2 Cmprehensive NC JbLink Career Centers Chartering Minimum Standards Hurs f Operatin: Levels f Staffing: All JbLink Career Centers must: Requirements Dcumentatin f these standards may be submitted electrnically with the Business Plan in the Charter Package. The Center must be pen full time as defined by the WDB. Simultaneus presence and full service capacity shall be present fr WIA Adult and Dislcated Wrker services and ESC cre and intensive (Jb Seeker and Emplyer) services fr n less than full time (demnstrated by a written staffing schedule). Custmers must als be able t access supprt services fr training. Prvide a designated "JbLink Crdinatr" as defined n page 19. Prvide a Resurce Rm as defined n page 20. Prvide a designated greeter as defined n page 19. Prvide a written referral prcess t services nt prvided n site. Have all full time and itinerant n-site staff participate in and cmplete JbLink Management Infrmatin System (MIS) and custmer service training that includes the cmpnents as defined n pages 18 & 20. Prvide a prcess established fr the integratin f jb develpment and jb placement. Have all JbLink partners participate in staffing the Resurce Rm and prvide their cre services. Prvide an inventry f Cmmunity Resurces maintained and available fr custmer and staff use. Prvide a facility that is ADA cmpliant (with reasnable physical and prgrammatic accessibility). Encurage the participatin f mre partners and make effrts t extend hurs f peratin beynd what is minimally required t ensure that the needs f the custmer and the cmmunity are met. Have all apprpriate JbLink staff trained in the use f and have access t the ESC system that cntains jb rders, including emplyer cntact infrmatin. Have a cmpleted Business Plan. 3 Nn-Cmprehensive NC JbLink Career Centers Chartering Minimum Standards Hurs f Operatin Minimum Available Services Mandated Services Prvided By Requirements Dcumentatin f these standards may be submitted electrnically with the Business Plan in the Charter Package. Full time WIA and Emplyment Services cre and intensive (Jb Seeker and Emplyer Services) 1. On-site presence f WIA and ESC service delivery staff; and/r 2. Nn WIA/ESC staff wh are trained, enabled and authrized t prvide WIA (Adult and dislcated wrkers) and Emplyment Services cre and intensive ( Jb Seeker and Emplyer) services; and/r Exceptins All JbLink Career Centers must: 3. Direct access t WIA and ESC staff via cmputer-based technlgy, i.e. cmputer, telephne, instant messaging, vide/telecnferencing, etc; and/r 4. Any cmbinatin f the ptins listed abve. Wrkfrce Bards must be able t demnstrate hw the required services are delivered n a fulltime basis. Delivery f services must be demnstrated during the n-site charter visit. If there is n capacity t prvide these services full-time, the Wrkfrce Develpment Bard must submit a written justificatin t the Divisin f Wrkfrce Develpment. These services must be available fr n less than 16 hurs per week. Prvide a designated "JbLink Crdinatr" as defined n page 19. Prvide a Resurce Rm as defined n page 20.
