Since 2002 the municipality Morbach has developed alternative uses for renewable energy plants on the former US-munitions dump in cooperation with industrial and academic partners. The power generated is fed into the grid and the heat is used for the heat supply of a connected industrial park. The Energy Landscape Morbach is not only supposed to deliver environmental and CO2-neutral energy, but to integrate tourism and knowledge transfer in the concept of sustainable energy and eco-friendlyness. The interested public can visit the information centre which presents topics about renewable energies and energy saving in multidimensional ways. In addition it is possible to use a conference room or to visit exhibitions and guided tours. Figure 1: Energy landscape Morbach land use.

2 Source: Energielandschaft. Financing Main investor was the company juwi GmbH among other private investors. The citizens realized one single citizen wind turbine. Investition volume: appr. 33 million (2,34 m / wind power plant, including all costs for construction and planning) Due to the compensation for electricity fed into the grid guaranteed by the German Renewable Energy Act (EEG), the investors will able to re-finance their expenses and generate profit growth in few years. Cost benefit, effects and results achieved 14 wind power plants (including 1 citizen wind turbine), one 2,1 megawatt photovoltaic plant, one biogas plant (500 kw electric, 700 kw thermic) with a yearly power capacity of: million kwh electricity, 10,5 million kwh heat; the current energy production reaches households. CO2-savings/year: t compared to conventional energy supply Waste stream management: It is detailed and goal-oriented optimization of material and energy streams as results of production of goods and services. Putting waste stream management into practice the economic profit can be combined with the regional added value and environmental protection.

3 Planning procedures, involvement of stakeholders and possible participation structures In 1996 the conversion project Morbach was selected as ecological model project of the state Rhineland-Palatinate. The conversion process was taken as common task of state, region and municipality. To manage the project a steering group was established. In 2001 the idea of an energy park to use renewable energies arose, as previously a leisure and tourism concept failed after a demand analysis. There was broad support for this new idea from the citizens of Morbach as well as from the steering group. This idea finally evolved into the Energy Landscape Morbach. In 2008 the installations were completed. The regional added value was shown in a transparent manner right from the start. At early stage the citizens were informed by the administration and they participated as limited partners (e.g. citizen wind turbine, citizen photovoltaic). The broad public participation within the project development as well as strengthening the regional economy (energetic biomass utilization, energy tourism) had decisively led to the project s success and acceptance. Innovation fostered - local / regional developments triggered The Energy Landscape Morbach offers an unique concept to produce CO2-neutral, renewable energies and the industrial use of those at one place. Businesses can use the heat and electricity as well as the possibility of an intelligent waste treatment within the Energy landscape. Business combining renewable energies can benefit from synergy effects: Cost effective heat supply easily and cheaply disposal of organic residues on-site higher education co-operations with international contacts public relations work with international visitors positive image due to innovate overall plan climate protection in action by using CO2-neutral energy
