5 Phase 1 Project Status CPUC Grade Crossing Applications Supplemental information on alternative configurations at each crossing was provided by Expo to ALJ on March 28, 2008 Comments filed by other parties on April 18, 2008 Meet and Confer was held April 24, 2008 Workshop scheduled for May 8, 2008 at the PUC Offices on 4 th Street in Los Angeles Pre-Hearing Conference (Telephonic) scheduled for May 9, 2008

6 Phase 1 Project Status CPUC Grade Crossing Applications (cont.) Environmental work on the Farmdale Alternatives is proceeding Farmdale crossing approval by the PUC is required by September, 2008 in order not to delay the project. Grade-separated direction by the PUC will result in significant delays to the project.

18 Summary of Jobs Program Activities APRIL 2008 There are 65 active construction workers currently working on the Expo Project (Laborers, Carpenters or Operators). 17 (all minority) are from the Expo Corridor. All Expo Construction Jobs are Union Jobs. 86 people are currently working for FFP in non-union jobs (clerical or professional level positions). 20 workers are from the Expo Corridor (12 are minorities). To date, FFP has sponsored 24 individuals into local unions (Laborers, Carpenters or Operators). 616 individuals have attended orientation sessions hosted by PVJOBS and have been placed on a priority list for employment and apprenticeship training. Of these individuals, 26 have been placed on the Expo Project, 42 have been placed in non- Expo related jobs by PVJOBS and 9 have been placed in construction jobs by the LA Urban League. DBE goal was set for Pomeroy Corporation in the amount of 23% to furnish all labor, materials, and incidentals necessary to erect specialty girders for the National Boulevard Bridge across Ballona Creek FFP awarded a subcontract to Quality Engineering, Inc., a DBE firm, for construction engineering services

24 Exposition Light Rail Transit Project April 2008 Disadvantaged Business Enterprise (DBE) and Local Jobs Program Update

25 FFP LOCAL JOBS PROGRAM INITIATIVE AND DBE CONTRACTING OPPORTUNITIES The following information provides a status update of FFP s Jobs Program outreach and work activities in the month of April. This report will also detail the activities to be undertaken in the month of May to provide contracting and subcontracting opportunities for Disadvantaged Business Enterprise (DBE) firms and construction jobs for local residents.

26 April Activities FFPs Local Jobs Program actively recruits skilled and unskilled labor from within the Expo Corridor. FFP anticipates that during the peak of construction, 250 construction jobs will be available on the Expo LRT Project. FFP s Construction Jobs Program goal is to hire local residents work at least 30% of the construction hours on this project. Added 210 new individuals to the Expo Local Jobs Program database. Of the 210 individuals seeking employment, 147 live in Expo corridor zip codes. Any individual who is interested in the Expo Local Jobs Program will be tracked and FFP will work with Community/Faith Based Organizations to identify skill sets, qualifications for pre-apprenticeship, apprenticeship training or readiness to enter into union and skilled positions. Completed another Local Jobs Program orientation session with PVJOBS. To date, 616 people have participated in these sessions. These individuals are now on a priority list to be considered for employment by the construction contractor as positions become available. They are also included in the PVJOBS database and are currently receiving assistance in a variety of areas including employment training. The next scheduled meetings are May 13 and June 10.

27 April Activities (cont.) Continued to participate in the weekly Construction Readiness Review and Construction Work Plan Meetings for all new subcontractors. Coordinated monthly meetings with Local Unions 300, 409 and 12 with the Segment Managers and Field Superintendents responsible for the scheduling and hiring of construction workers. Provided a Jobs and DBE program update for staff at Councilman Herb Wesson s Office. Participated in meetings with Assemblyman Mike Davis, Supervisor Yvonne Burke and the LA Chamber of Commerce to discuss the Jobs and DBE programs. Maintained daily field office hours at the construction site to receive applications for the local jobs program.

29 FFP LOCAL JOBS PROGRAM INITIATIVE AND DBE CONTRACTING OPPORTUNITIES FFP is committed to a diverse work force and is making significant progress in reaching the 20% DBE goal for Design, Professional Services as well as Construction. These goals are in addition to the 30% local resident hiring goal for construction work. Some DBE firms have already been hired as they were included on the design/build team when FFPs proposal was submitted to the Authority. FFP awarded a subcontract to Quality Engineering, Inc., a DBE firm, for construction engineering services. DBE goal was set for Pomeroy Corporation in the amount of 23% to furnish all labor, materials, and incidentals necessary to erect specialty girders for the National Boulevard Bridge across Ballona Creek. DBE goals are developed based upon availability of qualified firms and past experience with other transit agencies. As additional DBE opportunities are identified, and as work packages are released, FFP will advertise these new opportunities in industry publications and will make efforts to reach out to new DBE businesses via , website postings, outreach letters, an assortment of local newspapers and other venues as they are identified.

To date, 12 DBE firms have subcontracts for design services on the project for a total of $6.2 million. 10 of the 12 are minority firms. DBE Commitment = $6,203, or 21.45% DBE Attainment = $5,821, or 20.13%

38 May Planned Activities Continue to implement the screening and job-readiness portion of the Local Jobs Program. Continue to coordinate with various Community/Faith Based Organizations and public agencies who partner with PVJOBS to provide guidance or assistance to job-seekers who are not hired through the EXPO Local Jobs Program. The next Jobs Program Orientation session is scheduled for Tuesday, May 13, Continue to host monthly coordination meetings with representatives from various unions, such as Laborers Union Local 300, Carpenters Local 409 and the Operators Union Local 12 to monitor the construction hiring progress. Continue to provide information on the Local Jobs Program at various venues throughout the community such as malls, retail/eateries, libraries, community-based organizations, etc.
