Fllwing is a brief summary f the standards prpsed in the attached rdinance t address issues assciated with slar panels. The prpsed rdinance wuld make a distinctin between free-standing slar panels that are placed clse t the grund and slar panels attached t a structure, such as a rf. Free-standing slar panels wuld be subject t the regulatins already in the rdinance fr an accessry structure and permitted in all districts as a principal permitted use. Structurally-attached slar panels wuld be a principal permitted use in all districts and underg administrative review and apprval. Thse panels attached t a slped rf shall nt prject vertically abve the peak f the rf and panels installed n a flat rf shall nt prject vertically mre than five feet abve the rf. In rder t draft this rdinance staff examined area rdinances t determine hw ther cmmunities regulate the installatin f slar panels. Mst rdinances d nt explicitly address slar panels; hwever, staff was able t lcate three rdinances that d cntain prvisins relating t slar panels frm the City f Suth Lyn, the City f Try and the City f Birmingham. Attached yu will find a chart summarizing the prvisins in area rdinances and the rdinance prpsed fr Nvi. The Implementatin Cmmittee met and discussed this matter at their August 25, 2009 meeting. The Cmmittee generally respnded favrably t the rdinance and requested n additinal revisins. Draft meeting minutes are attached. The Cmmunity Develpment Department has gathered a fair amunt f public input fr the prpsed rdinance thrugh the use f surveys. A bth was set-up and cmments cllected at the Fall fr Nvi event held in September, In additin, a new sectin n the City's webpage was created t infrm the public f the new rdinance and cllect survey respnses and cmments. Generally, residents seem t agree with the rdinance as it is currently prpsed. Survey results have been included in this packet. The Planning Cmmissin is asked t set a public hearing fr the Februarv 10 th Planning Cmmissin meeting. I dn't think any slar panels shuld be visible frm the street. I d nt believe the installatin f slar panels needs t be reviewed by anyne ther than city staff, n different than applying fr a build permit. We must be certain that installatin is safe. There shuld be n abslute restrictins fr slped rf. If a hme r business wner mst elevate the panel t gain expsure t the sun there shuld be n such restrictin. It shuld be a persn's right t install reusable energy as lng as it is nt impeding n smene's rights t a safe lifestyle. Will there be a square ftage limit n slar panels in residential areas? I am all fr alternative energy explratin but wuld like t reserve sme srt f aesthetics in residential. Develping a sustainable mdel fr hmes and businesses makes perfect sense. Wuld like t see tax credits t prvide incentive. The planning cmmissin shuld apprve all installatins that are nt attached t prperty, and shuld ffer a service t review plans fr panels being installed n hmes/business t insure quality installatins and prducts. I am against wind twer r farm installatins due t the envirnmental impact (nise, birds, etc.) and ptential safety hazard. I am a resident f Oak Park but wanted t supprt yu in yur mvement tward sustainable pwer. It is very wise f yu t be pening the drway t the 21st century, by develping the basic regulatins needed t prvide an utline fr yur cmmunity. This intelligent mve will make it much easier t put Nvi n the map as a city which lks ut fr its residents by planning fr the future instead f dealing with it as an afterthught. Kuds! I wrked in a slar building at GM Prving Grunds in Milfrd and a back-up energy surce was needed (Michigan weather and clud cver!), but the slar panels wrked well and saved csts and resurces. There are n negative health affects frm this prcess and nly minr aesthetic issues. Mst peple will get used t the slar panel lks in time. The gd they d far ut weigh the issue sme peple may have with the new lks. I strngly disagree with any type f slar panel r alternative energy the City f Nvi may wish t allw happen.
