1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT THAR Programme Specialist The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. However, the relatively cool season is felt in the north and in inland areas, while on the coasts and in the south it's hot even in winter. Bangkok is a busy city; almost half of Thailand s population lives in the metropolis, and the city is busy and always full of life. It is divided into 50 districts (called khet ). Traffic is hectic at best, so many expats in Bangkok prefer to live in walking distance of a BTS train station or the MTR underground, and popular locations include Ekkamai, Thong Lo, Silom, Sathorn, On Nut and other regions within Sukhumvit Road. 2 renting. It s best to go through an estate agent, as the market moves quickly and not all properties will be advertised - see if you can get recommendations from friends or colleagues. Assignment Details Assignment Title Programme Specialist Organizational Context & Project Description The United Nations Environment Programme (UN Environment) is the United Nations system s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UN Environment Regional Office for Asia and the Pacific is responsible for working with countries and partners to support prosperity, build resilience and boost resource efficiency across the region, focusing on innovative and impactful science solutions to environmental challenges. The post is located at the Regional Office for Asia and the Pacific in Bangkok. Specifically, the UNV will contribute to the implementation of project under the sub-programme on environment under review, which aims at strengthening science-based policy-making for increased impact towards the Sustainable Development Goals by assessing key environmental issues and providing focused solutions. The generic approach of the sub-programme will be development of policy response options and solutions for governments and other stakeholders on key environmental challenges and emerging issues at regional, national and local scales, based on integrated scientific assessment of the state of the environment, in conjunction with the driving forces, trends in pressures and their impacts on human wellbeing and environmental quality. The Voluntary National Reviews on implementation of Sustainable Development Goals (SDGs) by more than 20 countries in Asia Pacific revealed that many countries and principal stakeholders are still lack adequate capacity and robust knowledge in the fields of data collection and analysis, scientific assessments, and science-based policy options. The sub-programme activities in the region involve the delivery, communication and outreach of a series of demand-driven regional, sub-regional, national, and sub-national/local thematic assessments which will evaluate key environmental issues and support policy-makers in their decision-making at a range of geographic scales and enable them to engage in a dialogue on proposed policy options and solutions. These activities contribute to several Expected Accomplishments (EAs) of UN Environment s Medium-Term Strategy for Sub-Programme 7 (SP7: Environment under Review), and the SP7 Programme of Work (PoW) biennia The primary Expected Accomplishment, to which this project delivers, is SP7-EA (a): Governments and other stakeholders use quality open-access 15 Apr 2019 Page 2 of 8

3 environmental data, analyses and participatory processes that strengthen the science-policy interface to generate evidence-based environmental assessments, identify emerging issues and foster policy action. Additionally, the activities will also contribute to Expected Accomplishments of other Sub-Programmes, including Sub-Programme 1 (Climate Change), Sub-Programme 2 (Resilience to Disasters and Conflicts), Sub-Programme 3 (Healthy and Productive Ecosystems), Sub-Programme 4 (Environmental Governance), Sub-Programme 5 (Chemicals, Waste and Air Quality) and Sub-Programme 6 (Resource Efficiency). The proposed scientific reviews and assessments of the selected environmental issues will contribute to the development of science-based policies and solutions necessary to achieve Sustainable Development Goals (SDGs) at regional and national levels: 1 (Poverty), 2 (Hunger), 3 (Health), 5 (Gender), 6 (Water), 7 (Energy), 9 (Infrastructure), 11 (Cities), 12 (Consumption), 13 (Climate), 14 (Oceans), 15 (Land), 16 (Justice) and 17 (Partnerships) and their related targets and indicators. Sustainable Development Goals Task description 13. Climate Action Within the delegated authority and under the supervision of Regional Sub-programme Coordinator for Environment Under Review, or his/her designated mandated representative(s), the UN Volunteer Programme Specialist will: Providing Support to the implementation regional components and activities of global projects under SP7: Maintaining regular communications with regional and national partners in the planning, implementation and follow-up of project activities to ensure effective implementation and timely delivery of the projects outcomes; Assisting in drafting SSFA and other legal agreements to support project implementation and delivery of project outputs; Assisting in monitoring the implementation of project activities, and bringing to the attention of Regional Coordinator any technical and/or management issues that require immediate actions; Assisting in preparation of communication and outreach materials on project implementation and outcomes; Assisting in the preparation and submission of relevant reports such as progress report and expenditure report etc. to meet the project manual requirements of UN Environment. Maintaining and updating monitoring table for the implementation of approved projects. Supporting Sub-programme Coordinator in the monitoring, analysis and reporting of the Env under Review Asia Pacific Programme and Projects Portfolio for Alignment with the PoW Preparing and updating Country Environment Review: Preparing and updating Country Environment Review for Asia and the Pacific countries, which is to 15 Apr 2019 Page 3 of 8

4 be used by and/or shared with (1) EnvironmentLive, (2) UN Country Team and (3) Regional Office Team every three-six months; Providing recommendations and suggestions to improve the format and structure the Country Environment Review; and Drafting and finalizing specific review reports as required by the Regional Director. Preparing concept notes on scientific review of emerging issues: In consultation with Regional Coordinators of other six UNEP Sub-programmes, regional and national partners, prepare concept notes on scientific review of emerging issues, in accordance with UN Environment Resolutions and UNEP Programme of Work; Assisting in preparation of communication materials for liaison and consultations with partners and potential donors on resource mobilizations Helping review consecutive drafts of scientific assessment reports and briefs. Others: As assigned by the Regional Coordinator, and/or Regional Director. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs As an active of Asia and the Pacific Office of the United Nations Environment Programme team member, efficient, timely, responsive, client-friendly and high-quality support rendered to Asia and the Pacific Office and its beneficiaries in the accomplishment of her/his functions, including: UN Environment s Sub-programme for Environmeny Under Review is successfully implemented in Asia and the Pacific. The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed 15 Apr 2019 Page 4 of 8

6 Conditions of Service and other information Condition of Service Click here to view Conditions of Service Conditions of Service for International Specialist: The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family Allowance (FA) for those with dependents (maximum three). The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post- Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,631. The VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website For UN Volunteer entitlements, kindly refer to the link In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis. Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and in the event of a permanent reassignment to another duty station. UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements). UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for periodic home visit and for the final repatriation travel (if applicable). 7 satisfactory service at the end of the assignment. UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful candidate. Supervision, induction and duty of care of UN Volunteers UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity support to the UN Volunteer includes, but is not limited to: - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; - All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
