(DST) was retained by G# Global Holdings Limited Partnerships (G3) to conduct a pre-demolition, hazardous building material assessment of the structures / buildings located at 95 Brooksbank Avenue, North Vancouver, British Columbia (herein referred to as the Subject Facility). 2.0 SCOPE OF WORK The survey was completed to identify the presence of select hazardous building materials limited to include asbestos-containing materials (ACMs), lead-based coatings (LBCs), ozonedepleting substances (ODSs), elemental mercury and polychlorinated biphenyls (PCBs) in electrical equipment in preparation for the proposed demolition activities. 3.0 REGULATIONS AND GUIDELINES 3.1 Provincial Regulations In British Columbia, the management of hazardous building materials in the work place is regulated by WorkSafeBC under the Workers Compensation Act (effective April 15, 1998), as amended by the Workers Compensation (Occupational Health and Safety) Amendment Act (effective October 1, 1999). Specific requirements of the Occupational Health and Safety Amendment Act are prescribed in the British Columbia Occupational Health and Safety (BC OH&S) Regulation. DST Consulting Engineers Inc.

3 Final Pre-Demolition Hazardous Building Material Survey September 2, 2015 Western Stevedoring 95 Brooksbank Avenue, North Vancouver, BC DST File No.: BE-VC Hazardous Materials & Demolition/Renovations Section of the BC OH&S Regulation details the requirements that employers and owners are responsible for before beginning work on the demolition, renovation or salvage of machinery, equipment, buildings, or structures. The employer or owner must: Inspect the site to identify any asbestos, lead and/or other potentially hazardous materials that may be handled, disturbed, or removed; Have the inspection results available at the worksite; and, Ensure that the hazardous materials are safely contained or removed Hazardous Wastes In British Columbia, environmental matters pertaining to waste generally fall under the jurisdiction of the British Columbia Ministry of Environment (MoE), pursuant to the Environmental Management Act. The key waste regulation under the Environmental Management Act relating to hazardous building materials is the Hazardous Waste Regulation (HWR), as amended from time to time. The HWR provides the requirements for the proper handling, storage, transportation, treatment, recycling and disposal of hazardous wastes in the province. The regulation also outlines the materials and criteria to be used to characterize waste as hazardous Asbestos-Containing Materials (ACMs) ACMs are regulated under Part 6 (sections 6.1 to 6.32) of the BC OH&S Regulation. General requirements prescribed in these sections are summarized below: Section 6.1 Definitions According to this section of the OH&S Regulation, an ACM is defined as any manufactured article or other material, other than vermiculite insulation, that would be determined to contain at least 0.5% asbestos through analytical testing. Materials other than vermiculite must be tested in accordance with one of the following methods: Asbestos, Chrysotile by XRD, Method 9000 (Issue 2, dated August 15, 1994) in the NIOSH Manual of Analytical Methods, published by the United States National Institute for Occupational Safety and Health, Centre for Disease Control; Asbestos (bulk) by PLM, Method 9002 (Issue 2, dated August 15, 1994) in the NIOSH Manual of Analytical Methods, published by the United States National Institute for Occupational Safety and Health, Centre for Disease Control; or, DST Consulting Engineers Inc.

4 Final Pre-Demolition Hazardous Building Material Survey September 2, 2015 Western Stevedoring 95 Brooksbank Avenue, North Vancouver, BC DST File No.: BE-VC Test Method for the Determination of Asbestos in Bulk Building Materials (EPA/600/R- 93/116, dated July 1993) published by the United States Environmental Protection Agency. Section 6.3 Exposure Control Plan According to this section of the BC OH&S Regulation, if a worker is or may be exposed to potentially harmful levels of asbestos, the employer must develop and implement an exposure control plan meeting the requirements of section 5.54 of the BC OH&S Regulation. Additionally, and to ensure adequate coordination of the overall plan, the employer must ensure that it is administered by a properly trained person. Section 6.4 ACM Inventory According to this section of the BC OH&S Regulation, the employer must ensure that a qualified person: Collects representative samples of the materials in the workplace that the qualified person suspects contain asbestos; and, Through appropriate analysis and professional judgement, determines whether each of the samples is an ACM. This section of the BC OH&S Regulation also states that if a qualified person suspects that an inaccessible material contains asbestos, the material must be treated as asbestos-containing material unless a qualified person determines that it is not ACM. WorkSafeBC Manual - Safe Handling of Asbestos, A Manual of Standard Practices This manual outlines basic information on asbestos and asbestos products, health hazards requirements for worker protection, safe work procedures and principles that should be followed in selecting the most suitable technique for the safe abatement of ACM. This document provides a guide to current practices that are to be followed in the Province of British Columbia Lead & Lead-Based Coatings (LBCs) Sections 6.59 to 6.69 Lead These sections of the BC OH&S Regulation describe specific requirements for workplace exposure to lead. 5 Final Pre-Demolition Hazardous Building Material Survey September 2, 2015 Western Stevedoring 95 Brooksbank Avenue, North Vancouver, BC DST File No.: BE-VC Develop and implement an exposure control plan if workers are or may be exposed to lead; Conduct air monitoring if workers are at risk of overexposure to airborne lead in a construction project; Post warning signs at the boundary of work areas where hazardous lead exposures could occur; If lead might contaminate exposed skin or work clothing, meet the requirements for personal hygiene; Keep work area surfaces free of lead dust as much as possible; When removing lead dust, use a method that avoids spreading it into other work areas; Instruct and train workers who are at risk of exposure to lead; Develop and implement a health protection program if workers are exposed to potentially hazardous levels of lead; and, Maintain records of risk assessments, worker exposures, and worker training. WorkSafeBC Manual Lead-Containing Paints and Coatings Preventing Exposure in the Construction Industry This manual provides a guide to current practices that are to be followed in the Province of British Columbia, providing basic information on lead and lead products, health hazards and requirements for worker protection, safe work procedures and principles that should be followed in selecting the most suitable technique for the safe abatement of lead Ozone-Depleting Substances (ODS) Provincial regulatory framework providing the requirements for the safe management, storage and disposal of ozone-depleting substances are provided in British Columbia Regulation (BC Reg.) 387/99, as amended from time to time Ozone-Depleting Substances Regulation respecting the appropriate management of ozone-depleting substances within the province of British Columbia. 3.2 Applicable Federal Legislation Polychlorinated Biphenyls (PCBs) The PCB Regulations SOR/ came into force on September 5, The purpose of the regulations is to improve the protection of Canada s environment and the health of Canadians by minimizing the risks posed by the use, storage and release of PCBs and by accelerating the elimination of these substances. The Regulations also set out end-of-use and end-of-storage dates for PCBs. These dates are listed in Environment Canada s fact sheet, "PCB Regulations: An Overview." DST Consulting Engineers Inc.

6 Final Pre-Demolition Hazardous Building Material Survey September 2, 2015 Western Stevedoring 95 Brooksbank Avenue, North Vancouver, BC DST File No.: BE-VC Additionally, Environment Canada has published a report entitled, Identification of Lamp Ballasts Containing PCBs, revised in August This report can be referenced to determine the PCB-content in fluorescent lamp ballast Transportation of Dangerous Goods The transportation of hazardous wastes is governed under the Transportation of Dangerous Goods (TDG) Act and Regulations which outline the requirements for storage, handling, and transportation of hazardous waste, amongst other products. 4.0 METHODOLOGY The survey was completed by David Kernel, Asbestos Hazard Emergency Response Act (AHERA) certified building inspector, Certified Lead Inspector, Certified Lead Risk Assessor of DST, on August 26, 2015 to August 28, Suspect hazardous building materials were visually identified, based on the surveyor's knowledge of the historic composition of building products. Visual identification of materials suspected to contain hazardous materials were supported by the analysis of representative samples. Suspect ACM samples were analyzed for asbestos content at CARDNO ATC following the National Institute for Occupational Safety and Health (NIOSH) Method Suspect LBCs samples were tested for lead content using a Niton X-Ray Fluorescence (XRF) spectroscopy detector. The Niton XRF is designed to detect and quantify the amount of lead present in painted surfaces. Measurements were made following Niton XRF standard operating procedures for lead in surface coating measurements. Suspected ozone-depleting substances (ODSs), elemental mercury, and sources of polychlorinated biphenyls (PCBs) were visually identified based on appearance, age, and knowledge of historic applications/locations. Sample descriptions and analytical results are summarized in Table 1, below. The texture coat ceiling was found to be in GOOD condition. The asbestos-containing texture coat ceiling amounts to approximately 2,500 ft 2 ; The drywall joint compound associated with the walls and ceiling identified within the East Interior Hallway and the Lunch Room in the Main Office Building was found to be asbestos-containing. The drywall joint compound was found to be in GOOD condition. The asbestos-containing drywall joint compound amounts to approximately 1,500 ft 2 (DST recommends further sampling to appropriately delineate the asbestos-containing drywall joint compound within the Main Office Building); The black putty found under the metal flashing associated with the roof of the Staff Lunch Trailer was found to be asbestos-containing. The putty was found to be in good condition. The asbestos-containing putty amounts to approximately 40 linear feet; The elbows, fittings and joints associated with the 6 pipes identified in the Maintenance Shop were found to be asbestos-containing. The elbows, fittings and joints were found to be in GOOD condition. The asbestos-containing elbows, fittings and joints amount to approximately 40 linear feet; The elbows, fittings and joints associated with the 2 pipes identified in the Maintenance were found to be asbestos-containing. The elbows, fittings and joints were found to be in GOOD condition. The asbestos-containing elbows, fittings and joints amount to approximately 40 linear feet; The black mastic found between the window frame and glazing identified within the Maintenance Shop Mezzanine Lunch Room was found to be asbestos-containing. The black mastic was found to be in good condition. The asbestos-containing window pane mastic amounts to approximately 12 windows; The black mastic applied to the flashing associated with the roof of the Maintenance Shop was found to be asbestos-containing. The black mastic was found to be in good condition. The asbestos-containing flashing mastic amounts to approximately 400 linear feet; The black mastic applied to the vents associated with the North Elevation Roof of the Maintenance Shop was found to be asbestos-containing. The black mastic was found to be in good condition. The asbestos-containing flashing mastic amounts to approximately 20 vents; The drywall joint compound associated with all walls and ceilings located within the Kal Tire was found to be asbestos-containing. The drywall joint compound identified in the bathroom was found to be in POOR condition. The drywall joint compound found in the offices and warehouse was found to be in GOOD condition. The asbestos-containing drywall joint compound amounts to approximately 3,000 ft 2 ; The green 12 x12 vinyl floor tiles identified within the lobby of Kal Tire were found to be asbestos-containing. The vinyl floor tiles were found to be in FAIR condition. The asbestos-containing green 12 x12 vinyl floor tiles amount to approximately 500 ft 2 ; The drywall joint compound associated with all walls and ceilings located within the Dillingham Building was found to be asbestos-containing. The drywall joint compound was found to be in GOOD condition. The asbestos-containing drywall joint compound amounts to approximately 4,000 ft 2 ; The red, green and grey 12 x12 vinyl floor tiles identified within the Lunchroom and Locker Room of the Dillingham Building were found to be asbestos-containing. The asbestos-containing red, green and grey 12 x12 vinyl floor tiles amount to approximately 1,000ft 2 ; The black mastic found between the window frame and glass identified within the Dillingham and Kal Tire Building was found to be asbestos-containing. The black mastic was found to be in good condition. The asbestos-containing window pane mastic amounts to approximately 20 windows; The drywall joint compound associated with all walls identified within the Top Floor Kitchen Area of the Production Building was found to be asbestos-containing. The drywall joint compound was found to be in GOOD condition. The asbestos-containing drywall joint compound amounts to approximately 1,500ft 2 ; The elbows, fittings and joints associated with the 6 pipes identified in the Production Building were found to be asbestos-containing. The elbows, fittings and joints were found to be in GOOD condition. The asbestos-containing elbows, fittings and joints amount to approximately 50 linear feet; The elbows, fittings and joints associated with the 2 pipes identified in the Production Building were found to be asbestos-containing. The elbows, fittings and joints were found to be in GOOD condition. The asbestos-containing elbows, fittings and joints amount to approximately 40 linear feet; The black mastic found between the window frame and glass identified within the Production Building was found to be asbestos-containing. The black mastic was found to be in good condition. The asbestos-containing window pane mastic amounts to approximately 50 windows; and, The brown duct mastic applied to the round HVAC duct work located in the Hyster Shop was found to be asbestos-containing. The mastic was found to be asbestos-containing. The asbestos-containing brown HVAC duct mastic amounts to approximately 60 linear feet. A copy of the analytical laboratory report for the samples is presented in Appendix I. **CAUTIONARY NOTE** The roofing systems on all buildings were not assessed at the time of the survey and will require intrusive (destructive) testing prior to demolition activities. DST did complete intrusive (destructive testing) within cinder block wall cavities at representative locations throughout the Subject Facility to identify and sample suspected hazardous building materials (including vermiculite insulation) in concealed wall cavities. Although such testing did not identify any suspected hazardous building materials, it is possible that additional suspected hazardous building materials may be concealed within the wall cavities throughout the Subject Facility. 14 Final Pre-Demolition Hazardous Building Material Survey September 2, 2015 Western Stevedoring 95 Brooksbank Avenue, North Vancouver, BC DST File No.: BE-VC Lead-Based Coatings (LBCs) Suspect LBC samples that were determined to contain a concentration of lead equal to or > 0.05 mg/cm 2 were classified as LBCs, i.e., paints and coatings with hazardous levels of lead. In total, DST identified two hundred and one-hundred and seven (107) suspected LBCs throughout the Subject Facility. Based on the results of DST s assessment and the analytical results, sixty eight (68) of the onehundred and seven (107) suspected LBCs were found to contain potentially hazardous levels of lead. Observed equipment containing ODSs include: Window mounted air conditioning units located throughout the Subject Facility; Domestic refrigerator located throughout the Subject Facility; and, Air Handling Units (AHUs) located on the roof tops throughout the Subject Facility. 5.5 Elemental Mercury Fluorescent light fixtures identified throughout the buildings of the Subject Facility are presumed to contain mercury vapor. No thermostats containing mercury ampoules were identified within the Subject Facility. DST Consulting Engineers Inc.

20 Final Pre-Demolition Hazardous Building Material Survey September 2, 2015 Western Stevedoring 95 Brooksbank Avenue, North Vancouver, BC DST File No.: BE-VC Polychlorinated Biphenyl s (PCBs) Fluorescent light ballasts identified throughout the Subject Facility were suspect to contain PCBs. Transformers identified throughout the Subject Faculty are suspect to contain PCBs. 6.0 CONCLUSIONS Based on the site investigation, sampling and analysis, the following hazardous building materials were identified in the Subject Building: ACMs; LBCs; ODS; Elemental Mercury; and, PCBs. DST s recommendations for each material, which are based upon both regulatory compliance and best practice guidelines, are included in the following sections. **CAUTIONARY NOTE** The roofing systems on all buildings were not assessed at the time of the survey and will require intrusive (destructive) testing prior to demolition activities. DST did complete intrusive (destructive testing) within cinder block wall cavities at representative locations throughout the Subject Facility to identify and sample suspected hazardous building materials (including vermiculite insulation) in concealed wall cavities. Although such testing did not identify any suspected hazardous building materials, it is possible that additional suspected hazardous building materials may be concealed within the wall cavities throughout the Subject Facility. 7.0 RECOMMENDATIONS 7.1 Asbestos-Containing Materials Control the disturbance of the identified ACMs through any renovations using work procedures that meet the requirements of WorkSafeBC, specifically but not limited to include those requirements prescribed through Parts Controlling Exposure, and Parts Asbestos. 21 Final Pre-Demolition Hazardous Building Material Survey September 2, 2015 Western Stevedoring 95 Brooksbank Avenue, North Vancouver, BC DST File No.: BE-VC DST recommends reference to WorkSafeBC publication Safe Handling of Asbestos, A Manual of Standard Practices (WorkSafeBC Guideline). This document provides a guide to current practices that are to be followed in the Province of British Columbia, providing basic information on asbestos and asbestos products, health hazards and requirements for worker protection, safe work procedures and principles that should be followed in selecting the most suitable technique for the safe abatement of ACMs. Based on the recommendations provided in the WorkSafeBC Guideline, the abatement of asbestos-containing vermiculite block wall insulation should be completed following High Risk asbestos abatement protocols. In addition, a structural engineer should be retained to review and approve the methodology for selective demolition (i.e. disturbance to the cinder block wall to remove vermiculite insulation). Asbestos-containing wastes should be managed in accordance with the British Columbia Ministry of Environment and should be transported in accordance with the requirements of the Federal Transportation of Dangerous Goods Act. NOTE: As the Subject Facility was occupied and operational at the time of our assessment, DST recommends that additional destructive bulk sampling be conducted to the roof systems prior to any demolition activities to identify potential concealed hazardous building materials. 7.2 Lead-Based Coatings (LBCs) DST recommends that LBCs that may be impacted during restoration activities be removed in accordance with the requirements of WorkSafeBC. The disturbance of LBCs should be controlled through use of safe work procedures. Work procedures must be developed in accordance with the requirements of WorkSafeBC, specifically but not limited to include those requirements prescribed through Parts Controlling Exposure, and Parts Lead. Toxicity Characteristic Leaching Procedure (TCLP) testing should be performed on identified lead-based paint, to facilitate the proper disposal of lead-containing wastes. DST recommends reference to WorkSafeBC publication Lead Preventing Exposure at Work. This document provides a guide to current practices that are to be followed in the Province of British Columbia, providing basic information on lead and lead products, health hazards and requirements for worker protection, safe work procedures and principles that should be followed in selecting the most suitable technique for the safe abatement of lead. Reg. 4/2010, January 14, 2010 and transport ODS-containing wastes in accordance with the requirements of the Federal Transportation of Dangerous Goods Act. 7.4 Elemental Mercury When taken out of service, mercury-containing wastes should be managed in accordance with the requirements of the British Columbia Ministry of Environment and should be transported in accordance with the requirements of the Federal Transportation of Dangerous Goods Act. 7.5 Polychlorinated Biphenyl s (PCBs) When taken out of service, the PCB-content of each fluorescent lamp ballast should be verified through comparison to the criteria outlined in the Environment Canada Report EPS 2/CC/2 (revised) August 1991, Identification of Lamp Ballasts Containing PCBs to assess their likelihood of PCB content. If identified to contain PCBs, the PCB-containing light ballasts should be removed in accordance with the requirements of WorkSafeBC. PCB-containing wastes should be managed in accordance with the requirements of the British Columbia Ministry of Environment and should be transported in accordance with the requirements of the Federal Transportation of Dangerous Goods Act. For fixtures that are operational and are to be sold for reuse, documentation is required confirming that the purchasers understand the ballasts are PCB-containing, and the purchaser assumes all liability and responsibility associated with the fixtures. 8.0 REPORT LIMITATIONS This report is intended for client use only.
