1 Organizational and Aspects of Project Planning and Implementation Dr. Paul Pilon World Meteorological Organization (WMO) Chief, Hydrological Forecasting and Water Resources Division

3 Functions of the Regional Centre To provide effective coordination among WMO,HRC and s. To host high performance servers to run CARFFG model and allow access to participating countries for CARFFG products, to receive real-time data from various sources (e.g., in-situ data from GTS, QPF from meteorological limited-area models), To establish data transfer tools via secure ftp to exchange data between s and HRC, To maintain CARFFGS hardware and software with the support of HRC, To monitor routinely the availability of the CARFGG products, To make routine regional hydrometeorological analysis and regional hazard identification, To validate local and regional products, To provide daily guidance from a regional perspective, To facilitate regional training in cooperation with WMO and HRC.
4 Functions of the NMHSs To have good cooperation and contact with RC, To set up a team to monitor daily the CARFFG system for their own respective country, To prepare flash flood watches/warnings/alerts when it is considered necessary and disseminate them to respective national agencies including emergency management, To provide historical data to the CARFFGS developer, HRC, through RC during the development phase, To provide real-time in-situ data to RC in six-hour interval, To participate in regional and long term training, To provide training to local duty/shift forecasters build local capacity to use the products in daily forecasts, To cooperate with national agencies e.g., disaster management, water management, and agriculture to introduce flash flood guidance products, To prepare case studies for flash flood events and conduct verification studies and distribute the results to RC and HRC.
5 Project Steering Committee (PSC) WMO s HRC RC USAID Project steering committee will consists of delegates from WMO, RC, s, Hydrologic Research Center and USAID such that each will be represented with one delegate. On the other hand if deemed necessary, additional experts/representatives might attend the PSC meeting on an ad-hoc basis as required. WMO will work with PSC members in coordination and steering of the project.
6 COMMUNICATION (proposed) Available communication channels shall be open between Regional Center and s because operational performances of the system depend on, among others, to exchange of knowledge, ideas, information, data and products. Lack of communication may not only cause interruption of the services but also decrease in the quality of services.
7 Common Principles Data providers remain owners of data, Equal, non-hierarchical access to data and information generated by the project for project partners and beyond where applicable as per WMO Resolutions 25 (CG-XIII) and 40 (CG-XII), Services provided by Technical Development Partner (HRC) and the Regional Centre are of an Advisory Nature, Full responsibility for national guidance and warning services remain with the NMHSs.
