HOW DOES THE GAW PROGRAMME CONTRIBUTE TO CAPACITY DEVELOPMENT IN INDONESIA? (CAN IT BE IMPROVED?) By: Komariah 1), Edison K 2), Hartanto 2) and Sumani 1) 1) Universitas Sebelas Maret, Indonesia 2) Indonesia National Agency for Climatology, Meteorology and Geophysics Outreach and Capacity Building GAW Symposium April 2017
Indonesia Global Atmospheric Watch Station Location : Bukit Kototabang, West Sumatera (0.20 S, E) since 2004 Located on Mountain Tropical Forest Zone as Standard of Clean Air
Organizational Structure: GAW Kototabang, Indonesia cooperates with Indonesia National Agency for Climatology, Meteorology and Geophysics Head of GAW Kototabang Station, Indonesia, Mr. Hartanto Mr. Hartanto
Observation Parameters Air Quality Green House Gas Selected Atmospheric Components Meteorology components Forest Fire (FDRS) Real Time Data Satellite Image
Indonesia GAW Capacity Development Services Purpose Output Atmospheric Data Provision Training for National Agency for Meteorology and Climatology Staff Internship Periodic Data Report to Government Receiving Visitors To support National and International Research/ Scientific Analysis To improve knowledge and soft skill of the staff To share the GAW technology to students To provide atmospheric quality information and prediction to government and stakeholders To socialize the services of GAW Kototabang Research Publication Assist on Distributing information about GAW to the society Internship report on how far the students can understand the GAW technology and its role Policy and supporting Decision Making Distribution on GAW services to the society
Photos of services Socialize the GAW Kototabang services to government and stakeholders Visit of High School Students to GAW Kototabang
Example of service relates with policy Every year, especially during dry season forest fire occurs in Indonesia and the smoke spread widely, even to Singapore and Malaysia The smoke disturbs society and students activities. The air quality is very bad. GAW Kototabang intensively monitors the air quality GAW station detected and reported high concentration of PM10 Dept. Of Education alerts for any information from GAW station Dept. Of Education announced holiday for students
Example of service relates with policy The growth of industries and vehicles in Indonesia raise awareness on air quality GAW Kototabang intensively monitors the air quality and report it to Strategic Plan for Ministry of National Development Planning Government issue the annual rules on GHG emission for industries and vehicles
Problem: 1 Indonesia is a country with hundreds of big and small islands which almost entirely tropical climate, but precipitation varies into 3 types namely monsoon, equatorial and local types (many local types). Problem: One GAW station in Indonesia (only at west area) is not enough Temporary Solution: Two GAW stations at east area, Indonesia (Palu, Selabes island and Porong, Papua island) are just constructed How to improve it?: More GAW stations in Indonesia are required due to vary in climate and geographic circumstances
Problem:2 The services and information products by GAW Kototabang can be seen in the website, reports or directly contact the station Problem: The services and information products of GAW Kototabang are not well known by Indonesian people Temporary Solution: What s App Group was created to intensively distibute the information from GAW to stakeholders, especially government for urgent actions How to improve it?: Some social media such as Whats App, Facebook, and Instagram are very popular in Indonesia (9 of 10 mobile internet use those applications), so it will be better if GAW information can be distributed using those social media which is open for public
Problem:3 Greenhouse Gas Emission is becoming National Awareness in Indonesia as industries increase in accordance with researches on GHG emission Problem: There are only 1 GAW stations in Indonesia with very limited radius observation as Standard of Clean Air (Kototabang) Temporary Solution: 2 GAW stations just constructed at east area of Indonesia by National Agency for Meteorology, Climatology and Geophysics since 2015 How to improve it?: More GAW Stations by other National Agencies, Departments and Universities are required for more accuracy especially on air quality monitoring, especially at Java island
Conclusion To improve the capacity development of GAW Programme in Indonesia is by: More GAW stations are required to improve the capacity development in Indonesia due to geographic and climate circumstances The usage of social media (Facebook, Whats App and Instagram) is predicted to be effective in widely spreading out the information to improve the capacity development of GAW
