1 Third Rural Finance Project (RF3) Provides financial support to the rural economy to overcome the adverse effects of both the regional financial crisis and the devaluation of the Peso. Its main components are: a) the creation of the Countryside Loan Fund III (CLF III), which makes credit available at market rates on a short, medium or long-term basis, for rural sub-projects; b) relending of resources from the Land Bank of the Philippines (LBP) to the People s Credit Finance Corporation to form the Microfinance Loan Fund (MLF) which offers investment capital for micro-enterprises; and c) the strengthening of: LBP to ensure its financial and organizational viability and improve the quality of its rural lending as well as its commercial loan portfolio; The People s Credit and Finance Corporation (PCFC), which is the main conduit for microfinance; and Assistance to enforce financial discipline among the participating financial institutions. 3 Second Agrarian Reform Communities Development Project (ARCDP2) Sustains the second phase of the Agrarian Reform Communities Development Project by providing community development and support services to agrarian reform beneficiaries, landless farmers and farm workers in clusters of barangays where land distribution is almost complete. The project will raise the incomes of selected Agrarian Reform Communities and enhance the standard of living of their populations by improving their productive assets, rural infrastructure and access to key support services. Support for the ARCs will be provided through five main activities, namely: 1) community development; 2) rural infrastructure development; 3) agriculture and enterprise development; 4) capacity building program to facilitate rural financial services; and 5) provision of individual land titles. 5 Water Resources Development Project (WRDP) APPROVAL DATE: November 1996 CLOSING DATE: June 2005 Helps the Government to implement a broad policy and institutional framework in the water sector; formulate a national water resources management strategy that reflects the nation s social, economic and environmental objectives; adopt a river basin approach, integrating land use policies and agricultural practices with water management; prepare and develop catchment management plans to properly improve upstream watersheds for sustainable development, assuring water quality and protecting aquatic ecosystems; improve the performance of existing national irrigation systems and emphasize decentralized management with the participation of stakeholders/farmers and greater cost recovery. 7 Community-Based Resources Management Project (CBRMP) Seeks to reduce poverty and environmental degradation through support for locally generated and implemented natural resource management sub-projects. It has four components. 1) First, subloans to subprojects of Local Government Units (LGUs) support investments in upland agriculture, community forestry, coastal resources and near-shore fisheries, livelihood and small-scale rural infrastructure. 2) Second, the rural window and project management initiative under the Municipal Development Fund (MDF) supports the overall project management and appraisal of subprojects. 3) Third, planning and implementation support for LGUs provides training in the preparation of development plans, and helps manage procurement and financial transactions. 4) Fourth, environmental technology transfer and policy management support: a. the Department of Environment and Natural Resources in site verification, training, conduct of studies on tenurial instruments, and the production and packaging of technology; b. the Bureau of Fisheries and Aquatic Resources in financing technical services for coastal and aquatic resources, and c. the Department of Agriculture in funding technical services for livelihood activities. 9 ARMM Social Fund Project (ASFP) Addresses the continuing conflict in Mindanao by strengthening and expanding the role of the new administration of the Autonomous Region in Muslim Mindanao (ARMM) to promote greater autonomy and enhanced development. Specific project objectives are to: a) provide and/or improve sustained access to social and economic infrastructure and services by the poor and conflict-affected poor communities; b) facilitate capacity-building for women, youth and other community groups for improving food security, employment opportunities and household incomes; c) enhance social cohesion and partnerships between and within communities in the ARMM; and d) improve local governance and institutional capacities in the ARMM, with focus on greater transparency and accountability in the allocation and management of public resources by the participating communities, Local Government Units (LGUs) and ARMM. 11 Mindanao Rural Development Project (MRDP) Aims to improve income and food security as part of a long-term poverty reduction program for the rural poor in indigenous communities in Mindanao. Phase I of the three-year APL* covers five provinces and includes key rural infrastructure and block funds mechanisms for LGUs and NGOs to support institutional capability-building of LGUs and communities. * Adaptable Program Loan, which provides support by phases for long-term development programs. It entails a series of loans and progress in each phase of the program is evaluated before the next phase is initiated. 12 MRDP Coastal Marine Project Complements the initiatives supported under MRDP. An integral part of the larger project, it finances the incremental costs of promoting coastal and marine biodiversity conservation and sustainable undertakings in the coastal waters of Mindanao. It aims to remove the barriers to mainstreaming marine and coastal biodiversity conservation in coastal zone development. Its underlying concept is to show that good coastal and marine resources management can simultaneously conserve and protect biodiversity while increasing fisheries productivity. It is financed by a grant from the Global Environment Facility (GEF). 13 Land Administration and Management Project (LAMP) Assesses the viability of a Land Administration and Management Program and formalizes the institutional arrangements needed to support its development. A Learning and Innovation Project, it tests alternative approaches to accelerate programs designed to improve the protection of the rights to land, eliminate fake titles and introduce a framework for an equitable system of land valuation. LAMP has the following components: a) policy studies, analysis and key decisions of the Government of the Philippines (GOP); b) implementation of prototypes to test and implement interim institutional arrangements and adjusted workflow processes to develop an efficient land titling and administration system in the prototype (rural and urban areas); c) evaluation of the prototypes; and d) drafting of legal instruments to formalize the institutional arrangements. 14 Diversified Farm Income and Market Development Project (DFIMDP) Aims to ensure the availability of financial resources to help the Department of Agriculture (DA) develop the market for, and promote competition for agricultural and fisheries products. The project will ultimately benefit the poor rural communities, especially people making their living off of fishing and small-scale farming across the country, by helping improve the market for their produce, increase their income and create job opportunities in rural areas. Five components make up the project: 1) Support for Market Development Services Enhanced provision of market information and services through the establishment of an up-to-date agricultural and fisheries market information system) that will build market linkages between and among local producers, traders, processors and exporters. 2) Market Development Investments Setting up of a more transparent and demand-based system by which the DA will support local market investments, initially in the four focus areas (Region 10-Northern Mindanao, Region 7-Central Visayas, Region 6-Western Visayas, and the Cordillera Administrative Region). 3) Strengthening Safety and Quality Assurance Systems for Market Development Streamlined and more effective regulatory services that will ensure that Philippine agricultural and fishery products meet international standards. 4) Market-linked Technology Development and Dissemination Greater emphasis on market factors in the strategic planning, coordination and funding of DA's agricultural training and research programs. 5) Enhancing Budget Resource Allocation and Planning Enhanced capacities for planning and efficient allocation and utilization of public budgetary resources in line with the DA's core mandates and functions.
