1 CORDOVA ELECTRIC COOPERATIVE, INC. POSITION GUIDE POSITION TITLE: DEPARTMENT: MAINTENANCE OPERATOR APPRENTICE or MAINTENANCE OPERATOR POWER PRODUCTION I. OBJECTIVE This is a position under the direct supervision of the Manager of Power Production. The incumbent is to assist with the maintenance and operation of diesel engines, hydro electric turbines, generators, control boards and associated auxiliary equipment in such a manner that an adequate and reliable supply of electrical energy is assured. II. ESSENTIAL FUNCTIONS Must be able to perform these functions at a skill level and at productivity level that is equal to the level of an apprentice operator. A. Maintain a reliable supply of electrical energy through starting/stopping generating units as necessary. Adjust load between operating units manually or through the use of the SCADA system. Perform visual checks, maintain operating maintenance logs, take hourly readings, and dispatch power through operating generator circuit breakers and feeder re-closures during power restoration or in an emergency. B. Assist in the repair and maintenance of diesel engines and accessory equipment, supervisory control panels, glycol cooling circuits, motors, pumps, and all other auxiliaries systems, gain proficiency in the use of power tools, precision measuring equipment and other tools used in the maintenance of generating units in the diesel and hydro electric power plants. C. Work assigned shifts. In addition to the assigned shifts this position requires that Maintenance Operators perform after normal working hours On Call duty on weekly rotational basis that is shared by the other Maintenance Operators and Mechanic. Currently On-Call duty rotation is Monday at 5:00 PM until the following Monday at 8:00 AM excluding normal working hours. D. Have the knowledge and ability to start/stop, bring on or take off line and adjust load manually or through the use of SCADA controls any diesel or hydro electric unit as necessary. E. Read maps, specifications, staking sheets, blueprints, and complex electric schematic prints and mechanical diagrams.
2 F. Adjust work procedures to meet production schedules using acquired knowledge of units and equipment. G. Assist Mechanic and other Maintenance Operators in the diagnosis of mechanical malfunctions or faults within the control and alarm circuits of all units, disassemble engines, examine and evaluate parts for defects and excessive wear, recondition or replace mechanical or electrical parts such as pistons, bearings, valves, bushings, relays, instrumentation and other necessary parts as needed. H. Assist in repair of any necessary equipment and other plant related tasks. This list is not intended to be all-inclusive, as the employee will also perform other normally related business duties as assigned by the immediate supervisor and other management personnel. III. RESPONSIBILITIES A. Gain familiarity with all mechanical, electrical and coolant systems, etc, to provide input to the manager of power production for revision or improvements in the generation, maintenance and safety programs. B. Coordinate with other CEC departments. C. Incumbent must follow Cooperative policies, safety rules, regulations and OSHA standards and perform the duties of this position in a safe and efficient manner. PPE (personal protective equipment) will be worn at all times when required. D. Review and adhere to the hearing conservation program and participate in the hearing evaluation tests annually. E. Inspect and test relevant mechanical and electrical work after completion to make certain it has been done properly and in accordance with applicable specifications, codes, and above-average expectations. F. Keep supervisor informed of job progress and complete all work orders and maintenance log entries in a timely, accurate and efficient manner. G. Accept responsibility for the accuracy of the work that is produced. H. Work professionally and courteously with fellow employees, supervisors, cooperative members, vendors, contractors and the general public. I. Ensure adequate safety supplies, tools and equipment are maintained at all times. 2
3 IV. PHYSICAL AND EMOTIONAL DEMANDS The Cooperative is located in Cordova, Alaska. Cordova is an isolated, remote town, inaccessible by road, and subject to extreme climatic conditions. Travel by commercial air service and fast vehicle ferry are the primary means of transportation to and from Cordova, and occasionally such transportation is unavailable due to weather. Cordova itself contains terrain that may be difficult for some persons to navigate, especially in winter. Due to the remote location and extreme weather, candidates must be prepared for the global challenges of living and working in this location. Must be able to work in variable weather conditions (including but not limited to torrential rain, high winds, temperature in excess of 80 degrees (Fahrenheit) or below -30 degrees (Fahrenheit), large amount of snow (using snow shoes), long periods of darkness, etc.). Significant physical and emotional stamina is necessary. PHYSICAL DEMANDS: Involves heavy work - requires exerting 50 to 100 pounds of force frequently, and/or 10 to 50 pounds of force constantly to move object. Lifting 100 pounds maximum with frequent lifting and/or carrying of objects weighing up to 50 pounds. Requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, handling, fingering, feeling, talking, hearing and seeing. Walk Up to 1 to 7 hours a day or longer as Inspection, maintenance and repair needed of diesel and hydro facilities Bend Occasional Load and unload material Inspection, maintenance and repair of plant equipment. Squat Occasional Inspection, maintenance and repair of plant equipment Crawl Occasional Working in narrow or enclosed spaces, i.e.hydro intake structures, penstocks and plant electrical raceways. Climb Occasional Ladders of varying height. Kneel Occasional Inspection, maintenance and repair of plant equipment. 3
4 Reach Occasional Maintenance and repair of plant equipment Push Occasional Maintenance and repair (overhaul) of plant equipment. Pull Occasional Up to 100 pounds for short distance. Maintenance, repair and construction of plant equipment. Raking of Hydro Plant intake screens Lift/Carry Occasional 50 to 100 pounds. Maintenance and repair (overhaul) of hydro and diesel prime movers. Use two employees when possible. Requires walking and carrying of equipment and materials over uneven ground and obstacles in right-of-ways under a wide variety of conditions. Must be able to hear malfunctioning equipment, radios, etc. Must be able to see and recognize equipment problems, maintenance/repair/construction, etc. ENVIRONMENTAL CONDITIONS: At times there is no effective protection from weather. Must be able to work in variable weather conditions (including but not limited to torrential rain, high winds, temperature in excess of 80 degrees (Fahrenheit) or -30 degrees (Fahrenheit) with wind chill, large amounts of snow (using snow shoes), long periods of darkness, etc.). HAZARDS: Commonly exposed to situations which, if handled improperly, have the potential for bodily injury or death. LANGUAGE SKILLS: Must have developed language skills to the point to be able to: Read newspapers, periodicals, journals, and maintenance / repair manuals in English. Courteously, consistently, and accurately communicate with customers and fellow employees and supervisors. Complete time cards, reports, data tickets, logs, work orders or similar paper work following prescribed formats as explained by supervisors. RELATIONSHIPS TO: DATA: Reporting and/or carrying out a prescribed action in relation to information is frequently involved. 4
5 PEOPLE: Speaking-Signaling: Talking with and/or signaling people to convey or exchange information in fluent English, including receiving assignments and or directions to coworkers. The incumbent is required to work in close cooperation with fellow cooperative employees and the general public. The position is subject to high stress and demands and requires the ability to react to tense circumstances quickly and discreetly, while maintaining a calm manner. THINGS: Precision Working: Exercising good judgment, selects, uses, and adjusts body members, tools, or work aids to work, move, guide or place objects or materials safely. The incumbent must be able to respond to emergency situations. Daily involvement with the consumers can create stressful situations and these situations must be handled with a high degree of professional skill. Must be able to travel to remote work locations, and travel extensively off of regular routes, utilizing light planes, helicopters, boats, snow machines, and other elementary methods of transportation, sometimes under relatively hazardous conditions. In emergencies, may require sleeping in locations without beds and preparation of own meals in locations that lack amenities common to commercial public accommodations. In emergencies, must be able to work long hours in stressful conditions when restoring power during storms or other outages. HAZARDS: Commonly exposed to situations and/or chemicals such as oils, paints and solvents, which, if handled improperly, have the potential for bodily injury or death. V. MINIMUM QUALIFICATIONS AND SPECIAL REQUIREMENTS A High School diploma or GED is required for this position. Advanced High School math is desired. Preference will be given to the following: o candidates that have completed or are enrolled in a qualifying post secondary electrical training or apprenticeship program that relates to the electrical utility industry. o candidates with at least one year of maintenance operator experience in the electric utility industry. o candidates that have experience or skills in welding and/or metal fabrication. o candidates that have knowledge and/or experience in the diagnosis, troubleshooting, repair and calibration of relays, transducers, instrumentation and similar type electronic devices. 5
6 Complete electrical utility industry training programs as designated by the Manager of Power Production or mutually agreed upon that are beneficial to the Maintenance Operator position. NOTE: Complete achievement of certain of the above specifications may not be required if, in the opinion of the CEC hiring supervisor, a particular candidate possesses significant offsetting characteristics, such as past accomplishments, experience, education, or estimate of future potential. Should an applicant be deficient in certain educational achievements, offsetting experience may be substituted or vice versa. This position also requires the following: A. A valid Alaska driver s license. Driving record must be acceptable and insurable by CEC's insurance carrier by standard group rates. An annual consent for a release of incumbent's driving record is also required. B. Must obtain the following certificates within 90 days of employment: 1. Valid First Aid card. 2. Valid CPR card. All CEC hourly employees are expected to work varying amounts of unscheduled overtime during power restoration activities or scheduled overtime required to accomplish special projects. Such overtime could range from working a normal 8-hour workday to 24 to 36 hours of continuous work during equipment related outages. Employees will be compensated at appropriate rates for such time worked as specified in the collective bargaining agreement. The above items are not intended to be all inclusive of essential functions or requirements of this type of work as they are subject to change based on operating necessity of the utility.
