engagement practice Facilitate the implementation of practice innovation/initiatives/tools/systems. Develop and train engagement advisors to be informed, effective and professional communicators when representing Statistics NZ. Implement processes to effectively identify and manage issues relating to census engagement during the operational period. Ensure practice policies are promoted, enhanced and adhered to. Ensure a clear focus on key strategic engagement priorities and operational approach. Proactively support other Engagement leads to develop a community of engagement practise.
