1 Islamic Relief Worldwide Myanmar Country Office POSITION: BASE LOCATION: REPORTING TO: LINE MANAGEMENT RESPONSIBILITIES: Manager Yangon, Myanmar (with frequent field travels) Head of (HoP) Coordinators, Officers, and Technical Staff PURPOSE OF DIVISION: The International Division (IPD) provides the managerial and technical support to IR programme worldwide. Through capacity building, technical and programme support, the IPD keeps the organisation focused on the socio-economic and humanitarian needs of vulnerable people. The division reinforces IRW s implementing structure to enable these people and their communities to develop themselves sustainably, and ensures that the organisation is prepared to respond promptly and effectively to humanitarian crises and development needs. The division increases the organisation s ability to tackle poverty by developing and fostering partnerships and institutional relationships effectively and proactively, and by ensuring transparent and timely reporting to the organisation s donors. JOB PURPOSE: 1. Oversight and ensuring the effective implementation of humanitarian and development programmes, with a clear focus on strengthening gender equality and the resilience of affected populations 2. Managing and leading the programme team to enable them to deliver high quality programme, including project monitoring and evaluation, and building the capacities of staff of IR Myanmar and local partners; 3. Ensuring compliance with policies and processes of donors and IRW, including providing regular reports and communications; 4. Networking with external partners, particularly government authorities, UN clusters, INGOs, local NGOs, implementing partners, etc.) for effective programme design and delivery; and 5. Participation in the development of regional and country s programme strategy 1

2 Structure of International Division (IPD) CEO International programmes External Resoruces Division (ERD) Human Resources & Organisational Development Finance and Services UK Middle East, Global Giving and Waqf Structure Country Office Country Representative Finance Admin, Logistic & Procurement MEAL Coordinator - Development Coordinator HD KEY WORKING RELATIONSHIPS Reporting to the Head of and having regular internal contacts with the country team, including finance, technical experts, M& E, procurement and logistics Liaising with external stakeholders including government agencies, UN clusters, INGOs, local NGOs and other stakeholders Having regular contact with local implementing partners for programme coordination, monitoring and evaluation, and most importantly, strengthening their capacities KEY OBJECTIVES: To be responsible for the overall implementation and monitoring of IR Myanmar humanitarian and development programmes, managing programme staff and strengthening their capacities, staff, ensuring that programme deliverables and results are achieved efficiently and effectively, in coordination with relevant stakeholders and in compliance with the policies and processes of donors and IRW. 2

3 KEY ROLES/RESPONSIBILITIES AND ACCOUNTABILITIES The Manager is accountable to fulfil his/ her roles and responsibilities in line with IRW s code of conduct, values and principles, and to report to his/her line-manager regularly on the basis of annually defined key performance indicators (KPIs). Development, Implementation and Management (at least 60% of time) 1. Lead the developing of timely and good quality CNs and proposals based on the country strategic plan, result-based management approach and ensuring the programme meets Islamic Relief Worldwide Quality Standards and International Codes of Conduct 2. Establish work plans, set performance targets, and identify and resolve challenges 3. Manage the programme team s outputs, solve resource conflicts, assure quality inputs and solve problems, bottlenecks and other issues 4. Make key decisions in relation to the programme implementation, programme quality assurance and address problems that might arise during the implementation 5. Manage the programme team to ensure proper logistical procedures are followed during project implementation. 6. Lead the preparation and monitoring of the programme budget, working closely with the Finance to ensure appropriate budgeting, effective financial and budgetary control of the programmes according to IRW s policy and procedures and corrective measures are taken to address over/under spends in the project budgets 7. Lead the timely submission of high quality reports to HQ and donors in compliance with donor guidelines and processes 8. Coordinate the conduct field visits and project reviews to assess needs, monitor and evaluate projects implementation as per plans and donor requirements; 9. Lead in drawing up phase out strategies of programme to ensure sustainable intervention impact 10. Ensure that extensive input into the development of IRMM programme standards, processes and systems are provided in consultative manner. Management (10%) 1. Lead the recruitment of programme / project staff, manage their performance objectives and assess their performance in fulfilling those objectives through IRW standard review processes. 2. Manage the programme team, ensuring that they are working efficiently and effectively to adhere to the requirements of the programme and that the programme outputs are of the highest standards. 3. Facilitate team building across the programmes, Islamic Relief Myanmar and the wider organization and ensure they have clear objectives and receive meaningful feedback on their performance. 3

4 4. Lead the capacity building of the programme team of IR Myanmar and local implementing partners to increase their competence on quality programme delivery. 5. Assess staff through the performance review process, assess with the staff their performance in fulfilling those objectives. 6. Provide support to the Head of and Country Representative to make sure that security guidelines are updated and in place. Networking and Coordination (10%) 1. Build and maintain relationships with relevant external stakeholders in the programme areas, including participating and representing IR Myanmar in relevant UN Clusters, government and INGO for efficient and effective programme delivery and advocacy; 2. Liaise and coordinate with government authorities, organizations and agencies operating in the programme areas to ensure quality programme development and delivery. PERSONAL SPECIFICATION ESSENTIAL: It is essential that the post holder show a good understanding and sympathy towards the Islamic values and principles as well as commitment to Islamic Relief Worldwide s vision and mission including the following experience, skills and qualification; Experience Overall programme / project management, including planning and trackings Demonstrated capacity to engage effectively at operational level with government, UN, NGO's and other stakeholders Experience of conducting or guiding monitoring, evaluations and learning (MEAL). Understanding of the international humanitarian and development sector with a focus on integrated programming, participatory planning, and local institution capacity building Financial management, budgeting, and budget vs. actual expenditures analysis Risk assessment and management Capacity building and organisational development of programme staff and partner organisations Broad knowledge and understanding of Islamic principles as they apply to humanitarian/development issues Skills Good interpersonal skills including the ability to listen, sensitivity to diverse social, cultural, political, faith and gender perspectives Good organisational skills and knowledge of support service management 4

5 Ability to represent, liaise and negotiate at different levels (national, provincial and local) with a variety of stockholders Excellent proposal and report writing skills in English An ability to work under pressure with limited supervision and in complex environment Knowledge and or familiarity with the country/region Excellent written and spoken English. Some knowledge of the local language will be an added advantage. Working knowledge of Microsoft Word and Excel Qualifications A Master degree in international development, humanitarian assistance, social science, or any other relevant discipline. DESIRABLE Experience Experience of working in Myanmar or any other similar complex context Skills Working experience in int l positions Experience of working in consortium Knowledge of Burmese Knowledge of local laws and culture PERSONAL QUALITIES Aptitude for quickly grasping new technical concepts Ability and motivation to travel within the country 5
