1 Executive Summary 1. INTRODUCTION Maihar Cement is a unit of M/s Century Textiles and Industries Ltd. located at Sarla Nagar near Maihar in district Satna (M.P). Maihar Cement Unit has come into operation in the year The Present production capacity of Cement plant is 5.0 Million Ton Cement per Annum, and 35 MW of power generation for captive purposes. Apart from this, company has two more cement plants namely Century Cement at Baikunth, Dist. Raipur in the State of Chhattisgarh and Manikgarh Cement at Gadchandur, Dist. Chandrapur, Maharashtra. All Cement plants are equipped with captive power plants, which is not only ensure an uninterrupted power supply, but also help company substantially on power cost, as the own generated power is quite economical as compared to grid power. The demand and supply of electricity in this region is seen huge deficit in supply of electricity. In order to cope up with the demand, utilizing the available infrastructural facilities, has proposed another captive Thermal Power Plant of 60 MW. 1.1 Proposed Project: is already having TPP of 5 MW, 15 MW and New 15 MW CPP for captive use. As the power supply from the grid is of poor quality and causing no of interruption hence, it has been proposed to have another power plant of 60 MW to ensure the uninterrupted power supply for the colony, mines and cement plant. The quality and reliability of power from the CPP is much better compared to Grid supply. Also it is much more economical as compared to the grid tariff of MPPKVVCO ltd The implementation of the project would reduce MAIHAR CEMENT s energy bill, thereby improving the overall profitability. 2 1.2 Objective of the study: This Environmental Impact Assessment (EIA) study is prepared for obtaining the Environmental Clearance (EC) from Ministry of Environment and Forests (MoEF), for the proposed 60 MW Coal based Power Plant. Environmental Impact Assessment report has been prepared along with Environment Management Plan (EMP) for various environmental components, which may be affected due to the proposed Power Plant. This EIA Report covers the primary data collected during the period 15 th March to 14 th June 2010 covering Pre monsoon season. M/s Creative Enviro Services, Bhopal have prepared Rapid Environmental Impact Assessment (REIA) report for the proposed 60 MW Coal based Power Plant. The report contains detailed description of the following, a. Detailed characterization of status of environment with in an area of 10 km radius from the proposed plant site for major environmental components including air, water, noise, soil, flora, fauna and socio-economic environment. b. Assessment of air emissions, liquid waste and solid waste from the proposed project along with the noise level assessment. c. Pollution control measures proposed to be adopted. 1.3 Environmental Setting: The environmental setting of the proposed plant is given in Table-1. DETAILS ABOUT THE PROJECT SITE The applied area is located at a distance of 53km south of Satna. Satna to Maihar is 45km, south of Satna by metalled tar district road via Uchehara (part of the road is national highway no. 7) Maihar to Sarlanagar is 8km south of Maihar by metalled tar road. 2.1 RAW MATERIALS The following will be the raw material requirement for the proposed power plant. Calorific Value of Coal kcal/kg (Avg ) Heat rate 2359 Kcal/KWH Total Fuel Requirement 2359 X60000 = X10 6 KCal/hour Requirement of Coal (3270GCV) [( X )/3270]= kg/hr Per day requirement of Coal 1039 TPD All the raw materials will be transported through Road under covered trucks and through Rail Transport only. 2.2 Process Flow of the Power Plant The coal is fed mechanically to the boiler. The coal is then fed to the boiler furnace in the fluidized state with the support of combustion air fed by the forced draught fan (FD Fan). The flue gas thus formed finally evacuated from the boiler to atmosphere through one 90 meter high chimney by the induced draught fan (ID Fan). In the process, the Hybrid Filter is interposed in the flue gas path before it escapes through the chimney. The dust in the flue gas is separated in the Hybrid Filter hoppers and disposed off pneumatically. The emission level through the chimney is maintained at less than 50 mg/nm 3 level at all times. The high pressure high temperature steam from the boiler is sent to one 60.0 MW Steam Turbo generator Set (TG Set) where the heat energy is converted in mechanical energy which in turn gets converted to electrical power by driving the generator. 4 The fly ash produced is carried along with the flue gases. Hybrid Filter is interposed in the flue gas path where the fly ash is separated from flue gases, collected in hoppers and then pneumatically transported to Fly ash storage silo. 2.3 Water and Waste Water: Water Requirement and Source Total raw water requirement for the plant has been estimated at 800 M 3 /day including Domestic consumption. This includes water for Make-up water for Cooling tower Make-up for Boiler water, Resin Regeneration water, dust suppression, and domestic water. Water requirement for the proposed project will be met from the water reservoir made by project proponent. Table-2 -Water Consumption Sr. No. Items Water Consumption M 3 /day 1. 5 2.4 Ash Handling & Disposal The Ash collected in Hoppers is pneumatically conveyed to Silo having capacity of 1000 MT or temporary storage afterwards the ash will be transported to fly ash silos (4 no.) with capacity of 2000 MT each silo. It is proposed to use the fly ash for manufacturing of cement in existing Cement plant. 3.0 SOURCE OF POLLUTION & CONTROL MEASURES 3.1 AIR POLLUTION The flue gases coming from Boilers will pass through state-of-the art Hybrid Filter. The particulate matter at the outlet of all the Hybrid Filter will be less than 50 mg/nm 3 as per CREP recommendations. These treated gases will be let out into the atmosphere through stack of 90 m height for effective dispersion of pollutants into the atmosphere. The following measures will be taken for control of fugitive emissions Dust extraction system with bag filters & Water Sprinkling system will be provided at material handling & raw material storage areas. All Conveyors will be fully covered with GI sheets to prevent the fugitive emissions. 3.2 Water Pollution The total wastewater generated will be 291 M 3 /day. The generated effluent will be treated in well-designed treatment system and treated effluent will be fully recycled within plant premises. No effluent will be discharged outside the plant premises. Effluent Treatment Scheme The effluent generated from the proposed project will be treated in the following manner. The Cooling Tower Blowdown, Boiler Blow Down and DM plant regeneration will be collected in settling tank and from where the effluent will be transferred to the existing STP and treated along with the domestic effluent. A dedicated pipe distribution network will be provided for using the treated effluent for ash conditioning, dust suppression & green belt development. The characteristics of the treated effluent will be in accordance with the MPPCB Standards. Hence there will not be any impact on ground water quality / surface water due to the proposed Project. 6 3.3 Solid Waste After combustion of coal, the fly ash from the flue gases from the different zones like furnace, bank tube, economizer and Hybrid filter has been collected and conveyed to a common silo by dense phase conveying system. The daily fly ash generation from proposed power plant is 436 MT. It is proposed to use the fly ash for manufacturing of cement in existing Cement plant. 3.0 BASELINE DATA 3.1 Ambient air quality Ambient air quality was monitored for PM10, SPM, SO2 & NOx at 08 stations including project site for one season as per MOEF guidelines. The following are the concentrations of various parameters at the monitoring stations. SPM to µg/m 3 PM to µg/m 3 SO to 7.98µg/m 3 NOx to µg/m Water quality Ground water samples were collected at 4 stations along with 3 surface water samples and analysed for various Pysico-Chemical parameters. The Ground water samples show that they are suitable for potable purposes. 3.3 Noise levels Noise levels were measured at 8 locations during daytime & nighttime. The ambient noise level at rural area varied from dba to 54.7 dba. 4.0 PREDICTION OF IMPACTS 4.1 Prediction of impacts on Air Environment: The proposed emission from proposed project has been considered for prediction of GLC s. The predicted maximum incremental rise in SPM concentrations (24 hourly) will be 12.8 µg/m 3 which occur at a distance of 1.8 km from the origin stack in the down wind direction in SW direction over the baseline concentrations. The net resultant Ground Level Concentrations of avg. SPM during operation will be to µg/m 3. The net resultant concentrations of SPM, SO2 and NOX are well within the National Ambient Air Quality Standards (NAAQS) after project M/s Creative Enviro Services, Bhopal ES: 6
7 commences the operation. Thus, it can be safely stated that due to the proposed plant there will be no adverse impact on the existing ambient air quality. 4.2 Prediction of impacts on water quality The effluent generated from the proposed project will be treated in well-designed effluent treatment scheme and will be used for dust suppression, ash conditioning & green belt development after ensuring the compliance of MPPCB standards. Hence there will not be any adverse impact on ground water/ surface water due the proposed project. 4.3 Prediction of impacts on noise quality Noise generating sources of the Thermal Power Plant are mainly Boiler, Turbine etc. But no person is required to remain constantly at the above mentioned units and will go occasionally to check the systems. All basic equipments and various machineries should be kept well maintained. Green belts are good noise barriers and same will be developed around the plant. The sufficient green belt has already been development to control noise levels. 4.4 Prediction of Impacts on Land Environment Quality The proposed plant is to be accommodated within the existing cement plant. There is no solid waste dumping site within the close vicinity of the site. Thus the existing land environment is relatively pollution free. Only additional quantity of fly ash will be generated from the proposed thermal power plant as a solid waste. Fly Ash handling and storage system is totally enclosed. Fly ash has been collected from the hybrid filter and it has been conveyed to a common conveying system. Then fly ash is being utilised for manufacturing of cement. By this way whole fly ash will be utilized for manufacturing of cement in eco-friendly manner. 4.5 Biological Environment Since there are no notified endangered species in the area, which will be effected due to the plant operational activities, therefore the biological environment would not effect. The impact due to negligible amount dust generation on the biological environment is minimized by well developed green belt in and around plant. M/s Creative Enviro Services, Bhopal ES: 7
8 So far, Till date 10,67,151 plants has been in survival stage at colony, plant and mine premises. Out the same, about 7.53 lacs plants have been existed at plant premises and 3.13lac plants have been existed in mine premises. 4.6 Socio - Economic Environment Though Maihar Cement is carrying out the number of socio economic activities through the trust namely Maihar Cement registered a trust named Maihar Cement Seva Trust on 19 December The trust started its activities from July The activities of the Seva Trust may be categorized in the following area: Vocational Training Centre Seva Trust Hospital Eye Camps Yoga and Naturopathy Camps Heart Care camps Family Planning Camp Drinking Water Booths Medical Camp at Sharda Devi Temple During Navratra Mela Nimbu Pani Booths at Navratra Mela Renovation of Wells and Bawlies Reconstruction of Second Flight of Steps of Sharada Devi Temple Literacy Programme Mahila Samradhi Yojna Establishment of Youth Clubs Fire Brigade Services Education etc 5.0 ENVIRONMENT MANAGEMENT PLAN 5.1 Air Pollution Management Air Pollution Control Equipment - Proposed Power Plant It is proposed to installed Hybrid Filter having efficiency to reduce particulate emission below 50 mg/ NM 3 M/s Creative Enviro Services, Bhopal ES: 8
9 Fugitive Emissions To control the fugitive emissions, the following measures are proposed: All the conveyors will be fully covered and hoods to offset any trapping of material in wind stream. The height of the chutes at each of the transfer points and the slope of chutes to be considered to avoid dust generation; High efficiency pulse jet type bag filters are considered to arrest the air borne dust at all the locations where transfer of material from one conveyor to other takes place; Unloading of coal from trucks/rail will be carried out with proper care avoiding dropping of the materials from height. It is advisable to moist the material by sprinkling water while unloading; The sprinkling of water will be done along the internal roads in the plant in order to control the dust arising due to the movement of vehicular traffic; All the workers and officers working inside the plant will be provided with disposable dust masks; Thick greenbelt will be developed around the plant to arrest the fugitive emissions. Air Pollution Control Schemes Adequate and efficient control equipment will be installed in the proposed plant to keep the dust emission at a minimum. The following measures shall be taken: Advance type of Boiler will be installed for the generation of Power, which will control the emissions of SO2 and Low NOx burners will be installed. Further, chimney of 90m height is proposed for adequate dispersion of pollutants. Generation of NOx gases depends to a great extent on the combustion temperature. A well-designed burner system will be installed which limits the temperature to a reasonably low value of NOx generation. 5.2 Noise Pollution Management The extensive expansion of greenbelt is proposed around the boundary of the plant will attenuate the noise emitted by the various sources in the plant. 10 provided for the personnel working close to the noise generating units as a part of the safety policy. Apart from this, some of the design features provided to ensure low noise levels are as follows: Walls and ceilings of the concerned buildings shall be lined with sound absorbing materials. Properly insulated enclosures shall be provided to staff working close to the high noise sources. Noise attenuating devices like ear plugs and ear muffs shall be provided to the workers exposed to high noise level. The siren for shift change should be adjusted to different levels during day and night i.e. the sound level difference between day and night shall be a minimum of 10 db(a). Sufficient green belt shall be maintained around the plant. Regular monitoring of noise level shall be carried out and corrective measures in concerned machinery should be adopted accordingly. Silencers shall be provided in the areas generating high noise. 5.3 Water Pollution Management The total quantity of water consumed towards the manufacturing process, and domestic uses and other industrial activities is 800m 3 /day. The major water pollution may be expected from the proposed TPP in the following areas: Cooling water blow down Boiler blow down Rinsing water from D.M. Plant Except boiler blow down water all the effluents are free from any pollutants. For treatment of Domestic Water from the Office, Power house and residential colony, Sewage Treatment Plant (800 cum per day) has already been provided. While Boiler blow down, CT blow down will be collected in settling tank and transferred to the STP for treatment and will be reused in Plant Process/Horticulture activity/ash conditioning/dust suppression M/s Creative Enviro Services, Bhopal ES: 10
11 5.4 Solid Waste Management Only ash will be generated from the proposed power plant as a solid waste. Ash handling and storage system is total enclosed and ash will be collected from the Hybrid Filter of material from One rotary air lock pocket feeder is provided below the ash for every hopper. The ash collected at Hybrid Filter hoppers is continuously discharged through the rotary feeders to a screw feeder, which is located underneath the rotary feeders. Then ash will be discharged to Cement Plant for manufacturing of Cement. 5.5 Greenbelt Development Good green belt is already in existence within and outside of the plant premises. So far, Till date 10,67,151 plants has been in survival stage at colony, plant and mine premises. Out the same, about 7.53 lacs plants have been existed at plant premises and 3.13lac plants have been existed in mine premises. Due care will be taken to ensure further enhancement of greenbelt in and around the plant. The extensive tree plantation with broad leaf plant species all around the factory premises and in the open areas available within factory premises shall be carried out. 5.6 Health and Safety Occupation safety and health is very closely related to productivity and good employer-employee relationship. The main factors of occupational health in plant are fugitive dust and noise. Safety of employee during operation and maintenance of equipment and handling of materials are proposed to be taken care of as per regulations. To avoid any adverse affects on the health of workers due to dust, heat, and noise sufficient measures have been provided in the project. is conscious of its moral and legal obligation to prevent hazards and to provide healthy working environments. They are proposed to continue the following activities: Provision of rest shelters for workers/staff with amenities like drinking water, fans, toilets etc. Provision of personal protection devices to the workers; Rotation of workers exposed to noise premises; M/s Creative Enviro Services, Bhopal ES: 11
12 Dust suppression of road; and First-aid facilities in the plant area. The management should make annual budget for the safety and health of their employees and provide sufficient facilities in order to effectively implement the health and safety measures. The management shall carry out periodical audit of safety and health with view to ascertaining the effective implementation of policy. Regular medical examination shall be conducted for the employees. The Medical Officers renders timely advice to the Management on preventive measures and safe guards. Safety Committee under MP Factory Rule 1962, under the chairmanship of the Vice President (Mech.). Emergency Plan duly approved by the Director, Industrial Health and Safety shall be prepared and will be updated periodically. M/s Creative Enviro Services, Bhopal ES: 12
