3 EXHIBIT 1: REVISED SCOPE OF SERVICES I. General Scpe f Services The City f Chicag is seeking a Respndent with demnstrated experience, qualificatins and resurces fr prviding Emergency Mass Ntificatin Systems within multi-agency jurisdictins. This Scpe f Services is t be used as a general guide and is nt intended t be a cmplete list f all wrk necessary under the Agreement. The fllwing sectins utline wrk tasks/services assumed necessary fr the prper implementatin and maintenance f the mass ntificatin system at the Chicag Department f Aviatin ( CDA ) and the Chicag Department f Streets and Sanitatin ( DSS ). Prpsers are expected t be familiar with all f the requirements set frth therein. The City seeks a secure, rbust, reliable and certified Department f Hmeland Security ( DHS ) Level 3 (r higher) Telecmmunicatins Service Prvider (TSP) Certificatin Mass Ntificatin and Emergency Respnse Management System. This system shall be virtual; i.e. web-based, hsted (ff site) by the Respndent, and prvided as a bundle f services, prvided by subscriptin, that are fully cmpatible with the systems, prcedures, and prtcls at the s and DSS facilities. CDA currently perates an effective third generatin mass ntificatin systems thrugh a third party prvider at ORD and MDW Internatinal s. Additinally, DSS perates an effective third generatin mass ntificatin system thrugh a third party prvider. These systems/services have prven effective in prviding basic ntificatin functinality, and have set a baseline fr perfrmance requirements as fllws: Efficient and effective mass ntificatin system, during rutine, emergency, and crisis envirnments and scenaris; Apprpriate and reliable technlgy available fr emergency mass ntificatins, in an airprt envirnment; Reliable, efficient and cntinuus peratin, in a manner that is fully cmpatible with, and supprtive f, existing (and anticipated) Integrated Safety Security and Operatins Cmmunicatins and Cntrl Systems (ISSOCCS) systems, cmpnents and prcedures, in place. The required system must be reliable, efficient, dependable, flexible and easy t use allwing the City t interact with numerus critical stakehlders wh will respnd t, manage, and assist in airprt-related and DSS-related emergencies. The system must be particularly adept at supprting, including ease f use (transmissin and receipt f ntificatins), reliability, and expandability by: The City f Chicag Office f Emergency Management and Cmmunicatins (OEMC), O Hare Cmmunicatins Center (OCC) and Midway Cmmunicatins Center (MCC) CDA Security CDA Operatins CDA Safety Sectin City f Chicag Plice (CFD), Fire/EMS (CFD) units at O Hare and Midway DSS Management DSS Operatins DSS Safety Sectin Supprting, supprted gvernmental agencies and ther business stakehlders Airlines, and ther airprt business stakehlders The successful Respndent and staff will be required t pass airprt backgrund checks (ID Badge) and sign a Nn- Disclsure Agreement befre accessing CDA systems, emergency prcedures, security infrmatin and related sensitive materials/infrmatin. II. Detailed Scpe f Wrk/Services Belw are the basic baseline specificatins the City is seeking in an advanced mass ntificatin and emergency respnse management system. Fr each requirement utlined belw, the successful Respndent must meet r exceed the current level f service being currently prvided t the CDA and DSS, and demnstrate its ability t d s, by demnstrating and evidencing the fulfillment f thse services at ther majr U.S. airprts and ther gvernmental agencies. 4 III. CHICAGO DEPARTMENT OF AVIATION A. System Delivery Capability The mass ntificatin system ffered by the successful Respndent must have the fllwing peratinal characteristics: a. Department f Hmeland Security (DHS) Level 3 (r higher) Telecmmunicatins Service Prvider (TSP) Certificatin) Mass Ntificatin and Emergency Respnse Management System. This certificatin, prvided and cntrlled by DHS, prvides access t Natinal Telecmmunicatins Service Pririty, and is described in mre detail at: b. Web-based mdel, requiring n purchase r installatin f any hardware, sftware, r phnes lines, whether nsite r ffsite. c. Ability t supprt a client accunt base f at least 25,000 subscribers t which the may issue unlimited ntificatin messages. d. Prvide the apprpriate Service Level Agreements (SLA) r the equivalent that guarantee call capacity adequate t serve all subscribers simultaneusly. e. Pssess sufficient redundancy t ensure full functinality during lcalized emergencies in which internet and/r cell phne r land line phne service may nt be readily available. f. Deliver calls during times f high impacted capacity (e.g., fld, earthquake, hurricane, law enfrcement event, fire, trnad, etc.) and issues related t thse events. B. System Security The mass ntificatin system ffered by the successful Respndent will have the fllwing security characteristics: a. Cnfigurable t prvide specific user rights and rles and t restrict data access and administrative versight t the apprpriate persnnel. The successful vendr must be able t prvide access limitatin based upn given rles, and give the s system administratr the ability t mdify access rights at bth individual and grup levels. b. Prtectins against cyber-attacks r unauthrized access t data. c. Custmizable Acceptable Use and/r Sensitive Security Infrmatin plicy fr system users. C. Data Integratin The mass ntificatin system ffered by the successful Respndent will have the fllwing integratin capabilities: a. Perfrm rapid, unlimited number f data transfers. b. Integrate with the s badging system fr accunt management, administratin, and related safety, security, r ther systems. c. Ability t rapidly develp separate custmer-specific websites fr varius stakehlder grups, where ntificatins can be issued fr specific events, and data cllected and integrated int the basic system. Examples include ntificatins t the cmmunity arund the airprt, r specifically t lcal htels. D. System Features The mass ntificatin system ffered by the successful Respndent will have the ability t rapidly and accurately perfrm the fllwing functins: a. Send vice messages t multiple types f devices (landline phne, cell phne) and text messages t multiple types f devices, including , TTY, PDA s, SMS, pager, fax, and web-based feeds in RSS and CAP frmats (including Cmmercial Mbile Alert System (CMAS)). b. Allw secure and direct publishing t scial media netwrks, such as Twitter and Facebk, allw tw-way cmmunicatin/reprting f incident infrmatin fr authrized subscribers, and message develpment thrugh the use f pre-prgrammed drp-dwn infrmatin. c. Prvide a real-time graphical dashbard with a summary f each bradcast. d. Display the s pre-selected phne number n the recipient s caller-id. e. Allw the creatin f an unlimited number f grups and subgrups based upn the s needs. f. Prvide a call cancellatin feature that allws the user t stp an utging call in prgress. g. Prvide mbile applicatin functinality, including the ability t send and manage messages frm any mbile device. h. Ability t allw system administratin and accunt management, including passwrd/user name retrieval via . i. Prvide an Integrated Public Alert & Warning System (IPAWS) fr Wireless Emergency Alerts (WEA), as described (and fllwing/supprtive f prvided best practices) at: E. Reprting The mass ntificatin system ffered by the successful Respndent will have the fllwing reprting capabilities: a. Dcumentatin f ntificatin results, mnthly usage and ther reprts t be determined by the. b. Custmizable reprts t meet the needs f CDA. c. Ability t track multiple messages against a single Event Name (such as Asiana 214 Event and assciating all messages during that event with the event name). This capability shuld als prvide a detailed recrd f all activity related t a specific event/incident. d. Ability t exprt reprt data in CVS, PDF and ther frmats. F. Message Send Prcess The mass ntificatin system ffered by the successful RESPONDENT will have the fllwing message sending functins: a. Straight frward, user-friendly call send prcess using the s phne and cmputer. The send prcess must be the same fr rutine and emergency messages. b. Ability t send messages frm any -designated cmputer. c. Ability fr write and send messages remtely by phne in the event f internet and/r pwer utages. G. Implementatin, Training and Supprt The successful Respndent will fully address the fllwing implementatin, training and supprt the requirements specified belw: a. Prvide implementatin plan with a timeline, frm cntract executin thrugh user training, with clearly identified rles and respnsibilities fr bth prvider and persnnel. The plan must be cmpleted within 30 days f the cntract effective date. b. Prvide printed training manuals as well as suggestins fr use and best practices as part f the training prcess. This requirement is in additin t initial training prvided by the CDA. c. Prvide 24/7/365 custmer and technical supprt thrugh a tll-free phne number at n additinal cst and guarantee that custmer supprt will nt be utsurced. d. Require backgrund checks fr all supprt persnnel prir t wrking n CDA cntract. e. Require executin f Nn-Disclsure Agreement fr all staff with access t CDA systems, emergency prcedures, security infrmatin and related sensitive materials/infrmatin. f. Supprt develpment f cmputer-based training fr subscriber training. g. Prvide a clud-based mass ntificatin and emergency respnse system fr issuing high vlumes f rutine and emergency ntificatin messages as required abve, including, but nt limited t: Cmplete, flexible, state-f-the-art mass emergency ntificatin system Capable f sending/receiving messages t/frm a subscriber base f at least 20,000 critical stakehlders in a multi-jurisdictinal airprt envirnment. Capable f sending/receive messages n multiple device types, including, but nt limited t: cell phnes landlines wired and wireless cmputers fax machines scial media (including Facebk and Twitter) h. H. Reprts and Training Materials The successful Respndent shall submit written reprts as requested by CDA, in frmats as determined by CDA. a. Prvide a detailed implementatin plan with a timeline, frm cntract executin thrugh user training, with clearly identified rles and respnsibilities fr bth prvider and CDA persnnel. The plan must be cmpleted within 30 days f cntract award. b. Prvide printed training manuals as well as suggestins fr use and best practices as part f the training prcess. Bth initial training, and supprt fr the develpment f cmputer-based training will be prvided. I. Business Cntinuity/Disaster Recvery Plan The successful Respndent shall develp and submit a prpsed Business Cntinuity/Disaster Recvery plan, t take effect upn cntract award. The plan shall, at a minimum, specifically address the fllwing: a. Data Backup and recvery b. All missin-critical systems c. Operatinal assessments d. Alternate cmmunicatins with stakehlders e. Alternate physical lcatin f emplyees f. Critical supplier, cntractr and financial parties g. Assurance f cntinued CDA access t the prvided Mass Ntificatin services during a significant business interruptin. IV. CHICAGO DEPARTMENT OF STREETS AND SANITATION A.
