3 Role Title: Director, Technology & Infrastructure Classification Code: SAES1 LHN/HN/SAAS/DHA: Department for Health and Ageing Division: ehealth Systems Directorate: Technology & Infrastructure Role reports to: General Manager, ehealth Services Role Created/ Reviewed Date: December 2013 ROLE CONTEXT Primary Objective(s) of role: ROLE DESCRIPTION > The Director Technology and Infrastructure is responsible to the General Manager, ehealth Services for establishing and aligning technology vision with business strategy and leading all aspects of the ehealth Systems technology and infrastructure development and support across the SA Health portfolio. > The Director will have responsibility and leadership within all of the following areas: application services, design costing and planning, server and network infrastructure, security and desktop/technology services. > The Director, Technology and Infrastructure will be required to lead the consolidation and standardisation of existing operational systems and technologies across SA Health to deliver efficiencies to reinvest into facilitating ongoing support of the government s health reform agenda. 6 Key Result Areas Responsible for the overall leadership and management of all ehealth Systems application services, technology and infrastructure, forming the hub of ehealth Systems service delivery to the hospital and out of hospital sector across SA Health: Ensuring the development and maintenance of effective relationships with key stakeholders both internal to SA Health / the wider the public service and externally, by: Develop a culture and ethos that is outcome and performance focused, optimises ICT resources and leverages the capability of the directorate to exceed strategic objectives through: Major Responsibilities > design, costing and planning establishing a fully integrated design and costing function which enables business requirements to be translated into functional deliverables and includes Business Initiative Review and Technical Design Reviews. > security including risk management function that meets agreed best practice benchmarks for SA Health, including security standards, compliance and intrusion monitoring > desktop and Technology services including lifecycle management of approximately 25,000 desktops, standards, desktop software management and asset management. > infrastructure services including standards, network services, server management, telecommunications, data storage and archiving, and the management of outsourced infrastructure service provider relationships. > application services and support including standards, development, testing, maintenance and ongoing support of approximately 1500 applications system wide > developing and maintaining effective inter-governmental relationships and relationships with the Office of the CIO (OCIO) within the Department for the Premier and Cabinet and other government departments, service providers, key organisations and stakeholders, including community groups > developing and maintaining strategic alliances and networks, both within and outside of the portfolio that assist ehealth Systems to achieve corporate and government goals and objectives. > providing high level, timely, accurate and informative advice to a range of stakeholders. > ensuring effective consultation, participation mechanisms and partnerships are developed and maintained to deliver and implement the ehealth System agenda > developing and maintaining strong working relationships and alliances within and outside of SA Health to achieve Government objectives and expectations. > ensure appropriate operational policies and procedures are implemented consistent with agreed ICT governance policies > ensuring the highest standards of recruitment, development, performance management, succession planning and health and safety are maintained consistent with public sector standards > continuous improvement to operational policy, process and execution > sound performance management of external service providers > sound branch financial planning, controlling, and reporting and resource management > implementation of agreed performance indicators and of quantitative and qualitative monitoring and reporting on service delivery. 4 of 9

7 Knowledge, Skills and Experience ESSENTIAL MINIMUM REQUIREMENTS Educational/Vocational Qualifications > Relevant postgraduate qualification in management or information technology related field. Personal Abilities/Aptitudes/Skills: > Proven significant ability to prioritise, plan, implement and review operations at an ICT enterprise level taking into account business, political, financial and strategic issues > Demonstrated highly effective interpersonal, written and verbal communication skills to articulate and present complex concepts clearly and concisely to diverse clients, prepare high-level documents and successfully negotiate effective outcomes > Proven significant ability to work within broad organisational directions under sustained pressure, to lead and manage teams, and determine and balance priorities to achieve objectives > Demonstrated ability to analyse and conceptualise complex and sensitive issues, and formulate and execute innovative and appropriate solutions within budget > Demonstrated experience in leading a complex ICT environment containing multiple external service providers > Ability to manage to the spirit and principles of the Premier s safety Commitment and the legislative requirements of the Occupational Health, Safety and Welfare Act 1986, utilising AS/NZS ISO Risk Management Principles and Guidelines, or to an equivalent set of standards.
