1 JOB CLASSIFICATION DESCRIPTION DUNN COUNTY SECTION I: GENERAL INFORMATION Position Title: Conservation Planner-Water Quality Immediate Supervisor: Conservationist Employee Group: Non-Management Job Summary: Department: Environmental Services Date Created: 8/93 Pay Grade: 117 FLSA Status: Non-Eempt Date Revised: 03/20156/2012 Job Code: Under the direction of the County Conservationist, the Conservation Planner - Water Quality is a professional position is within the physical and natural sciences focused on the management of the water resources of Dunn County. The purpose of the position is to use programs, policies, technical standards, data, and research to identify water resource issues and use management tools, practices and social skills to manage those issues. responsible for developing soil and water conservation plans, nutrient management plans, and providing information and assistance to landowners, special interest groups, and the general public regarding conservation methods and other issues. SECTION II: ESSENTIAL DUTIES AND RESPONSIBILITIES (The following duties are considered representative of the relative nature and level of the work. These are not to be construed as eclusive or all-inclusive. Other duties may be required and assigned.). 1. Provides information and assistance to landowners regarding soil and water conservation problems; assists landowners with implementing conservation plan requirements; serves as resource for other agencies regarding soil and water conservationdevelops and implement a wide range of programs to provide information, education, technical and financial assistance to landowners, citizens, special interest groups, and local governments that implement the surface and ground water goals identified in the Dunn County Land and Water Resource Management Plan. 2. Responsible for Ddevelopsing and implements information and, education, and implementation program for regarding the State Runoff Management and Performance Standards and Prohibitions. 3. Performs physical investigations of water resource areas to gather data for problem solving, Investigations may include conducting topographical surveys, soil/site evaluations, collecting water samples, determining stream discharge rates, evaluating riparian habitat, measuring ground water levels, etc., 11 pt Page 1

2 6. Responsible for all aspects of project management for assigned projects. Assists induties include contract/agreement development and eecution, cost estimates/bidding, design, site showing, project oversight, project as -built certification, payment verification/certification of financial payments, records management, and completing project reports. 7. Develops, designs and installs water conservation demonstration and research plots to present new concepts and technology to the community for evaluation. 8. Serves as a resource for other agencies regarding water conservation issues. 9. Develops and maintains a surface and ground water database. Coordinates activities with crop consultants, agronomists, machinery dealers, students, landowners, and others to promote the adoption of conservation objectives; works with various special interest groups as requested. 3.Develops resource conservation plans to assist landowners in meeting FPP/FSA/DATCP/NRCS requirements. 4.Performs physical investigations of resource areas being reviewed to gather data for problem solving; maintains documentation on parcels and participants in the Farmland Preservation Program Manages Dunn County Island and Carryville Savannah State Natural Area.Responsible for planning and development of a wide range of grant applications as assigned. 6.Develops, designs, and installs conservation demonstration and research plots to present new concepts and technology to the community for evaluation., Numbered + Level: 1 + Numbering Style: 1, 2, 3, + Start at: 1 + Alignment: Left + Aligned at: 0" + Indent at: 0.25" Conducts on-site visits with landowners to determine current compliance status with all applicable County, State, and Federal requirements and provides technical assistance and guidance to bring landowners into compliance. Determines eligibility for federal environmental quality programs and cost share assistance. 8.Enforces compliance with County, State and Federal program requirements Performs surveys for dams, diversions, stream crossings, and other structures; develops simple engineering plans for waterways, stream crossings, contour strips, etc. Facilitates, coordinates and conducts public meetings and training sessions as necessary for division and department programming initiatives. 10.Supervises contractors during construction and certifies that completed projects meet required design specifications. 11.Develops and approves nutrient management plans. 12.Issues surface mine reclamation permits. Collects fees and determines financial assurance amount(s) Performs other duties of a comparable level/type, as required. DEGREE INFORMATION: Type of degree: (B.S., M.A., etc.) Bachelor s Degree Major field of study or degree emphasis: year college 2 years college 3 years college 4 years college Natural Resource Management, Land Management, Soil Science, Agronomy, Biology, Geology, Hydrogeology, FifFsheries and Water Resources,AConservation, Agriculture or related field 1st year graduate level Essential knowledge and specialized subject knowledge required to perform the essential functions of the job: 2nd year graduate level Doctorate level Relevant laws, rules, regulations, guidelines and ordinances that pertain to soil/water conservation, surface mine reclamation and land management planning, shoreland and flood plane zoning, or other essential functions of the job. Knowledge of scientific method and eperimental desoign. Principles, concepts, trends and best management practices of natural resource conservation. Soils, agronomy practices/concepts, nutrient management concepts/principles, farm management practices. Fundamentals of engineering, surveying and planning practices as it pertains to water conservation, plans, practices and activities. Surface water data collection, evaluation, management and presentation. Ground water data collection evaluation, management and presentation. GIS and land records management concepts and technology. Knowledge of computer operation and the use of general office productivity software and specialty software/applications utilized by the department. Fundamental understanding of governmental funding sources for conservation programs and farmland preservation programs. Working knowledge of and ability to use models. Required Work Eperience in Addition to Formal Education/Training:. Requires a reasonable about of a minimum of 3 years eperience inprevious resource management, water resources management, fisheries, crop consulting or related eperience, or any combination of education and eperience that provides equivalent knowledge, skills and abilities. LICENSE/ CERTIFICATION Identify licenses/certification required: Valid WI driver s license or evidence of equivalent mobility. 4 PERFORM THE WORK Civic organizing disciplines and skills needed to achieve water quality goals. Knowledge of lake-related water quality concerns, riparian best management practices, identification of aquatic plants, wetland functions and values. Establishing and maintaining effective working relationships with, department heads, landowners, engineers, state agencies, school districts, the general public, special interest groups, and County personnel. Ability to communicate comple issues in simple terms and easy to understand ways in sometimes stressful situations. Group presentational skills and public speaking. Operating equipment computer keyboards, survey equipment, GPS equipment, vehicles, and other equipment as necessary. Persuading, consulting, advising, eplaining and working with landowners, representatives of other agencies and the public over conservation programs, requirements and needs. Formulating, planning and establishing soil/water conservation plans and nutrient management plans. Reading, understanding, interpreting and applying statutes, ordinances, engineering plans, funding program requirements and administrative rules and guidelines as they pertain to soil/water conversation programs and departmental activities. Using and applying soil surveys, soil maps, aerial photos, engineering drawings and designs in the performance of the job. Writing routine reports and correspondence. Speaking and making presentations before public groups.
