Descriptin f change(s) and reasns fr change(s) This Prpsed Prcedure Change (PPC) has been develped by AEMO and details dcumentatin changes t the fllwing technical artifacts: FRC Hub Operatinal Terms and Cnditins Participant Build Pack 3: FRC B2B System Architecture Participant Build Pack 3: FRC B2B System Specificatins Specificatin Pack: Usage Guide Specificatin Pack: FRC B2B Hub System Architecture Specificatin Pack: FRC B2M-B2B Hub System Specificatins Fr Victria, Queensland and Suth Australia, these technical artifacts are prescribed dcuments under the Retail Market Prcedures. Fr Western Australia, these technical artifacts are prescribed dcuments under the Retail Market Rules. These dcumentatin changes are necessary as a result f the Retail Gas Hub (the Hub) upgrade. Backgrund The Hub is a technlgy platfrm perated by AEMO that facilitates retail gas market transactins between businesses (Business t Business r B2B) and between businesses and the market peratr (Business t Market r B2M). The Hub is used by participants in Victria, Queensland, Suth Australia and Western Australia. Frm Nvember 2014 t May 2015, AEMO will be upgrading the Hub t implement an enterprise-class messaging system. The Hub upgrade is required fr tw main reasns: 1. T increase the capacity f the Hub t meet the expected increase in market transactin vlumes fllwing the expansin f the Hub int the NSW/ACT retail gas market. 2. The Hub currently perates n webmethds sftware (versin 6.5) that is at the end f its lifecycle. Hub Upgrade The Hub upgrade will invlve the implementatin f webmethds sftware (versin 9.6) that: Supprts current interfaces, meaning participants are nt required t make any functinal changes t their systems. Is a scalable platfrm, which can supprt future market expansin if required (i.e. NSW/ACT retail gas market). PPC - IN Dcumentatin changes fr the FRC Hub Upgrade Page 2

3 Will be implemented ff-the-shelf with minimal custmisatin t reduce the lnger-term csts f a bespke implementatin. Is a base platfrm that can prvide a natinal retail platfrm and integrate with whlesale systems (if required). Will reduce manual interventin n bth the FRC Hub and the Gateway thrugh autmatin. Can supprt multiple interfaces t enable participants t realise value in line with their individual investment cycles. Prvide additinal functinality fr participants t view message histry and resend undelivered messages. The new webmethds sftware will be implemented n separate infrastructure t minimise the impact n participants. There is n requirement fr participants t changes their gateway systems. Hwever, participants will be required t cmplete Panel 1 certificatin testing in the AEMO Pre-Prductin envirnment. The benefits f the Hub upgrade include: Imprved capacity f the Hub which is be expanded t include transactins frm the NSW/ ACT retail gas market. Greater lngevity and perfrmance f existing Hub services. Optinal functinality fr participants, including the ability fr participants t view message histry and resend undelivered messages. The mitigatin f system and peratinal risks frm using unsupprted sftware and hardware assets. AEMO will be required t implement system changes and undertake develpment testing, including full Panel 1 and Panel 2 certificatin fr the VIC and QLD gateway. Participants are nt required t make are system r cnfiguratin changes t their gateways. Hwever, participants will be required t cmplete Panel 1 certificatin testing with the Hub. 8. Testing requirements As nted in sectin 7, AEMO will be required undertake full Panel 1 and Panel 2 certificatin testing fr the VIC and QLD gateway.
