2 EXECUTIVE SUMMARY This strategic assessment utlines the strategic cntext and case fr change t ensure efficient, safe and efficient transprt utcmes fr Christchurch City Cuncil's (CCC's) transprt system. The strategic assessment has been develped by key staff frm CCC and with input prvided by clleagues frm the NZ Transprt Agency (NZTA). Independently facilitated Investment Lgic Mapping (ILM) wrkshps were held n 28 September 2015 and 14 Octber 2015 with key prject partners t frm a cnsensus arund the key prblems and challenges facing CCC's transprt system ver the next ten years. Existing prgrammes and funded prjects were an agreed and underlying assumptin by all stakehlders participating in the ILM. The prject partners identified and agreed the fllwing key prblems: Prblem One: 60% The current transprt system and the way we perate it as a netwrk des nt ffer viable mdal chice resulting in a high number f jurneys by private vehicle which is becming increasingly detrimental t the envirnment and peple's wellbeing and health. Prblem Tw: 40% Ppulatin and business changes (pst-earthquake shift and grwth) has put the netwrk under pressure, resulting in rad cngestin and netwrk delays. The ptential benefits that culd be realised thrugh successful investment t address the identified prblems were agreed as fllws: Benefit One: Peple have easy access t liveable cmmunity amenity (40%) Benefit Tw: Better able t supprt ecnmic grwth activity (30%) Benefit Three: Peple able t make safe, healthy travel chices (30%) This strategic assessment has undertaken a review f the key transprt prblems and challenges that were identified in bth the UDS and the CTSP, and a review f available evidence has cnfirmed that these key challenges remain current and relevant. This assessment will be refined thrugh the develpment f several 'Prtfli Cases'. These prtfli cases will be based n the GPS utcmes and will be used t infrm a number f specific fcus areas, where mre detailed analysis f prblems, benefits and bjectives culd be undertaken. It is recmmended that this reprt be accepted and that partners cntinue t wrk tgether t agree and identify the next steps, including the develpment f 'Prtfli Cases'. Christchurch City Cuncil Nvember

3 PART A TE STRATEGIC ASSESSMENT 1. INTRODUCTION 1.1 Purpse This strategic assessment utlines the strategic cntext and case fr change t ensure Christchurch City Cuncil's (CCC's) transprt system prvides seamless, safe, accessible and efficient transprt utcmes, t supprt the city's grwth and cmmunity aspiratins ver the next ten years. 1.2 Intrductin The purpse f this strategic assessment is t review the key prblems and challenges that were identified in bth the Urban Develpment Strategy 2007 (UDS) and the Christchurch Transprt Strategic Plan 2012 (CTSP), t cnfirm that they remain current and relevant, particularly given the changes that have ccurred in the pst-earthquake envirnment. The study area fr this strategic assessment is the CCC bundary, with a fcus n the CCC transprt system. All mdes f transprt were cnsidered when lking at the key challenges t achieving the visin f the CTSP f a seamless, safe, accessible and efficient transprt system. The utcme f this prcess will be used t help infrm transprt investment pririties fr CCC's Lng Term Plan, shape future prgrammes, and identify new strategic respnses that may be required t address specific challenges where gaps currently exist. The remainder f this dcument identifies the key prblems r ratinale fr investment, utlines the ptential benefits f investment, and prvides the strategic cntext and fit fr future investment. 2. PARTNERS AND KEY STAKEOLDERS Bth CCC and NZ Transprt Agency (NZTA) Planning and Investment staff cntributed t Investment Lgic Mapping (ILM) wrkshps. Please refer t Appendix A fr the full Partner and Stakehlder List. 3. STRATEGIC ASSESSMENT 3.1 Defining the Prblem/Opprtunity A facilitated ILM wrkshp was held n 28/09/2015 with key stakehlders t gain a better understanding f the key transprt prblems and challenges. The full ILM is attached at Appendix B. During the ILM wrkshps the stakehlder panel identified and agreed tw key transprt prblems. A snap sht f the existing evidence base t supprt each prblem has been captured belw each prblem statement and cnfirms that the prblems identified are valid. Further evidence has been taken frm the technical appendices f the CTSP and is prvided at Appendix C and D. Christchurch City Cuncil Nvember

4 Prblem One (60%) The current transprt system and the way we perate it as a netwrk des nt ffer viable mdal chice resulting in a high number f jurneys by private vehicle which, is becming increasingly detrimental t the envirnment and peple's wellbeing and health. Under-develped and under-utilised public transprt, walking and cycling netwrks have resulted in a high reliance n private vehicles and lw levels f public transprt patrnage and walking and cycling. Private vehicles accunt fr 83 per cent f trips t wrk in the Christchurch metrplitan urban area (public transprt 3 per cent, walking 6 per cent and cycling 8 per cent) i. The impact f Christchurch's reliance n the private vehicle threatens envirnmental utcmes and negatively impacts peple's wellbeing and health. The Greater Christchurch area is reprted t have the highest rate f car wnership in New Zealand ii and unsurprisingly carbn dixide emissins have increased by 43 per cent in the last 10 years iii. CCC has adpted a target f reducing greenhuse gas emissins by 50 per cent by 2040 (based n 2008 levels) and the transprt system cntributes a large prprtin f current emissins iv. Private vehicle use is exacerbated in parts f the city due t incmplete r inadequate alternative travel ptins. As an example, nly 68 per cent f husehlds within the Greater Christchurch urban area are lcated within 500m f a bus rute v. Fr many residents the private vehicle is the nly viable ptin. Creating safe, healthy and liveable cmmunities is a key gal f the CTSP, hwever, currently nly 39 per cent f residents are active every day vi, despite 40 per cent f trips being less than 2km in length, making these trips ideal fr walking r cycling vii. Recent investments t the cycle and public transprt netwrks are already making a difference t mdal chice and wider strategic utcmes, such as the pening f the first f the Majr Cycleways n Matai Street East. The pening f the new Central City Bus Interchange has als imprved the custmer experience and it is estimated that 70,000 peple will pass thrugh the Interchange each day by 2041 viii. In develping strategic respnses it is imprtant t cnsider the wider barriers t the uptake f public transprt, walking and cycling. Research suggests that a multitude f factrs affect travel behaviur, including scial-nrms and perceptins. Fr example, public transprt users are ften categrised as being frm lw incme grups r elderly, whereas travelling by car is ften assciated with success and cycling is ften perceived as unsafe. Strategic respnses therefre need t cnsider interventins t address perceptins alngside physical interventins. Prblem Tw (40%) Ppulatin and business changes (pst-earthquake shift and grwth) has put the netwrk under pressure, resulting in rad cngestin and netwrk delays. The Canterbury earthquakes have caused significant disruptin t business and residential areas in Christchurch and surrunding districts. Christchurch city has seen significant ppulatin mvement, particularly away frm the eastern suburbs and the city centre twards the nrth and suthwest and int neighburing districts. The current and nging land use shift has implicatins fr hw clse peple are t emplyment pprtunities, scial facilities, entertainment and recreatin and as a result has a significant impact n the lcal and reginal transprt netwrk ix. The ppulatin f Greater Christchurch (476,900) is already abve pre-earthquake levels (464,900), and is estimated t increase further by 2018 (498,400) x. Christchurch's ppulatin grwth is resulting in an increase in demand fr travel due t the high number f peple frm the surrunding districts that cmmute daily t the city, which is putting increased pressure n the transprt system. It is imprtant t nte that the city is still in a recvery phase, which is affecting the peratin f the Christchurch City Cuncil Nvember

5 transprt netwrk as repairs are undertaken and this cntributes t disruptin and delays t the transprt system. It is unclear if delays and disruptin are temprary r if they will cntinue pst recvery. Further backgrund infrmatin t supprt these prblem statements is prvided at Appendices C and D. 3.2 Benefits f Investment The ptential benefits f successfully addressing these prblems were identified as part f a secnd facilitated investment lgic mapping held n 14/10/2015. The full Benefit Map is attached at Appendix E. A review f existing datasets will be undertaken t cnfirm the suitability f these KPI's and t identify any gaps that may exist in current mnitring and reprting framewrks. 6 4. STRATEGIC CONTEXT 4.1 Organisatinal Overview Appendix F illustrates hw investment in the CCC transprt system aligns with existing partner and stakehlder strategies and rganisatinal gals. In summary, this high level strategic assessment aligns with relevant natinal, reginal and lcal strategic pririties and bjectives. Several rganisatins are respnsible fr bth the prvisin and funding f different cmpnents f Christchurch s transprt system using a 'ne netwrk' apprach. CCC is respnsible fr the majrity f the transprt system, including lcal rads and the infrastructure assciated with them (ftpaths, cycleways, bridges, etc.), prvisin f parking and bus stps, rad safety planning and engineering, traffic signals, and land use planning. Envirnment Canterbury as the Reginal Cuncil is respnsible fr the prvisin f public transprt services, the Reginal Land Transprt Prgramme, while the NZ Transprt Agency manages the State ighway netwrk and assciated infrastructure such as State ighway intersectins and cycleways. KiwiRail wn and perate the rail system thrugh Christchurch (largely freight nly rail services). A range f cmmunity rganisatins, vlunteer interest grups, institutins and private landwners als influence the nature f Christchurch s transprt system. Such stakehlders have a variety f different mandates, bjectives and pririties, which can be cmplimentary t, r in cnflict with, the pririties f the CCC, ther rganisatins r the wider cmmunity. Achieving a fully integrated system can be difficult in this multi-agency envirnment. Despite this challenge, CCC cntinues t wrk in cnstructive partnerships with these agencies and rganisatins tward delivering an efficient, safe and effective transprt system. 4.2 Anticipated Strategic Fit and Effectiveness An assessment f the anticipated Strategic Fit has been undertaken in accrdance with the NZTA Investment Assessment Framewrk fr the Transprt Planning Activity Class and is prvided at Appendix G. It has been determined that this strategic assessment has a high level f strategic fit. An assessment f effectiveness is als prvided at Appendix G. 5. CONCLUSIONS AND NEXT STEPS This strategic assessment has undertaken a review f the key transprt prblems and challenges that were identified in bth the UDS and the CTSP, and a review f available evidence has cnfirmed that these key challenges remain current and relevant (as highlighted in Appendix ). It is recmmended that this verarching strategic assessment is refined thrugh the develpment f several 'Prtfli Cases'. These prtfli cases will be based n the GPS utcmes and will be used t infrm a number f specific fcus areas, where mre detailed analysis f prblems, benefits and bjectives culd be undertaken. This brief dcument will set the aspiratinal aim f the rle that all mdes play in the future fr the transprt system. It als includes a summary f hw transprt and land use integratin is imprtant t realise spatial, ecnmic, scial and envirnmental benefits. This dcument will summarise the strategic directin that is set ut in the CTSP. 5.2 Ptential Prtflis CCC will identify and cnfirm the prpsed prtfli cases fllwing the prject partner meeting n 2 Nvember. Ptentially these prtflis culd reflect the five GPS utcme classes f health, safety, cst, netwrk perfrmance and capability and envirnment. All subsequent prgramme business cases wuld then link t relevant prtfli cases. As an example the walking and cycling prgramme business case wuld likely link t all f the prtfli cases, whereas a maintenance prgramme business case may link slely t the netwrk perfrmance and capability prtfli. CCC is keen t prgress this wrk and intends t cmplete the mde directin statement and prtfli business cases within the next tw/three mnths. 5.3 Recmmendatins It is recmmended that: i. This Strategic Assessment be accepted; and that ii. Prject partners frm NZTA and CCC cntinue t wrk tgether t agree and identify the next steps, including the develpment f 'Prtfli Cases'. 11 APPENDIX D BACKGROUND INFORMATION Canterbury generates abut 12 per cent f the natinal GDP and Christchurch is a key strategic nde in the natinal transprt netwrk xi. Christchurch airprt and seaprt are the busiest in the Suth Island and play a majr rle in getting gds t market and as a gateway t the Suth Island. The handling f cntainerised carg at Lyttletn Prt has increased by 38 per cent between 2010 and 2015 xii. Traffic Changes There was a 32.2 percent increase in the number f peple cmmuting int Christchurch city t wrk frm urunui district, Waimakariri district, Selwyn district, and Ashburtn district. In 2013, 13.4 percent f the Christchurch city wrkfrce (23,166 peple) cmmuted t wrk frm surrunding districts up frm 17,526 (10.7 percent) in In 2013, there was an increase in the number f peple cmmuting int Christchurch city since 2006 frm: Selwyn district up 11,169 peple (44.0 percent) Waimakariri district up 10,728 peple (20.1 percent). Particularly in urban areas, is fr the regin t mve t a mre multi-mdal transprt system where the apprpriate rles f each mde are used t their best advantage. The RLTS ntes that t achieve the reginal utcmes ver the next 30 years, a shift in the balance f transprt investment is required. A mre multi-mdal apprach will shift investment away frm prviding additinal rad capacity twards active management f the rad netwrk t ptimise its use. In Greater Christchurch the fcus f the strategy is n imprving transprt ptins and prmting a multi-mdal apprach t meeting transprt needs. Walking, cycling and public transprt all require greater funding and planning supprt ver the perid f the strategy if this is t be achieved. In the shrt-term, planned rad capacity imprvements n the State ighway netwrk will be cmpleted, catering fr much f the prpsed grwth in traffic cngestin ver the perid f the strategy. In the medium t lng term a mre balanced apprach is prmted t ensure freight can be efficiently transprted int and arund the city n the expanded rad netwrk. Mre efficient use f transprt crridrs thrugh the city needs t be achieved t maintain cmmunity access. The GCTS prvides an verarching framewrk t enable a cnsistent, integrated apprach t planning, priritising, implementing and managing the transprt netwrk and services in the Greater Christchurch area. The aim is: "The transprt system will supprt ecnmic and scial well-being by cnnecting peple, gds and services with places, while minimising the envirnmental impacts and creating liveable cmmunities". The GCTS utlines eight verarching bjectives: - Integrate land-use activities with transprt slutins, enabling ease f mvement between places. - Optimise the use f existing transprt assets thrugh managing travel demand and netwrks - Prvide safe, efficient and resilient links t cnnect peple and places Christchurch City Cuncil Nvember

The strategy highlights a number f tp pririties which have been gruped as fllws: - Prt Access: prt repair and develpment, ptential freight crridr and access t rail yards. - Public transprt: develp public transprt interchanges, pririty measures and prtect future ptins. - Western Crridr/Airprt: airprt access, inter-mdal rad/rail facilities and future freight pprtunities. - Nrth/Suth Access and Grwth: future grwth areas access. - Central City: integratin with wider strategic netwrks and develp transprt system t supprt the Christchurch Central Recvery Plan.
