1 Position Description Senior Process Improvement Advisor Directorate Position purpose: Directorate overview: Direct Reports: Financial authorities: Remuneration indicator: Capability Directorate The Senior Process Improvement Advisor works in partnership with the business in the delivery of process improvement projects that enhance overall NZSIS capability across a range of areas and functions. The Capability Directorate is responsible for implementing the NZSIS operational strategy and providing input into the development of NZSIS strategy (with specific focus on operational strategy). It delivers business and capability development to the NZSIS, with accountability for ensuring our investment in technology and other capabilities is prioritised to deliver our strategic outcomes and ensure we stay ahead of the curve. It will develop and implement a capability management framework for the NZSIS and ensure there is effective co-ordination of operational change initiatives across the NZIC as well as project management of significant capability development initiatives. The Directorate will be responsible for the NZSIS knowledge management and information technology functions. 2 Functional relationships External contacts: Counterparts within the wider New Zealand Intelligence Community and central government agencies, including GCSB Police, NZDF and Customs as required Other partner intelligence agencies and law enforcement organisations as required Vendors Other relevant public or private sector organisations as required Internal contacts: Staff at all levels of NZSIS ICSS Objectives The position of Senior Process Improvement Advisor encompasses the following major functions or objectives: Contributing to business change as a member of the Business Improvement team Reporting and monitoring on the realisation of benefits from business change Assisting in the development and enhancement of business policies and processes Contributing to the development of a continuous improvement culture Health, safety and wellbeing Risk management The requirements in the above objectives are broadly identified below: Jobholder is accountable for: Working in partnership with the business tolead and facilitate business change through business improvement processes such as Lean Six Sigma, Agile, Better Everyday etc. Reporting and monitoring on the realisation of benefits from business change. This includes the realisation of benefits from projects and process improvement activity. Jobholder is successful when: The business case for change including the business efficiency or cost reduction goals is clearly articulated and approved by the business. Strong engagement and collaboration skills are used to ensure that the Business Owner has clarity on the size and scope of activity and is actively supporting successfully delivery. They successfully lead process improvement advisors, business analysts, and business subject matter experts (SMEs) to successfully complete process improvement projects within the agreed time frames while achieving business efficiency or cost reduction goals. Business requirements are collected and analysed in support of continuous improvement, and process and policy enhancements. An agreed plan is developed for the business PAGE 2

3 Working in partnership with the business to lead and facilitate the development and enhancement of business policies and processes. Contributing to the development of a continuous improvement culture at NZSIS. Health, Safety and Wellbeing Risk Management improvement activity with clear milestones and the right resources are available at the right time to deliver the change. Progress is well monitored and reported on including milestones, budget, risks, issues and any other controls. All benefits realisation measures are in place and are being actively monitored. They actively engage with the business owner to ensure the business is aware of the benefits that are being realised. They contribute data, information and intelligence to the reporting of portfolio level benefits realisation. Operational policies and SOPs are implemented in line with the Policy and Procedure Framework There are clear business requirements, appropriate stakeholder and SME engagement, correct approvals, and the policy/sop has been implemented correctly. Post-implementation reviews are completed, leading into a cycle of continuous improvement. They actively contribute to the development of the business improvement profession at the NZSIS including the development of processes, tools, templates and reporting, and active participation in Communities of Practice both inside the Service and across Government. Health and safety (of self) is practiced by: o Working safely and take responsibility for keeping self and colleagues free from harm. o Reporting all incidents and hazards promptly. o Knowing what to do in the event of an emergency. o Cooperating in implementing return to work plans. All activities take account of security, operational and organisation reputational risk and these risks are managed to approved standards and escalated to management where appropriate. All operational activities are consistent with NZSIS legally mandated role and functions. Precise performance measures for this position will be developed in discussion between the jobholder and manager as part of the performance development and review process. It is also expected that you will undertake other duties that can be reasonably be regarded as relevant to the position, your experience and capability. PAGE 3

This may be a combination of knowledge, experience, key skills, attributes, job specific competencies, qualifications or equivalent level of learning. Qualifications Essential: Business process improvement qualifications, for example Lean Six Sigma Belts or equivalent work experience Desirable: Knowledge/experience Essential: Experience in business process improvement methods such as Lean Six Sigma, Agile, Better Everyday. Strong analytical ability. Desirable: 5+ years experience in business process improvement methods. 5+ years of experience in projects as an active member of a project team. Experience in the development of operational polices and SOPs. Personal attributes Self-motivated, innovative and possessing enthusiasm and drive. Strong interpersonal skills with the ability to foster good stakeholder relationships through consultation and partnership including an ability to collaborate and negotiate with staff at all levels. Well developed oral and written communication skills, including the ability to present complex issues clearly, tailoring communications to meet audience needs. Strong organisational and self-management skills, including responsiveness to instructions and management of workload demands. A strong customer service ethic with the ability to foster good stakeholder relationships. An ability to work under pressure to meet tight deadlines. Demonstrated high levels of integrity and an ability to maintain a TSS security clearance. Changes to position description Positions in the NZSIS may change over time as the organisation develops.
