1 Performance-Based Conservation (PBC) Pilot Project Demonstrating Performance-Based Conservation (PBC) with commercial and institutional customers in service areas of Milton Hydro, Halton Hills Hydro, and Alectra (Brampton) Last Call for Participants October 4 th 2017
2 Project Overview Address electrical capacity bottleneck in north west Greater Toronto Area Collaboration between electric, natural gas and water utility companies Timelines: to December 2018 Pilot size: up to150 buildings Eligibility: institutional and commercial customers commercial office commercial retail schools municipalities hospitals 2
3 What is Performance-Based Conservation? A new, data-driven methodology for commercial sector customer engagement, project identification and savings verification Begins with benchmarking, targets and savings potential Finds the high-potential buildings Narrows down site-specific areas of opportunity in each building Finds the high-potential measures Applies systematic, evidence-based principles to find the best operational and retrofit projects Drives continuous improvement through monitoring actual savings 3
4 How does Performance-Based Conservation work? A focused, systematic process for maximizing electricity, natural gas, water and emissions savings in commercial and institutional buildings Applies site-specific energy and water targets rather than assumptions and calculations Strategic identification of high-potential buildings, and data-driven identification of energy savings measures Highlighting operations and maintenance savings as well as retrofit opportunities Closing the loop through monitoring savings and surfacing of additional measures, leaving nothing on the table 4

7 Standard Targets Targets Building Type Electricity kwh/ft² Natural Gas ekwh/ft² Total Energy ekwh/ft² Office Community & Recreational Centre Transit Facility / Warehouse Library Elementary School Secondary School Hospital Theatre The target for each individual building is adjusted for (as applicable): energy source (purchased heat, chilled water, electric heat, heat pumps, air conditioning) non-standard space types and equipment, based on good energy efficient system design and operational practice 7

11 Energy Star Portfolio Manager Compares and benchmarks buildings against other similar buildings across Canada Portfolio Manager provides a score from comparing your building against a database of similar Canadian buildings, where 1 represents the lowest performer and 100 represents the top performing building Values highlighted in red are below the LEED EB: O+M 2009 certification requirements 11
12 Benefits of participation Understand your buildings conservation potential - how energy efficient they can be deeper savings harder-to-get-at operational savings Have your buildings set up in Energy Star Portfolio Manager for ongoing tracking Collaborate with other owners and utility companies on leading edge energy and water conservation Help shape a new, integrative approach to maximizing energy and emissions reductions Tap into all available incentive programs and technical expertise Help alleviate electrical capacity limitation 12
13 Process Utility and building information collected for: savings potential analysis Energy Star Portfolio Manager benchmarking Participants fill out: Data Release Form for automatic data transfer from utilities Building Profile template for their building type(s) Participants receive: an energy assessment report quantifying conservation potential and identifying areas where savings can be made participation in workshops to develop site-specific energy action plans 13
14 Workshops Initial workshops are being held to: identify site-specific energy opportunities develop action plans and timelines with emphasis on operational savings determine how utilities can assist with implementing conservation measures Follow up workshops will be held in 2018 to review actual savings, reinforce the process and find further opportunities 14
15 Implementation, Monitoring and Verification After each workshop, utilities will follow up with participants to help overcome any difficulties encountered with implementing measures, and close the loop on actual savings achieved At the end of the monitoring period (2018), a final report will document actual savings and overall impact of the pilot 15
16 Final Report The final report will present: Results Lessons learned Conclusions and recommendations Recognition of participants and contributions 16
