2 Context To improve standards of living of the poplation and to introdce holistic approaches that will promote a sstainable socio-economic development and environmental protection in the repblic of Maritis. Areas: Social protection; Social Hosing; Social Inclsion and commnity development; Access to edcation and skills development, health, Living Standard and food secrity; Employment and sstainable livelihood/economic opportnities for the most vlnerable grops inclding people with disabilities; Women empowerment and feminization of poverty; Yoth economic empowerment; Access to services, inclding, electricity, water, sanitation, transportation, ICT facilities; Environmental protection and its link with Social Integration

3 Preparation A press commniqe informing abot the setting p of the Marshall Plan Unit, also reqesting sbmission of memoire etc. from the pblic, NGOs/CSOs, private sector organisations/fondations etc. The stakeholders were given more than one months to sbmit their memoires Pre-mission meeting with JEC, NCSR and MACOSS Review the relevant government docments and pblications, data from Statistics Maritis, internationally available data (HD, poverty data and trends, MDGs reports, UN, etc.

4 Mission Rigoros and participatory approach to encorage maximm participation from different stakeholders (local commnities, government instittions, private sector and other national and international socioeconomic actors) to gain in-depth nderstanding of the Maritis context paying particlar attention to different pro-poor Government programs/ schemes. Data collection sing primary and secondary sorces. This inclded open-ended discssions with varios partners; interviews with vlnerable grops, civil society, private sector, Officials of government instittions etc. Stakeholders met: PMO MoFED Several Line Ministries and Implementing Agengies CSO JEC NCSR MACOSS DCP Stakeholder Workshop

5 The Plan Articlated arond 39 actionable and costed proposals, framed within 11 sections. Initiatives in the areas of social protection, employment, social hosing, edcation, health, environment and eqity in service delivery, inclding with a focs on Rodriges, have been designed to address poverty and ineqality. The plan devises an approach tackling the root case of exclsion throgh a commnity-based approach to service delivery. Promoting gender eqality and greater opportnities for yong people are themes integrated throghot the plan. A plan for all citizens. Fll realization will reqire a complex interplay of actors and actions. Its sccess will depend notably on i) mobilizing society to spport the plan, and exploring a new social compact to redce poverty and ineqality adopting sond implementation arrangements and strengthening pblic instittions refocsing the National Empowerment Fondation redefining CSR from Corporate Social Responsibility to Corporate Sstainability setting a clear poverty line to identify the poor and neediest.

7 Social protection for social inclsion Establish a Rs. 1.3 bn Marshall Plan Social Contract Scheme to alleviate poverty and promote empowerment Progressively replace Social Aid with a new Marshall Plan Social Contract (except for specific categories) Integrate other existing empowerment programmes into the SRM Establish NEF social workers as mentors for beneficiaries of Marshall Plan Social Contracts and other social schemes Recrit social workers at NEF to limit the nmber of families per social worker to 150 families maximm Address nder-coverage of least developed areas by opening two additional Social Secrity Offices Set p a mobile technology to redce costs, modernize and improve otreach and access to information on social programmes Institte monitoring and evalation of social protection programmes delivered via SRM

9 Giding principles for the Marshall Plan Commnity Scheme s selec:on of commnity proposals Priority will be given to proposals that demonstrate the following: Commnity ownership: the commnity is the principle recipient of the MPCS fnds and owns the fnding proposal Capacity: the commnity and its partners have the capacity to implement the ac<vi<es otlined in the proposal Plralism: proposals are sbmi=ed by a partnership of government and non-government actors Coordina<on: proposals inclde evidence of coordina<on amongst government and non-government actors Sstainability: the proposal shold contain an exit strategy Reslts: the proposal shold state clear and measrable expected reslts and a lean and par<cipatory (ci<zens engagement) monitoring framework

10 Employment Enhance access to training and placement opportnities for the poor Set p a social enterprise incbator Encorage inclsive procrement so that at least 5% of procrement comes from small vlnerable bsiness enterprises and cooperatives Introdce pblic works programmes to create employment and skills enhancement opportnities for low-skilled workers and long-term nemployed Promote social inclsion and cohesion throgh jobs

11 Social Hosing Introdce hosing sbsidy payments to complement direct spply of dwellings Set p joint decentralized offices for NEF and NHDC Accelerate the dismantling of asbestos hosing in the pockets of poverty

12 Edcation Introdce a School Completion Premim to be paid to children from poor backgrond as an incentive to complete secondary-level edcation Increase the participation of vlnerable grops in technical and vocational edcation and training Implement commnity-based early childhood care and edcation services in pockets of poverty Establish Commnity Schools to promote emotional, physical and creative learning

13 Health Increase access to mobile clinics in pockets of poverty for yoth-friendly and stigmafree health care services Pilot a Yoth Peer Edcation Network in pockets of poverty to break social barriers
