1 Health & Safety Senior Advisor South Auckland October 2017 Over 20,000 families rely on us to maintain their homes and keep them in good condition. Those people include a QA team and a HSE team, scopers, supervisors, administrators, and tradespeople. We provide a full range of property repair, maintenance and upgrade services to government, corporate and private clients. We combine our expertise with that of our contractors and consultants to safely deliver prompt, efficient, high quality work within required timeframes. The health and safety team s purpose is to maintain our safety culture with our own employees and with our broad trades and subcontractor network. The role of Health & Safety Senior Advisor is a highly visible one, working closely with our operational teams as well as our clients and subcontractors every day. It s important that they act professionally as a role model, and that they make opportunities to coach and mentor others. Health and safety team members work from our North Shore office and our South Auckland office; they all spend time each day on work sites as well as in the office. Some travel is required around the wider Auckland and Northland regions from time to time so a company car is provided. Duties include facilitating induction training, managing hazards, site health and safety planning, investigating accidents and incidents, compliance checking and rigorous health and safety auditing. Conducting site inspections ensures we re fully compliant with all relevant legislation, industry standards, codes of conduct, contract specifications and models of best practice for safety and environmental management. So experience in residential or commercial construction is desirable. 2 JOB DESCRIPTION Role Title Reports to H & S Senior Advisor Health & Safety Manager The company is the provider of a full range of property repair, maintenance and upgrade services to government and commercial clients. It employs skilled field, management and administrative personnel and combines their expertise with that of trades contractors and consultants to deliver prompt, efficient, high quality work safely and within required timeframes. Purpose of the Role Spencer Henshaw s professionalism, people, reputation and future rely on all of us working safely. And Housing NZ relies on us all working safely to protect its tenants and its reputation. The Health & Safety team s goal is a culture of safety and sustainability amongst the company s employees and its broader subcontractor workforce. It ensures the company is compliant with relevant health, safety and environmental legislation, industry standards, codes of conduct and contract specifications. The purpose of the role of H & S Senior Advisor is to help protect the health and safety of everyone involved with the work we do. The scope of the role incudes all of SHL s operations. (The H & S Senior Advisor may be required to travel throughout the Auckland and Northland regions.) ACCOUNTABILITIES Authority The H & S Senior Advisor, under the direction of the Health & Safety Manager, has authority to direct other staff to comply with health, safety or environmental requirements, and may report matters to applicable line managers. Line managers are responsible for the compliance of their team members. Developing business acumen will be a major focus of the role so that, as early as possible, the H & S Senior Advisor will be a competent 2IC for the Health & Safety Manager. Audits Oversee health and safety auditing procedures to ensure they are rigorous and effective in identifying concerns and learning from success. Participate in management systems audits, inspections, investigations and meetings as required. Self-audit operations of the company s Health and Safety Group and report to the Health & Safety Manager In conjunction with senior managers, carry out self-audit procedures on implementation of health and safety measures and report on findings. Compliance & Risk Maintain a thorough knowledge of health and safety legislation. Actively support a culture of excellence and promote zero tolerance to workplace accidents. 2

3 Participate in the implementation of the Health and Safety Plan by: Assisting with regular reviews of health, safety and environmental policies and procedures. Reviewing and updating the company s health, safety and environmental documentation. Obtaining information on and assessing potential hazards of new equipment or substances prior to purchasing, and ensuring accurate information is documented on the purchase, use, storage, transport and handling of any substances, and reported to national or local government bodies. Documenting significant hazards and hazardous substances in applicable registers, and report to national or local government bodies if required. In the HSE context, oversee the work done by staff and trades contractors and refer non-compliances to the line managers of those concerned and to the Health & Safety Manager for review and follow-up. Monitor on-going compliance and regularly report findings to the Health & Safety Manager In the event of an accident, incident or emergency situation, assume management of the site. Participate in and report on management systems audits, inspections, investigations and meetings. Participate in the company s Health and Safety Group/Committee, monitor and report on its operation. Take personal responsibility for all matters of health, safety, quality, environment and risk in the work you, yourself do or oversee, and take action on or report any breaches observed in any SHL workplace. Promptly report all accidents, incidents and near hits, and conduct investigations as required. In the event of any injury to a team member, supervise the injury management and return to work. Participate in health, safety, quality, environment and risk-management initiatives. Notify the Health & Safety Manager or a Senior SHL Manager of potential risks and noncompliances identified. People and Capability Training Assist with development of health-, safety- and environment-related training resources. Actively participate in induction and training of SHL employees and trades contractors. This may involve delivering induction presentations and/or health and safety Risk Management training modules. Work effectively as part of your team. Strive to continuously improve your personal performance. Utilise and continue to build your technical competence. Demonstrate practical proficiency in interpersonal skills, teamwork and personal development. Lift the team s capability by being approachable, generous in sharing knowledge and best practice, and by acting as a coach to colleagues from time to time. Help build commitment to continually improving safety performance across the organisation and build the company s HSE capability by: communicating health and safety policies, procedures and resources; facilitating briefings and training; promoting consultation, co-operation, effective communication, and discussion on health, safety and environmental issues; role modelling leadership in health and safety management. Ensure personal compliance with health, safety and environmental legislation and SHL and customer policies and procedures. 3

4 Take personal responsibility for matters of health, safety, quality, environment and risk in the work you do and oversee, and take action or report breaches to the appropriate manager. Provide input to the Health & Safety Manager s annual health and safety plan. Support the Health & Safety Manager by carrying out other duties that may arise. Liaise with industry bodies, Worksafe NZ, ACC and the Ministry of Social Development on health and safety matters. Develop and apply in-depth knowledge of our customers, our contracts, and their requirements. Provide high quality customer service and outcomes. KNOWLEDGE, SKILLS, EXPERIENCE ESSENTIAL 5 years in a health and safety advisory role in maintenance or construction Passion for health, safety and environmental issues and compliance Building trusting, respectful and resilient professional relationships Current driver s licence Clear and appropriate oral/written communication Succinct and accurate written and verbal reporting Computer system proficiency including MS Office Quality systems, processes and techniques PREFERRED Tertiary health and safety qualification management, environmental science or equivalent Knowledge of relevant legislation including: Health & Safety in Employment Act 1992 Health and Safety at Work Act 2015 Hazardous Substances & New Organisms Act 1996 Resource Management Act
