While there are bth psitive and negative aspects f using Chittagng versus Dhaka airprt flexibility fr the use f either airprt has been identified as ideal due t the cnstraints invlved with utilizing the Chittagng airprt Limitatins assciated t nly imprting Relief items thrugh Chittagng airprt: Insufficient equipment and unskilled manpwer t handle the big carg. Infrequent cmmercial flight frm different destinatins arund the wrld (specially frm Eurpe and Dubai) t Chittagng airprt therefre nly able t transprt small quantities medical items thrugh cmmercial flights.

2 Flight cst cmpared t Dhaka airprt are significantly higher in Chittagng (One agency reprted t have paid mre than USD 100,000 while transprting NFI gds by Air frm KL t Chittagng at the initial phase f the peratin). Sme partners are reprting 1-2-mnth delay f getting relief items in thrugh the Chittagng Airprt due t limited capacity f the airprt and few airlines flying in t Chittagng with carg flight capacity. Stakehlders t send frmal letters t Lgistics Sectr (alexandra.parisien@wfp.rg) fr the Lgistics Sectr t include in ur fllw up t the MDMR fr assistance with this issue. 2. Bttlenecks, Pipeline cnstraints and ther barriers t respnse Lgistics prt usage and custms clearance: Letter frm the gvernment requiring the diversin f relief shipments thrugh Chittagng airprt This has already resulted in delays and pipeline interruptins fr Lgistics Sectr stakehlders. Issue was raised at a high level meeting between Gvernment and Humanitarian Crdinatr n December 28. The results f these talks have nt been released at the time f this meeting. Meeting participants expressed bth psitive and negative aspects f using Chittagng ver Dhaka. Negative aspects included infrequent cmmercial flights, issues with medical partner as the Ministry f Health department is in Dhaka, therefre cmmunicatin regarding clearance can be difficult. Additinally, participants claimed that using Chittagng prved t be cnsiderably mre expensive cmpared t Dhaka. Expedited clearance fr relief shipments clarificatin required regarding whether relief shipments will cntinue under expedited clearance prcess, if this is n lnger available this will create pipeline gaps and interruptins slwing the humanitarian respnse 3. Atlas Lgistiques/HI Strage and Kitting in Unchiprang The Handicap Internatinal/Atlas Lgistics platfrm in Unchiprang is peratinal fr strage and kitting activities. Services facilitated are : Handling and temprary strage in Unchiprang (450 m 3 available) Organize and manage the kitting by prviding labur and specific space (135m 2 ) All humanitarian actrs (natinal and internatinal NGO, UN agencies) can access and benefit frm HI/AL services n a free t user basis after signing an MU. Requests must be sent at least 48 hurs ahead f time by . Yu will find in attachment all the dcuments abut the platfrm (Agreement, Standard Operating Prcedure and Request Frms). Lgistics Sectr Update Strage The Ukhiya Lgistics Hub has 7 MSUs dedicated t the Lgistics Sectr supprt f lcal actrs. Eight 20-ft cntainers have arrived and have been psitined within the Ukhiya Lgistics Hub fr weather prf strage during rainy/cyclne seasn. 1 x 40-ft refrigerated cntainer has been installed at the Ukhiya Lgistics Hub which will be available fr thse items that need t be in a temperature cntrlled envirnment ( 18 t 25 ) nce electricity has been supplied. Ttal strage usage is currently at 60% f available capacity. The Lgistics Sectr is prviding strage fr 16 rganisatins: Atlas Lgistiques/HI, CARE, Christian Aid, Dhaka Ahsania Missin, GB, IFRC, IOM, Medical Teams Internatinal, NGO Frum fr Public Health, Oxfam, Plan Internatinal, Save, Slidarites Internatinal, Terres des Hmmes, UNICEF, WFP, WHO, WaterAid 6. AOB It came t attentin that sme Relief items (Dignity Kits) need t be cleared frm the DC s ffice befre distributins can be made.

4 It is advised rganizatins cntact the District Cmmissiner s ffice when bringing items thrugh Cx s Bazar t avid time and cst cnsuming delays bringing items back frm Uhkiya t Cx s Bazar fr inspectin purpses. Maintenance f Vehicles: Participants at the meeting raised the issue f a lack f vehicle maintenance facilities in Cx s Bazar District. Currently rganizatins have t send vehicles t Chittagng fr rutine maintenance. This is bth time cnsuming and expensive taking the vehicle ut f actin fr lnger than required. The main dealers will nt send a mbile wrkshp t Cx s Bazar fr ne individual rganizatin because f the small fleets invlved. Prpsed slutin: unified apprach t cver all rganizatins. Lgistics Sectr participants are requested t frward a list f ttal number/types/make f vehicles. The Lgs Sectr will then make a prpsal n t the main dealer t pen a temprary service center in Cx s Bazar district. In a general discussin regarding the limit f cash payments that can be made it was stated that under Bangladesh Law the maximum payment t the suppliers by cash is 10,000 Bangladesh Taka. Due t having t lk utside f Cx s Bazar fr suppliers f services and gds stakehlders have reemphasized the need fr a market assessment fr Chittagng. 7. Accessing cmmn lgistics services Standard Operating Prcedures (SOPs) n hw t request access t cmmn strage services as well as the Service Request Frm (SRF) are published n the Lgistics Cluster website. It has been reminded that the nly way t access cmmn strage services is by cmpleting and submitting the Service Request Frm (SRF): SRFs must be submitted befre using the services t: bangladesh.clustercarg@wfp.rg ROFs (Release Order Frms) must be submitted befre carg cllectin t: bangladesh.clustercarg@wfp.rg Pipeline infrmatin, including ETA, is crucial fr the Lgistics Sectr t plan fr warehuse management. The pipeline template will be shared with these minutes. The Lgistics Sectr Crdinatr reminded participants that when cmpiling an SRF, it is critical that carg is described respecting its minimum standard requirements. The next Lgistics Sectr meeting will be held n Mnday, 15 January 2018 at 11:00 at the WFP Cnference Rm in the WFP/IOM Cmpund
