2 BSR is the largest municipal refuse collection service provider in Germany 892 km 2 total area more than Munich, Frankfurt and Stuttgart combined 133 km 2 road areas (e.g. streets, airports) larger than the islands of Sylt and Borkum combined 30 M. Overnight Stays with 12 million guests each 6th overnight stay in Germany is in Berlin 160,000 Dogs Nine-fold population of the Berlin Zoo, more than 50 tons of dog waste per day. 3.5 million Inhabitants projected population increase to 3.8 million people to ,000 Street Trees average of 80 trees per kilometre of road spaced about 12 metres apart 50,000 tons of Street Waste approx. 1,200 rail carriages 1.5 million tons of urban waste approx. 430 kg of urban waste per person per year approx. 110,000 m 3 dried leaves approx. 2,000 rail carriages 2

3 Type of company and the mandate of BSR BSR is 100% owned by the State of Berlin and as a public legal entity it is organised like a public limited company (management board, supervisory board) since 1994 BSR is a guard for safe waste management, including the collection, treatment and recycling, and for the cleanliness if the city streets BSR is commissioned to perform sovereign tasks of the State of Berlin Refuse collection (residual waste, organic waste), waste treatment (incineration plants, mechanical physical stabilisation plants) Street cleaning, snow removal and gritting In the sovereign realm, BSR is financed through fees. The generation of profits is therefore ruled out (concept of cost coverage). Citzens are directly benefitting from decreasing costs as their fees are reduced, but also vice versa. That is one of the reasons why BSR has one of her guiding principles to stay one of the top 5 mostefficiently working municipal waste and cleaning companies in German-speaking countries BSR also operates commercially - though subsidiaries. The commercial activities is geared towards generating profits and strengthening the equity of the company 3

4 During the last years, BSR has undergone a successful transformation process 1992 Merger of the two city cleaning services of East and West Berlin Efficiency Enhancement Programmes I-V Total cost reduction: approx. EUR 188m Total reduction of human resources: approx. 2,936 full-time positions Transformation of the legal organisational form from owneroperated municipal enterprise to a public legal entity 2000 Conclusion of Target Agreement between BSR and the State of Berlin i.a. a one-off payment to the State of Berlin amounting to approx. EUR 412m 2015 corporate contract between BSR and the state of Berlin: Contract duration 15 years; payments to the State of Berlin amounting to EUR 194,5 m 4
