1 SMART CITY VIENNA FRAMEWORK STRATEGY: CHALLENGES AND MAIN QUESTIONS
Current and future challenges for cities are well known Which kind of heating systems do we need? How will the mobility of the future look like? What are the effects of climate change caused by humans? How should cities as main players and consumers of resources act? the answers for these urgent and ambiguous questions are often not found yet. Sources: Welt.de; kreis-calw.de; energie-krise.eu; stern.de 2
According to science, a reduction of 80-95% of greenhouse gas emissions would be inevitable Red= scenario without any actions; 2 C will be exceeded in the middle of the century Blue = ambitious actions against emissions: % CO 2 below the level of 1990 (1 trillion t CO 2 ); later nearly 0 to limit global warming to < 2 C! Source s: Meinshausen, M., et al.: Greenhouse gas emission targets for limiting global warming to 2 C. Nature, doi: /nature08017 (2009) 3
Other cities do not sit back and do nothing! Copenhagen has the ambition of becoming the first carbon neutral capital by 2025 Our goal is to develop the Amsterdam Metropolitan Area into a smart city. With the aim of becoming a world reference for Smart Cities, Barcelona is working to merge urban planning, ecology, and information technology... 5 5 Rankings: We seem to do a few things well in Vienna
The Smart City Wien Framework Strategy was developed in a broad and participatory process. Involvement of internal and external experts & stakeholders Extended working groups Involvement of all administrative groups of the city Expertise from economy, science and many others Over 100 participants in the Smart City Wien Framework Strategy Process Source : Smart City Wien Framework Strategy 6
Vienna has a broad Smart City Wien definition with triple impact we manage to have the best quality of life for every citizen in Vienna and at the same time high resource conservation. It is enabled by innovation. Resources Quality of Life Innovation Source : Smart City Wien Framework Strategy 7
Three main goals with a long term perspective specify these three pillars. 35 % until 2030 and 80% until 2050 reduction of greenhouse gas emissions per capita in Vienna (in comparision to 1990) Vienna keeps its high quality of life and prioritises social inclusion: Vienna is the city with the highest level of quality of life and life satisfaction in Europe in : Vienna is Innovation Leader based on top science, a strong economy and education Source : Smart City Wien Framework Strategy 8
Highest resource conservation Extract Mobility Extensive building restoration lead to reduced energy usage in the amount of 1% per capita and year (for heating, cooling, warm water) Open Government Strengthen CO 2 -free modes, keeping the high percentage of public transport and reduce motorized individual traffic in the city Buildings Vienna is the most advanced European city in all dimensions of Open Government by the year 2020 Sources: Smart City Wien Framework Strategy; diepresse.com; open.wien.at 9
Goals related to energy of the Smart City Vienna Framework Strategy Objectives Energy: Increase of energy efficiency and decrease of final energy consumption per capita in Vienna by 40% by 2050 (comp. to 2005). At the same time, the per-capita primary energy input should drop from 3,000 watt to 2,000 watt. In 2030, over 20%, and in 2050, 50% of Vienna s gross energy consumption will originate from renewable sources. Objectives Buildings: Cost-optimised zero-energy building standards for all new structures, additions and refurbishments from 2018/2020 Comprehensive rehabilitation activities entail the reduction of energy consumption of existing buildings for space heating/cooling/water heating by one percent per capita and year. 10
Best quality of life for every citizen in Vienna Extract Affordable living High standards of housing and affordable living as well as an attractive residential area are available for as many people as possible Securring medical care on the highest level due to demand-oriented and efficient supply structures and processes (Best Point of Service) Medical supply Green public space The percentage of green public space will be more than 50% until 2030 additional recreational areas must be retained Sources: Smart City Wien Framework Strategy; wien.gv.at; kleine Zeitung; Standard 11
Broad notion of innovations Extract Top science Vienna is a magnet for international top scientists in the year Vienna is one of the five biggest science and innovation metropolises in Europe in the year 2050 Over people from Vienna or from outside establish their enterprise yearly in Vienna, the most attractive place for start-ups Start-ups Education City-wide implementation of fulltime and comprehensive schools as well as further rollout of high quality child care Sources: Smart City Wien Framework Strategy; medienportal.univie.ac.at; salzburg.com; wien.gv.at 12
