4 1.0 Intrductin and Backgrund A tree risk assessment was cmpleted n behalf f the Reginal District f Nanaim (RDN) fr Beachcmber Reginal Park (BRP) n March 14, 2017 by Walter Ernst (R.P.F. / Cert. Arb. / Urban Tree Risk Assessr) and Chris Leita (TFT) f Strategic Natural Resurce Cnsultants Inc. (SNRC). The tree risk assessment findings will be incrprated within the RDN management plan fr Beachcmber Park which is t be cmpleted in April BRP is just ver 1.0 hectares in size and is lcated alng a narrw spit apprximately 5.5 km nrthwest f Nanse Bay. The park is bund by the cean and Marina Way. Refer t Appendix I fr BRP lcatr map. A ge-referenced park map shwing the trail systems and 2 park benches was prvided by the RDN which was utilized t cnduct the assessment. Previus crrespndence between Walter Ernst f SNRC and Lesya Fesiak f the RDN utlined the fllwing bjectives fr the tree risk assessment and prvided the basis fr the methdlgies used in the field and within this reprt. T cnduct a tree risk assessment alng higher public use areas (trails and benches) within BRP in rder t minimize risks (immediate r ptential future) t the general public utilizing the area. Develp a summary reprt f hazard tree remval / mdificatin requirements (shrt-term / lng-term) as well as csts assciated with the tree wrk in rder t aid the RDN in priritizing tree wrk and establishing a cst estimate fr the wrk. 2.0 Site Descriptin BRP cnsists f a multi-layer secnd grwth Duglas-fir stand with scattered minr cmpnents f Arbutus, Garry ak, grand fir and bigleaf maple. Tree heights ranged frm 15 t 40m (avg. 22m) and diameters ranged frm 15 t 100cm (avg. 47cm). Given that BRP is highly expsed t the dminant winds (lcated n narrw spit), the stand has naturally acclimated t the winds ver time. The Bigeclimatic Ecsystem Classificatin subzne and site series is CDFmm1 (mist maritime) subzne with 01(03) site series. The grund is gently t mderately slping with slpes ranging frm 0-40%. Scattered rcky utcrps exist n upper slpes. Understry vegetatin cnsists f predminantly salal, dull Oregn grape, red huckleberry, prickly rse, trailing blackberry, and cean spray with minr cmpnents f bracken fern, Pacific crab apple and bitter cherry. Very light Armillaria styae and Phellinus weirii rt rt (at 2%) was bserved n the ccasinal dead tree (standing r frm verturned rt wads). Apprximately 12 ut f 15 Arbutus (r 80%) within the park have recently died r are rapidly declining as a result f the Madrne Canker pathgen (mst likely Fusicccum aesculi). Rt rt has als ccurred n sme f the Arbutus trees as a secndary effect. Literature indicates that Arbutus are mre susceptible t the canker where grwing clser t the cean, are expsed t sunlight, and already have health cncerns. Additinally the canker spres frm infected trees can travel t ther trees thrugh wind and rain (Frest Pest Leaflet, Cmmn Pests f Arbutus in British Clumbia, December 2000). Refer t Figures 1 t 3 fr phts shwing the canker grwths n Arbutus. Page 2

As mentined abve, the tree risk assessment was fcused alng higher public use areas, primarily, alng the existing trails, 2 park benches, and the adjacent beaches and parking lt. One additinal trail which had significant use was mapped at the suthern end f the park. This trail cnnects t the main trail netwrk. Trees were assessed fr their health, any significant defects, the ptential fr failure, and the risk psed t the general public. Where tree wrk was prescribed, the wrk was classed as either: Urgent r Future and as either a Tree Remval r Mdificatin treatment. Mdificatin treatments include pruning and wildlife tree creatin (tpping). Fr each remval r mdificatin tree, standard tree data (height, DBH, rt level) was cllected using an ipad, laser, mallet, and diameter tape. Diameter f trees was measured at diameter at breast height (DBH- 1.3m). All Urgent Remval trees were marked with a pink ribbn (with the tree number written dwn) and spray painted with a blue X (refer t Figure 4 n the next page). Urgent Mdificatin trees were marked with nly a pink ribbn (with the tree number written dwn). Trees requiring ptential future wrk and mnitring were nt marked in the field. All trees identified were inventried and mapped. Numerus phts were taken f each tree identified; hwever, nly a select few were utilized fr this reprt. Additinal phts are available upn request. Page 4
7 Figure 4: Pht shwing marking standard used fr Urgent Remval Trees 4.0 Results / Discussin / Recmmendatins Immediate and Future Tree Wrk Requirements: Based n the tree assessment, 17 trees were identified fr either Urgent r Ptential Future treatment (9 Arbutus, 6 Duglas-fir, 1 grand fir and 1 bigleaf maple). The diameters f these trees averaged at 47cm, and the heights averaged at 14.7cm. All trees were either in prximity t high cnsequence areas including the trail pathways, park benches, beaches, and parking lt. Refer t Figure 5 and Appendix II fr the Tree Risk Assessment Map. Page 5

Directinally fall if required (same prescriptin as fr Urgent Tree Remval categry indicated abve). Minimize damage t adjacent trees. Reassess tree fr risk and / r further decline. Prune dead limbs. 9 The trees prescribed fr urgent tree remval r wildlife tree creatin psed a mderate t high risk t trail users at the present time and wuld likely fail within 1 t 2 years (refer t Figures 6 and 7 fr pht shwing examples f an Urgent Tree Remval and Urgent Wildlife Tree Creatin). The trees prescribed fr future tree remval r prunings psed a lw t mderate risk t trail users at the present time and are nt expected t fail within the shrt-term (e.g. next 1-2 years). These trees r prtin f the trees may ptentially fail 2-5 years frm nw. These trees shuld be mnitred and re-assessed in 1-2 years time t assess fr increased risk and / r further decline. The future remval and pruning prescriptins were based n bservatins during the field visit. Refer t Figure 8 fr a pht shwing an example f a Future Pruning tree. These prescriptins may need t be mdified when re-assessed, if the trees have further declined r the trees / tree parts pse an increased risk t the trail users. Frequency f trail use is estimated as mderate ver the year, and expsure f trail users t the tree risks is f shrt duratin (with the exceptin f the park benches where peple may be statinary fr lnger perids f time). 11 Garry ak trees were bserved directly adjacent Trees 6 and 12 (bth Arbutus). When cnducting tree wrk n these trees, ensure that damage t the adjacent Garry ak is avided as these trees are a prtected species. Sme rigging during tree wrk will be required t avid the Garry aks. The Garry ak trees are identified n the attached Tree Risk Assessment map. Refer t Figure 9 shwing tw Garry aks lcated adjacent Tree #6. Fr Arbutus pruning treatments, it is recmmended spurless climbing be cmpleted t avid injury t these trees (thin-bark mre prne t damage) and t avid further disease spread. Tw additinal dead Arbutus trees were nted utside the park bundary t the east and directly adjacent a trail pathway (refer t Tree Risk map fr lcatins). These trees were nt marked in the field. The tw Arbutus pse mderate and high risks t trail users, have significant decay within the stems and rts, and are expected t fail within the next 1-2 years. If pssible (thrugh cnsultatin with the applicable landwner), it is recmmended these trees als be remved (either thrugh directinally falling with a pull rpe t avid damage t neighbring trees r by piecing dwn) r tpped t a level where they pse a lwer risk. 12 Special t trees requiring entire remval, it was recmmended t dirdectinlly hand fall the trees in rder t minimize damage t adjacent trees. Hwever, it will be up t the faller t determine the safest way t remve the trees withut damaging adjacent trees. Refer t Appendix III fr specific tree wrk recmmendatins. As mentined within Sectin 2.0, apprximately 12 ut f 15 Arbutus (r 80%) within the park have recently died r are rapidly declining as a result f the Madrne Canker pathgen (mst likely Fusicccum aesculi). Arbutus grwing clser t the cean, and are expsed t higher levels f sunlight, and ther envirnmental stresses seem t be mre prne t the disease. Fr infected Arbutus trees that are mderately healthy literature indicates that pruning f dead / infected branches r limbs can have beneficial impacts minimizing the spread f the cankers. Pruning shuld be cnducted in the late winter t early spring fr better results. As sudden expsure f Arbutus t the sun can cause sunscald (which may facilitate infectin by the canker fungus), when remving ther trees, minimize pening size adjacent healthy Arbutus (Frest Pest Leaflet, Cmmn Pests f Arbutus in British Clumbia, December 2000). The mderately healthy t healthy Arbutus within the park shuld nt be impacted by ther tree remvals, as remval trees are typically farther away frm these trees and will nr create a huge pening when remved. Inadequate infrmatin was available t determine if debris remval wuld effectively aid in sanitatin f the stand. It is recmmended that debris frm Arbutus d nt cme in direct cntact with ther mature r immature Arbutus trees in rder t minimize canker spread. Cst Estimates fr Recmmended Tree Wrk: The table belw indicates the cst estimates fr cmpletin f the Urgent and Future tree wrk. Refer t Appendix III Tree Risk Assessment Data and Recmmended wrk fr cst rates per tree. The csts belw were btained frm varius tree remval experts, and are based n tree remval r mdificatin treatments nly with retaining the debris n-site. The estimate des nt accunt fr additinal csts fr travel, trucks, and additinal crew persns if required. It is recmmended t have qualified tree cmpanies field review the identified trees and prvide pricing frm their wn perspective. 13 branches) wuld have t be carried ut t a chipper and nly debris 15cm r less can be chipped. A 2-3 persn crew wuld be required t cmplete the wrk. Specific t the 2 Arbutus lcated utside the park, if these trees were t be remved, it is estimated it wuld cst an additinal $ taxes t directinally fall them (and t retain cut debris n grund). An additinal assessment f the Arbutus trees by an ISA Certified Arbrist is recmmended in the near future in rder t determine the best curse f actin with the Madrne canker epidemic within the park. As part f this assessment, all mature Arbutus shuld be field reviewed t determine the degree f the infectin, recmmended actins fr sanitatin treatments (including tree remval r pruning), and recmmendatins t prevent r minimize further spread f the pathgen within the stand.
