1 CITY OF GLENDORA COUNTRY CLUB RESERVOIR IMPROVEMENTS PLAN NO REQUEST FOR INFORMATION (RFI) LOG RFI # DATE SHEET # RFI RESPONSE DATE 1 4/13/2016 Questions below pertain to note 4 per drawing, which states: Slope of excavation and the extent of over-excavation shall be field determined by the geotechnical engineer or his representative. Shoring shall be provided if necessary to support sides of excavation. Field determination of slope excavation results to unforeseen cost at time of bid. Please provide the degree/angle/steepness of the cut slope for bidding purposes. Per geotechnical report section Construction Cut - " no steeper than 1:1 (horizontal:vertical) with the lower 5 feet being vertical " 2 4/13/ /13/ /13/2016 Limits of over-excavation is not clearly defined and refers to field determination. Please provide a limit of over-excavation so the necessary cost can be accounted for at time of bid. Shoring to be provided if necessary is ambiguous and assumed to be contingent upon field determination by the geotechnical engineer or his representative. Cost cannot be determined until further direction is provided. Please clarify if shoring should be accounted for at time of bid. Residential homes are located near the jobsite. Please clarify if noise control regulations need to be followed. In addition, please specify if sound barriers are needed. Lateral overexcavation beyond footing is not necessary since retaining wall "A" is built on piles. Construction cuts shall be per geotechnical report section Construction Cut. Contractor shall be responsible for shoring and shoring design if shoring is necessary. No sound barrier is required. See Glendora Municipal Code Chapter 9.44 NOISE REGULATION. Section X, General Conditions, Working Times, "The Contractor shall not begin work before 7:00 a.m. and shall cease work by 4:00 p.m. and shall not work on Saturdays, Sundays or the following Holidays as observed in the City." / 5/3/16 5 4/13/2016 Refer to general condition, article no. 8, regarding water supply. Note 4 implies contactor to empty existing tank. Please clarify if contractor is responsible to empty all existing water located inside the take. If contactor is responsible, please indicate water level and discharge location. Cathodic protection clarification: please reference the attachment for description and details. Please provide requirements for bolts, nuts and gaskets for different types of piping. Please provide detail for pipe supports for 12 DIP shown in Section C/C-16 and other similar locations. Identifies HRC Type 150. Type 150 is not offered by HRC. Please specify the correct Series. Slotted Pipe Drain calls for 4 corrugated, slotted polyethylene pipe by ADS. Section A/C-15 shows a callout for underdrain pipe as 4 PVC Sch40 perforated drain pipe. Please advise which requirement applies. Flushing/Disinfecting Procedures for New Main Installation, Dwg.G-2. Per Note 9, the City will chose the laboratory for water quality testing, but City is not responsible for laboratory errors or other situations beyond the City s control. Laboratory errors or other situations are beyond Contractor s control as well. We suggest an allowance item be created, if necessary, to cover cost. In the event of a discrepancy with quantities listed on the bid form versus actual quantities in the field, will the work be paid based on contract lump sum or unit price per bid items? Walls 12-inch reinforced concrete; floor 18-inch reinforced concrete. Contractor is responsible to empty the contents in the tank which consist of silt, sand and water at a depth of 5-feet. Contractor shall remove and dispose of material offsite. There will be no change in design. Bid per plans & specifications. See specifications section Pipe supports shall be per specification Section Callout shall be ammended to the following: #8 HEADED REBARS TYPE 555 BY HRC. REBAR TO MATCH VERT. REINF. (TYP. SEE NOTE 3.) LAP WITH MAIN BARS, IF REQUIRED, SHALL BE 5'-6" Use 4-inch PVC Sch 40 perforated drain pipe. No allowance. This is City policy and the language in City's procedures stands. See Specifications, Section II, Instructions to Bidders. The lump sum shall cover all items per the plans and specifications.
3 18 4/15/ /15/2016 BID ITEM 45 This is to confirm that the low bidder will be determined by the bid amount for the total bid including the alternate although the alternate may not be awarded. Does the chainlink fence have barb wire? See Specifications, Section II - Instructions to Bidders, Article 10 - Award of Contract, 10.2., "If alternate bids are called for in the Specifications, the contract may be awarded at the election of the City to the sucessful bidder on the base bid or on the base bid and any alternate or combination of alternatives." Yes, the chain link fence shall be installed with barb wire per C-7, Construction Note 7, SPPWC standard /15/ /15/ /15/2016 ALT. BID ITEM Can specifications for the gate operator & controller be provided. There are 2 types of cold tar, is this the liquid emulsion version or the heavy tar version. The 2 nd one required chipping the product, the first one can be sandblasted. Also, is that product consider hazardous? The contract states we have 390 working days to perform the work. Is this for the base bid or for both the base bid and alternate? Eliminate gate opener & controller. Gate will be manually opened and closed. For bidding purposes the City will assume the exisiting tank is coated with the heavy tar version that will require chipping. The City will test the material to determine if it is hazardous. The contract duration allows 390 working days for the total base bid and alternate bid, complete. No additional days will be provided if the alternate bid is accepted. 23 4/15/2016 C-17 DETAILS Manholes 1 through 4 as precast, with core drilled pipe openings and Press Seal Manhole Connectors, and floor grout. Note (1) refers to SPPWC which shows bottom portion of the manhole as cast-inplace. Please clarify the design of the manholes and, if necessary, provide specification for precast structures. Replace Note (1) on sheet C-17 with the following: Manhole components conform to current specifications, ASTM C-478. Construction Manhole per SSPWC 321-2, either method is acceptable. 4/27/ /15/2016 C-11 Your profile on Retaining Wall A shows the top of footing elevation but the footing only scales (scaled drawing) 1 ft. Your pile cap is 1 and footing is 2 for a total of 3 correct? Total thickness of footing is 3' with top of pile extending 1 foot into bottom of footing. 25 E-2 NOTE 2 Drawing E-2, Note # 2 Remove existing RTU and MDS 900 radio and relocate to new RTU cabinet at new tank. Note # 13 states to provide new RTU cabinet with Micro-hybrid rtu/plc with I/O modules. City has determined that both existing RTU and radio will be removed and a new RTU and radio will be installed in new RTU cabinet /20/ What size is the new RTU cabinet and is the micro-hybrid rtu/plc with i/o modules, the relocated RTU backboard from existing RTU cabinet or new? Please clarify. Spec section 1.02 "Pre Qualification of contractor" states "Bids will only be accepted from experienced..." Please confirm this section applies to Tank Subcontractor. City has requested engineer to prepare design drawings and specifications for new RTU/PLC. Subcontractors apply to Specification 13205, Part 1, Section Qualified subscontractors shall submit a list of at least five (5) such projects with bid proposal.
4 28 4/20/ /22/ Same Spec section 1.05 " Submittals" - Is the City wanting a submittal attached to the bid proposal? Intent is to subcontract the Welded Steel Water Storage Tank to a contractor that will meet the specifications. Please confirm subcontractors who meet this pre-qualification will be accepted in the bid package submitted by PCL. Submittals are required by the succesful bidder following the contract award; submittals shall not be submitted with bid proposal. See RFI # /22/2016 PLANS SHT. 32 NOTE 13 PLC is required to be furnished. Please provide a specification for this PLC, as well as any other requirements related to it. Is programming required? If so, please provide the requirements. Please describe the purpose of the PLC. City has requested engineer to prepare design drawings and specifications for new RTU/PLC. Programming will be performed by City. Purpose of the PLC is to collect data from level gages and hatch open alarm, process data, and send data to City's SCADA system. 31 4/22/ /22/2016 C-1 NOTE 11 Specifies to remove 10 reservoir drain pipe. The line called out on the grading plan shows the pipe extending underneath Tanks 2C and extending out into the existing roadway. Since the pipe is a drain pipe and shown within Tank 2C, depth is presumed to be approximately 20ft below grade. Please confirm depth of pipe. The depth is approximate for bidding purposes. Contractor is responsible to pothole exisitng pipe once projects commences and remove 5-feet outisde tank wall. The drawings and the specifications require the tank height meet the freeboard requirements of AWWA D100. AWWA D100 states the freeboard is measured from the Mean Operating Level (MOL) to the lowest portion of the roof framing (rafters). The specifications on the drawings show the freeboard measured from the overflow elevation to the bottom of the roof plate. How should the freeboard be measured? If it is per AWWA D100, what is the mean operating level? AWWA D100 governs. Mean Operating Level is /22/2016 This seems like it will be a potential problem with the altitude selection and the very low inlet pressure. They also want the check function which means the discharge of the pilots will be connected to downstream which just worsens the pressure differential condition. Control valves (Singer and Clay) generally require a minimum of 10 psi pressure differential. Max inlet is 9.8 psi. Min inlet is 0 psi. Plus the tank as the outlet pressure which could be 5-10 psi depending on height. So we don t have enough differential to open the valve. Revise table in specification section A as follows: Maximum inlet pressure (valve closed), psi = 20 psi; Minimum inlet pressure (valve open), psi = 9 psi. Valve will close once closing set point (Mean Operating Level = ) is reached and 9 psi valve inlet pressure will fill cover chamber to close valve. Valve will open once opening set point is reached, pressure in cover chamber will be released, and pumps will provide necessary line pressure (10+ psi) and open valve. Cla-Val representative has confirmed that a line pressure of 3-5 psi is sufficient in order to open or close altitude valve.
5 34 4/22/2016 Specification does not indicated if the tank is to be designed using Use Group II, or Use Group III. The free board requirement for these two Use Groups vary approximately 3-feet which means that the shell height is determined by which Use Group is correct. Design using Use Group III per Sheet S-1, Loads, item 3. 4/26/ /22/ States under 1.05, Submittals E, "The Owner will provide the services of an independent radiopraph inspector." The cost of the inspector is paid for by the Owner. Whereas Section 3.03.B states, "The Contractor shall employ the services of a welding supervisor and that the paying for the inspection and testing shall be paid for by the Contractor." Which of these two statements is correct? The Contractor is to pay for all required inspections for all work performed per specifications B. The Owner will, at their discretion, perform and pay for any additional independent inspections and testing per C. 36 4/22/2016 BID ITEM 50 Clarification on Bid Item #50: Alternative Bid Item: Please clarify whether the entire interior (i.e., roof, rafters, shell and floor) has coal tar enamel to be removed & recoated with epoxy. For bidding purposes the entire interior cold tar enamel is to be removed and recoated. 37 4/22/ B Specification Section 13205, 3.03B, states that the Contractor is to employ the services of a welding inspector independent of the tank erection forman's jurisdiction. How long is the welding inspector to be employed? For the duration of the project? Or for the first week? Please clarify. An independent welding supervisor shall be onsite during the entire tank erection. Special inspection is required for all tank welds and shall be paid for by the Contractor. Certified reports shall be submitted to the City prior to the application of coating. 38 4/22/2016 Addendum No. 1 states, Contractor is responsible to size the tanks and ring footings per the Specifications, Section Welded Steel Water Storage Tank. Is this statement allowing the tank contractor to size the ringwall and reinforcing according to their calculations and the geotech report (and ignore the size and reinforcing in the Contract Drawings)? Per specification G minimum requirements shown in contract documents shall be used. City's structural engineer will review contractor's design and determine if revisions to foundation are necessary. 39 4/22/ /22/ /22/2016 Contract Drawing S-4 calls out the ring thicknesses on the tank shell. If the stamped calculations can prove thinner material is adequate, can thinner material be used? Section 14 of AWWA D was not cited in the Contract Specifications. Can the allowable stresses in Section 14 be used to design the tank shell? Is the wind speed called out in the Contract Specifications (115 mph) an ultimate value per ASCE 7-10 and 2013 CBC or an Allowable Stress Value to be directly designed for in AWWA D100-11? For reference, the wind maps in ASCE 7-10 and 2013 CBC are ultimate values. Plate thickness shall not be less than minimum plate thicknesses noted on drawings. Section 14 of AWWA D100 may be used where applicable, however, plate thicknesses shown on drawings are minimum. 115 mph wind speed is an ultimate, strength level, value for Risk Category III/IV structures per ASCE 7-10 and 2013 CBC. The tank shall be designed in accordance with the wind provisions of ASCE 7-10 and CBC 2013.
6 42 4/22/2016 Contract Specification 13205, Section 2.03-Q references seismic anchor bolts. However, the foundation cross section in the drawings does not show anchor bolts. Please confirm whether the tank needs to be anchored or not (or if it depends on the stamped calculations). Preliminary tank calculations indicate that the tank is stable and anchor bolts are not required. However, this will need to be verified by the tank designer as part of their stamped calculation package.
