AGENDA ITEMS 1) Discuss EDA Gals- Cmmissin reviewed draft gals that were prepared by staff based n discussin at the last EDA meeting. Reviewed cuncil gals and where there is verlap and shw EDA can help impact and supprt- gals 3, 4, and 5. EDA gals- McNeil-cnsider a gal fr supprting events in the city t energize and engage the cmmunity and supprt ecnmic develpment- such as Heritage Day, Farmers Market. Create new events- such as a car shw. Discussed welcme packets- hmestead. EDA wants t have a rle in creating mre rbust welcme packets. Are there EDA funds that can be used t utsurce creating these packets. Check int Welcme Wagn. Finalize gals and vte at the Octber meeting. Future meetings discuss implementatin f gals. 2) Update n Balsam Lane Streetscape- banners. Lutsen example- with Daytn. Includes 4 seasn design. Mtin; Huttner Order- use EDA funds; secnd McNeil. 3 ayes. 3) Update n Brcktn Interchange- Gdrad updated n grant applicatins. Shuld knw mre by end f year. Gdrad updated n status f transprtatin benefit study. Bernens- need t explre hw we cmmunicate abut the interchange. Use the business rund table t help get the wrd ut t businesses. 5 CITY OF DAYTON CITY COUNCIL REGULAR MEETING Meeting Date: Item Number: I. ITEM: Balsam Streetscape Prject Update PREPARED BY: Tina Gdrad, City Administratr/Develpment Directr ACTION: N actin is required, this is an update. BACKGROUND: On September 13, 2016 the City Cuncil apprved a Tax Increment Financing (TIF) plan fr establishment f a TIF District #16 (husing district). Thrugh this TIF district the City asked the develper (Sand Cmpanies) t include streetscape imprvements alng Balsam Lane as part f their prject and t be cnstructed as part f their prject. The develper agreed prvided the City was willing t make payments frm TIF district #16 fr ther TIF eligible expenses t make up the financing gap this created in the prject. The City apprved a TIF agreement n prviding pay as yu g reimbursement fr TIF eligible expenses up t $400,000. This amunt crrespnds t the estimated csts paid fr by the Develper fr the streetscape imprvements including: Trail n east side f Balsam Lane Pedestrian scape streetscape lighting and trees Mnument sign (nt yet installed) Median imprvements and landscaping A final breakdwn was included in the Ehlers reprt when the TIF agreement as apprved:

6 CITY COUNCIL REGULAR MEETING Meeting Date: Item Number:I The plans were develped by the City (Wenck) as well as an engineering final pinin budget. The plans and blank bid frm were supplied t Sand Cmpanies. Sand Cmpanies was respnsible fr the bidding and all f the cnstructin. Sand Cmpanies received tw bids fr excavatin, tw bids fr asphalt, ne fr electrical and fur fr landscaping. Ttal hard cnstructin was $284,588 plus general cntractr expense and fees f $39,789 and 5% cntingency ttaling $331,569. On February 7, 2017, the City dcumented ver $400,000 in TIF eligible expenses and issued the TIF Nte t Sand Cmpanies. The TIF nte incudes additinal legal and financing csts incurred by Sand Cmpanies fr ding the prject as an extensin f their building. This required Sand Cmpanies t brrw additinal funds and pay interest n the additinal funds. See attached frm Sand Cmpanies n final sft csts. Payments n the Nte will be made n a pay-as-yu-g basis, semi-annually ver the term f the district with interest at a rate f 5.25% per annum. The City is nly bligated t make payments frm 90% f the tax increment generated by the prject. Based n current prjectins at full build ut, 90% f the tax increment will be apprximately $46,000 annually. With this annual revenue, the TIF Nte will be repaid after 14 years. In 2016, when the Sand prject came frward, the City cnsidered tw ptins fr participatin in the prject. Optin #1 was n City TIF participatin in the prject. The utcmes f this plicy decisin wuld have invlved: Sand Cmpanies prceeding with its apprved husing develpment in Fall 2016 they did nt need TIF t build the prject withut the added Balsam Drive Imprvements requirement Balsam Drive Imprvements wuld NOT have been made The taxes frm the prject wuld NOT be captured within TIF district #16 and the City wuld have the added tax capacity available fr its use The annual City prtin f the taxes fr the prject based n pay 2016 tax rates was estimated t be $24,128 Optin #2, apprved by the Cuncil, invlved the use f TIF fr the Sand Cmpanies prject. The utcmes f this plicy decisin include: Sand Cmpanies prceeding with its apprved husing develpment in Fall 2016 Balsam Drive Imprvements cmpleted withut an up-frnt city cntributin The taxes frm the prject WILL be captured within TIF district #16 and directed t Sand fr an estimated 14 years The annual estimated tax increment cllectin is apprximately $51, % f this amunt ($46,000) will be applied as payment n the TIF Nte. As stated Sand Cmpanies was respnsible fr bidding and cnstructin. They managed the cntractrs and schedule. Wenck prvided cnstructin management n behalf f the city. Cnstructin is cmplete and pending final inspectin f street light, landscape and irrigatin cmpnents. Belw is a summary status (frm Wenck) f the cnstructin and utstanding items: On Octber 19, 2017 we cmpleted a site inspectin/walkthrugh and fund the fllwing items t be addressed (ntes are attached): 2

All the trees als need t have mulch pulled back frm the base f the tree s the rt flare is nt cvered, per drawing details. Tw f the trees n the suthern end have damage t the trunk and need t be replaced One tree in the center island is the incrrect species and needs t be replaced with the specified species One tree is significantly curved and shuld either be staked r replaced. Perennial planting numbers were nt all in crrespndence with the planting plan. We illustrated all f the abve n a landscape plan fr reference when we d a final walkthrugh t ensure the details have been cmpleted. We did sme spt checks fr the irrigatin, it appears t be installed crrectly, but we want t see it in peratin in Spring 2018 and cycle thrugh the znes t verify cmpleteness. Wenck had anther walk thrugh n Nvember 30, 2017 we cmpleted anther site inspectin/walkthrugh and fund that nne f the abve had been addressed. We did make sme changed t the riginal ntes frm Octber 19, There are 3 trees t be replaced. We did identify an additinal area t receive grass seed and straw mulch. We did identify that City staff needed t prvide and place pad lcks n the irrigatin bx, the electric cntrl enclsure and the cable chase n the side f the electric cntrl enclsure. Wenck and Sand have scheduled a call n Mnday, April 16 t determine an apprpriate time fr the final walkthrugh f the streetscape prject. In the spring (May/June 2018) we will d anther walkthrugh t verify the abve punch list has been cmpleted, see hw the trees and plants have taken and if they are grwing.
