15 CONCLUSION Quang Ninh Province has integrated Green growth perspecmve into the formulamon and issuance of 07 Master Plan (2013). - Issues Green growth AcMon Plan (11/2015) - Establish Green growth Steering Commiiee (2015) with annual workplan - ProacMvely improve capacity of management board and mobilize investment sources for the priorimzed program, projects (e.g. Project PromoMng Green Growth Halong Bay area - JICA). ExisMng challenges: - Lack of connecmng transport infrastructure - Huge needs of capital requirement - Needs of scienmfic and modern technological innovamon and approach - Lack of qualified and skilled management officer and worker RecommendaMons: - - Support from the Government and Ministries Close cooperamon with domesmc and internamonal investors.
