1 SCOPE OF WORK & TECHNICAL SPECIFICATIONS HAZOP STUDY, DISASTER MANAGEMENT PLAN & RISK ANALYSIS AT AMBALA NEW DEPOT PROJECT SITE

2 BRIEF DESCRIPTION OF JOB: New storage depot is to be constructed near our existing Ambala Depot in the state of Haryana. This tender envisages carrying out HAZOP Study, Disaster Management Plan & Risk analysis as per relevant standards and as per requirement of statuary bodies for construction of new storage depot at Ambala. Details of facilities to be constructed will be provided to the successful bidder. Scope of job includes, but not limited to the following: a) Risk Analysis: Carrying out Risk Analysis study including identification, screening and ranking of risk scenarios, Quantitative Analysis for risk assessment, Consequence analysis of the various scenarios under study, study of Domino effects, Probabilistic assessment of risks, recommendation and preparation of reports and relevant drawings showing areas. Risk analysis study shall be comprehensive. b) Hazop Study: Study and report shall consider Hazardous material, operational controls, Engineering controls and methodology includes Nodes study, Hazard recognition, safeguard evaluation, recommendations, etc. Hazop study shall be comprehensive. c) Disaster Management Plan (Onsite & Offsite): Preparation of Disaster Management Plans including On site/ Off Site Emergency plan as per Factories Act/Environmental Acts and conforming to the requirements of Factories Inspectorate department/ PCB. Disaster Management Plan (onsite as well as offsite) shall be comprehensive. d) Preparation and submission of reports in 10 copies including relevant drawings. e) Liasioning with Factories department and Pollution Control Board for obtaining construction approval for construction of new depot at Ambala. Party will also obtain necessary approvals of Disaster Management Plan and other relevant studies. The address of the site is given below. DETAILS OF PROPOSED FACILITIES AT AMBALA NEW DEPOT PROJECT SITE New storage depot is to be constructed near our existing Ambala Depot in the state of Haryana. Exact details of the facilities proposed to be constructed will be intimated to the successful bidder. Tentative details of proposed facilities are as under: 1. 2 Nos HSD(Diesel)Storage Tanks (2# 25 MT DIA x 12.5 MT HT-Cone Roof Type) 2. 2 Nos SKO(Kerosene)Storage Tanks(2# 12 MT DIA x 11 MT HT-Cone Roof Type) 3. 2 Nos MS(Petrol) Storage Tanks ( 20 MT DIA x 14 MT HT -Floating Roof Type) 4. 6 Nos U/G Tanks for HSD, SKO, MS & ethanol 5. 8 Bay T/T gantry # 2 NOS( for loading trucks) 6. Rail Tank wagon Gantry(decanting) 7. Tank Wagon & Tank Truck Loading Pump House and allied piping Note: The above details are indicative and the exact details of Tankage along with layout will be given to the successful bidder. TECHNICAL SCOPE OF WORK Technical scope of work is given here as under. However, scope is not limited to technical scope mentioned below, but will also include all other analysis & study required for submission and approval/ acceptance of reports by statutory authorities, viz. Pollution Control Board & Factory Inspectorate and also for grant of construction approval (CFE) for construction of new depot at Ambala. Party will also have to be present during technical discussion/ presentation to PCB & Factory Inspectorate, if required and advised by HPCL at no extra cost. A. RISK ANALYSIS STUDY :- Analysis using Dow Index (Numerical derivation) for deriving

4 Base Maximum Probable Property Damage and Exposure Radius of such damage. Identification of Major failure scenarios for terminal operation Consequence Analysis of scenarios with respect to dispersion of released fuel using Fire & Safety Explosion Index (Dow Index). Estimate areas affected by Fire /Explosion. Estimate impact distances. Fault Tree chart Event Tree Chart Event Analysis Hazard Category evaluation of Representative Scenarios of hazards Evaluation of representative scenarios such as: - --Tank failure/leaks/overflow --Pipeline leaks --Pump Mechanical seal leak --Hose failure --Vapour cloud ignition/explosion, if unburnt Identification of Risk reduction measures in comparison to existing safeguards Recommendations B. HAZOP STUDY :- Scope includes Nodes study, Hazard recognition, evaluates the adequacy of Safeguards, Recommendations as needed. Details for study are as given below:- P & I Diagram for review. Technical Officer of HPCL defines the design intent and normal operating conditions Facilitator suggests guideword for deviation to design discussion The Technical Officer of HPCL identifies potential causes for deviation Estimate potential consequences Note existing protection Recommend any additions Record the discussion and action in format

5 Party needs to design and provide details as given below:- Describe design intention Consider guide words Identify all clauses Identify all consequences Identify any additional protection Final guide words General Issues considered apart from Guideword study include the following aspects. Abnormal Operations Corrosion/Erosion Human errors Ignition suppression Instrumentation failure Layout (Incompatible Operations separated) Maintenance Relief Safety Sampling Service failure Spare equipment (Single Equipment having an impact) The final report will include the following along with other required details: Introduction Study Objectives Scope Report Format Study procedure Guide words Nodes selected Drawing reference as applicable Participation Documents studied Attendance sheet Recommendations: Hazop recommendations Summary Hazop Study Work sheets C. DISASTER MANAGEMENT PLAN (DMP ONSITE & OFFSITE) :- Preparation of On site & Off Site Disaster Mangement Plan is included in the party scope of work. Party has to submit 10 hard copies and one in soft copy to the HPCL upon completion of job.
