2 In addition, the following specific supervision arrangements will apply: The JPO will report directly to the Recovery Specialist who will ensure guidance, learning and regular access to constructive feedback and engagement. Duties, Responsibilities and Output expectations Under the overall supervision of the Recovery Specialist, the JPO will support the work of UN Women Jordan in the thematic areas of humanitarian action (HA), recovery and resilience. In doing this, the JPO will perform the following duties: 1. Coordinate knowledge management (knowledge-building and -sharing) for UN Women in the area of HA, recovery and resilience, including: a. Support enhanced regional knowledge base on HA, recovery and resilience, including by analyzing regional trends and key national-level priorities, successes and challenges related to gender equality, as well as by supporting UN Women led coordination of national stakeholders; b. Ensure adequate documentation and monitoring of programme implementation, results, lessons learned and promising approaches in supporting gender equality in HA, recovery and resilience; c. Facilitate and contribute to South-South knowledge-sharing and dissemination within and beyond the region, through meetings, capacity building workshops, publications and online and other communications; d. Support preparation of project/programme field visits and missions related to HA, recovery and resilience. 2. Support programme development, including through: a. Undertake sectoral and/or programme analysis work as required, potentially including the drafting and preparation of briefing notes/concept papers; b. Identification of areas for support and interventions within the thematic/sectoral areas assigned c. Support the monitoring of expenditures under programs/projects, and support adherence to regular financial controls of the programs/projects; d. Work with partner organisations (including grantees) to implementing office guidelines and agreements to mainstreaming gender considerations and promote the advancement of women within projects and programmes. 3. Partnership Building, including: a. Contribute to the development and strengthening of networks and forge partners at national, state, county and community levels with government, key women s organizations, UN agencies and bi-lateral development partner organisations b. Participates in relevant networks, committees to advocate and lobby for the attainment of women s rights and gender equality. c. Participates in UN interagency meetings and processes, as requested by the Recovery Specialist. 4. Perform other functions as and when required. Qualifications and Experience Required Education and Work Experience: Master s Degree in a relevant social science field (gender and development, economics, sociology, public policy) Work Experience (at least 1 to 2 years relevant work experience): Preferably 2-3 years experience in related field. Previous research and program work experience is preferred as well as on social, economic issues, MDGs and conflict-sensitive recovery work. 2

3 Experience in project development and implementation, monitoring and evaluation, including report writing. Understanding of post-conflict context. Proficiency in Arabic is desirable. Training and Learning As part of the UN Women JPO programme overall framework, the JPO will benefit from the following training and learning opportunities: Participation in a two-week long Programme Policy and Operations Induction Course in New York within the first 3 to 6 months of assignment Use of yearly JPO duty-related travel and training allocation (DTTA), as per the online DTTA guide Other training and learning opportunities, as presented in the UNDP JPO Orientation Programme In addition, the JPO will benefit from the following specific training and learning modalities/opportunities in the receiving office. Upon completion of the assignment, the JPO will have / be able to: Training components: The JPO will gain substantive portion of her/his learning and training from hands-on work including: Attending events and participating in UN Women organized/supported events. Participating in meetings and sessions to review and evaluate programmes, strategies, policies and to develop concepts and proposals. Team brainstorming sessions to develop and carry out projects and advocacy activities. Getting to know national platforms, programmes and resources. Carrying out monitoring and follow-up on specific projects. Learning elements: The JPO will have expertise on women s economic empowerment and rights in Sudan, particularly in areas of policy and programming. The JPO will be able to effectively advocate for the integration of women s rights issues in economic policy and programmes and aware of tools to accompany advocacy efforts. 3

4 S/he will be able to contribute substantively to policy work and undertake rigorous gender analyses in the areas of women s economic empowerment and rights. S/he will gain in depth knowledge of UN Women s approach to promoting gender equality in humanitarian action and women s economic empowerment and rights. S/he will have opportunities to see policy implementation through active engagement with UN Women s programme teams at the country level. The JPO will be familiar with and be able to apply planning and monitoring and evaluation frameworks. S/he will be aware of requirements of different donors and reporting formats. The JPO will be able to appraise and prepare UN Women project documents. S/he will develop the ability to prepare monitoring and assessment reports and other key programmatic documents S/he will acquire negotiation and representation skills. Background Information Information on the receiving office: UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action. It provides strong and coherent leadership in support of Member States priorities and efforts, building effective partnerships with civil society and other relevant actors. UN Women is also increasing its engagement in humanitarian response through interagency collaboration. UN Women in Jordan focuses on supporting the Government of Jordan in responding to the impact of the Syrian crisis. This is done through direct humanitarian interventions aimed at supporting refugee women and girls, in addition to longer term resilience interventions. UN Women s office in Jordan is staffed by 17 national staff and 2 international staff, in addition to a number of consultants. Family / Non-family Duty Station means that you are not allowed to bring any family members: Family Duty Station Living conditions at the Duty Station: The Hashemite Kingdom of Jordan operates under a parliamentary system with King Abdullah II as the official Head of State. The religion of the majority is Sunni Muslim, with a Christian minority. Relations between these two groups are historically relaxed. Jordan economically faces many challenges, and has been greatly affected by the impact of the current Syrian conflict. The local currency is the Jordanian Dinar (JD) with the exchange rate averaging around JD 0.708=US$1.00. Jordan is considered a stable country with a very low crime rate. While the Government does not provide housing for UN staff, the standard of living is high in parts of Amman. There is a considerable offer of apartments in Amman, furnished as well as unfurnished. The price of a one-bedroom apartment starts from 250 JD. All consumer goods are readily available in the supermarkets although the imported articles are costly. Amman has sport facilities, restaurants, shopping areas and car rental agencies. All of the modern day conveniences are 4

5 available and commonly used (Electronic banking, Internet, faxes, satellite, etc.). Health facilities and services in Amman are excellent. The climate is moderate, with temperatures in the summer averaging between C and 5-12 C in the winter (these temperatures are for the Amman area). There is a low rate of humidity in Jordan, with any rainfall occurring during the months of November-March. Dress code is optional, with the exception of beachwear and shorts (for both men and women) which is not usually considered appropriate outside of the home. In both the public and private sector, women play an active role in the economy and are, generally, highly educated. Yet, they comprise only 16% of the labour force. While women are present in the service sector, they are not often present in highly placed positions. Women have the right to vote in Jordan and are active in the public sector. General Information: Title: Programme Officer Humanitarian Assistance Sector of Assignment: Humanitarian Assistance Country: South Sudan Location (city): Juba Agency: UN Women II. Supervision: Name of Supervisor: Lansana Wonneh Title of Supervisor: Programme Specialist Content and methodology of supervision: The JPO will work under the overall guidance of the UN Women Country Representative in South Sudan but will be directly supervised by the Country Office Humanitarian Team Leader. The JPO is expected to be able to work independently with significant levels of autonomy and responsibility in his/her work but will be in daily contact with his/her supervisor through the course of his/her work. This will be complemented by regular structured meetings on a weekly basis between the JPO and the supervisor. Work planning and feedback sessions will be in accordance with UN Women s Results and Competency Assessment (RCA) processes: a) Performance Planning an annual results-based work-plan periodically adjusted; b) Mid-year review; c) Year-end appraisal; and d) Informal discussions throughout the year. Learning and training opportunities for the JPO will be identified and supported to facilitate his/ her professional development.

7 III. Duties, Responsibilities and Output Expectations: (Please include percentages for each duty. Describe briefly the main tasks specific to this assignment and output expectations during the first and second year of assignment) Support to programme coordination (30%) Maintain regular contact with the humanitarian programme s Field Coordinators in the sub-offices and with implementing NGO partners for exchange of information regarding progress in project implementation; Contribute to the preparation of project/programme documentation and monitoring of implementation - results, lessons learned, donor reports and research briefs; Support planning of project/programme field visits and missions; major meetings and preparing agendas and briefing documentation, and undertaking such field visits as required; Participate in relevant humanitarian cluster meetings and inter-agency planning processes contributing inputs on behalf of UN Women South Sudan as per its coordination humanitarian mandate and as per the obligations of UN Women as humanitarian implementing agency in South Sudan. Providing feedback to Country Office Management from the clusters and inter-agency planning processes. Support to programme Delivery (40%) Assist in overseeing the programme delivery by the sub-offices and implementing NGO partners, ensuring effective use of resources and compliance with UN Women rules and procedures as well as with donor or fund requirements; Respond to requests from UN Women colleagues in the field offices and key inter-agency and partner staff for information, inputs, and coordination assistance to enhance programme delivery in the field. Liaise with the various units in the UN Women Country Office to ensure timely delivery of programme resources to field locations in areas of responsibility; Assist in ensuring visibility of the Donor(s) and UN Women in programme locations and among stakeholders including beneficiaries, Participates and supports capacity building efforts for partners; Contribute to the preparation of programme/ project-related technical deliverables including research briefs, donor reports, M&E guidelines, indicators, presentations. Assist in local capacity building through organizing training and knowledge sharing events targeting local government authorities, NGO partners and community members; Partnerships (15%) Contribute to the development and strengthening of networks and partnerships at national and state with government, UN agencies and NGOs; Work closely with other staff to sustain collaborative relations and building capacity opportunities with local government authorities, international and local NGOs, UN agencies, civil societies,

8 beneficiaries and other partners providing humanitarian assistance to IDPs and host communities in the target geographic areas of UN Women s humanitarian intervention; Resource Mobilization (15%) Contribute to the efforts to leverage additional resources for the Country office Humanitarian Assistance Programme through participation in the development of concept notes, briefs, PowerPoint presentations, and project proposals / documents, identifying potential sources of funds; IV. Specify what subjects will be taught in the course of the orientation briefing upon JPO s arrival at the duty station) Core elements of the learning plan: Upon arrival, JPO will learn about UN Women s mandate and guiding normative framework. She/he will also be introduced to the work undertaken in both the Country Office and in the area of Humanitarian Assistance to Internally Displaced Women and Girls in particular. In first three months he/she will be given hands on exposure to the work of the Country Office; In first six months, he/she will be guided in supporting and subsequently playing key roles in implementing the Country Office s Humanitarian Assistance Portfolio, under the close supervision of the Deputy Country Representative, and in collaboration with other staff members working in the office. In the two years the JPO will gain extensive hand s on experience and/or exposure to: the design of programmatic interventions, in response to the needs of women and girls displaced by conflict and impediments to gender equality and women s empowerment in South Sudan; ii) gain in-depth knowledge about the Country Office support for women political leadership and participation, economic empowerment and rights, eliminating gender based violence and; in facilitating women s participation in the ongoing South Sudan peace negotiations. During the 2 years the JPO will be mentored and provided with periodic feedback, aimed at identifying and addressing learning needs to ensure their professional development. The JPO will also be exposed to the work of UN Women corporately and will be encouraged to attending external meetings, conferences, high-level events, field missions and training workshop, in line with responsibilities assigned.

11 VI. Background Information: A total of 1.8 million people have been displaced by the ongoing crisis in South Sudan; of this total, 100,000 are living in cramped unsuitable Protection of Civilian Sites (PoCs) and a further 1.4 million are in unofficial spontaneous settlements. The humanitarian response has struggled to provide adequate basic services and protection to increasing needs of affected communities, particularity female headed households. Furthermore, the already meagre resources of host communities are close to exhaustion as they try to meet the additional needs of the displaced spontaneous settlements suddenly in their vicinity. Inevitably, in a context where practitioners struggle to provide minimum humanitarian response standards, it is the most vulnerable, including women and girls, who are suffering the most. In the IDP settlements, without appropriate services to hand, women and girls are at heightened risk of GBV by having to undertake mundane household tasks off-site (such as collect water, gather firewood and mill sorghum). Without the means to earn additional household income on site, women and girls are further economically marginalised and have to resort to risky behaviour such as transactional sex to secure funds to support themselves and their families. UN Women South Sudan is implementing a 2 year project as part of its humanitarian assistance programme- in response to the needs of displaced women and girls impacted by the ongoing conflict, and their host communities. The project, which is co-funded by the Government of Japan, is a continuation and expansion of UN Women s 8 month pilot-response project started in 2014, and focuses on filling critical gender gaps in the ongoing humanitarian response activities in South Sudan. Over the two year period (April March 2017), the programme will enhance resilience and wellbeing among women and girls in 4 IDP settlements and their host communities through: improving access to livelihood opportunities; and preventing/ reducing GBV against women and girls in the target communities. In addition, it will strengthen the capacity of the Ministry of Gender and Humanitarian Affairs, and other international and national humanitarian actors, including the coordination system (especially the HCT and the Cluster system) to ensure that gender equality and women s empowerment needs and rights are adequately and sustainably integrated into the ongoing and all future humanitarian response and recovery strategic plans and programmes. UN Women in South Sudan has been working on the ground since 2011, implementing long term development programs particularly; Women's Leadership and Participation; Women s Economic Empowerment; Violence against Women and Girls and Women's engagement in Peace and Security. With the widespread displacement of civilian population that has been associated with the ongoing armed conflict in South Sudan since December 2013, the Country Office adjusted it programmes beginning in 2014 to also address the humanitarian needs of the conflict impacted women and girls. There are a total of 18 staff currently working in the UN Women South Sudan Office with five ( 5) being international staff various backgrounds; the remaining 13 are national staff. The JPO will

12 work closely with the humanitarian team that is presently comprised of 5 staff members. Additional 4 new staff members are expected to join the Country Office by end of July 2015, and 3 of the new staff will work on Humanitarian Assistance Programme.

General Information: Title: JPO - Office of the Deputy Executive Director Sector of Assignment: Executive Support Country: USA Location (city): New York Agency: UN Women II. Supervision: Name of Supervisor: Title of Supervisor: Special Assistant (P4) in the Office of the Deputy Executive Director Content and methodology of supervision: The JPO will work under the overall guidance of the Deputy Executive Director and under the direct supervision of the Special Assistant of the Deputy Executive Director. The JPO will have regular meetings with the Supervisor and other members of the team on topics of direct relevance. The JPO also will participate in the regular staff meetings of the Office of the Deputy Executive Director where follow up on the agenda and priorities for the week work plan are decided. At the beginning of the assignment, a negotiated work plan will be developed, and will detail expected outputs and success indicators over the reporting period. Informal feedback will be provided on permanent bases and formal written feedback after three months and then twice yearly. (Describe in detail type and manner of supervision, e.g., timing and number of meetings with supervisor; feedback sessions on performance against established work plan) III. Describe briefly the main tasks specific to this assignment and output expectations during the first and second year of assignment) - Stay appraised of the schedule of the Deputy Executive Director and liaise with UN Women s sections to ensure to ensure the preparation of bilateral meetings and events for her, including through the request and coordination of briefing notes, talking points and background documents. Ensure that the requested documentation received from relevant divisions is available in a timely manner, and properly formatted, including for official missions; - Support the preparation of key events by liaising with organizers to define the details of the Deputy Executive Director s participation. - Support the office in the preparations of DED s official missions by liaising with the organizers in the event for her participation and with the Country or Regional offices or other relevant partners. -

14 - Support the Office of the DED in the review of incoming and outgoing correspondence and refer it to appropriate units/officers. Provide inputs for the responses as requested. - Draft and/or review substantive correspondence as well as meetings notes, notes for the file and presentations prepared by others. - Support the office of the DED in ensuring timely follow-up to the DED directives, including the effective dissemination of pertinent information to senior management and other relevant staff at Headquarters and in other offices. - Follow up and provide substantive and logistical support to strategic initiatives led by the Deputy Executive Director, including intergovernmental initiatives and partnership-building efforts. - Undertake research, including statistical research, as required for documents and reports to constituent body sessions including the Commission on the Status of Women and the Executive Board. - Undertake research and support the coordination of special projects on key thematic issues pertaining to gender equality and women s empowerment led by the office if needed. - Undertake research for substantive inputs required by the Deputy Executive Director and/or the Special Assistant, including for the preparation of concept notes and briefing notes of different projects/activities undertaken in the office; - Review and edit official documents for accuracy, formatting and alignment with the Deputy Executive Director s priorities; - Further develop and update the intranet webpage for the Office of the Deputy Executive Director - Work with colleagues to ensure that all relevant speeches of the Deputy Executive Director are uploaded and accessible on UN Women s public website; - Update and manage informational, administrative systems, contact lists, files and records;. Resource Mobilization Support (30%) Assist the Legal Adviser in providing legal advice, assistance and support concerning UN Women s resource mobilization activities, including the preparation, review and negotiation of UN Women donor and partner agreements, and the preparation of standard forms of contracts for use by UN Women. 2. Background Information: UN Women operates in Western and Central Africa Region through the Regional Office in Dakar, which supports 7 Country Offices (Senegal, Cameroon, Côte d Ivoire, Nigeria, Mali, Sierra Leone and Liberia) as well as countries where UN Women has only programmatic presence (Cape Verde, Ghana, Guinea Bissau, Niger and Mauritania). In West and Central Africa region, prior to end-2009, the scope of the then UNIFEM Sub-Regional Office (SRO) to support evaluation-related work in the region was relatively limited. With UN Women s new regional architecture, UN Women appointed a full-time Regional Evaluation Specialist as of August Within the framework of the Evaluation Policy, evaluation in UN Women is a comprehensive function that reinforces accountability, learning and oversight in order to support management decisions and enhance programme effectiveness on gender equality and women s empowerment. UN Women Evaluation function in Western and Central Africa Region is aimed at ensuring the organizational learning and its accountability to communities, member states and the donor community in order to better contribute to achievement of gender equality and women s empowerment. Preparation of documentation, statistics, reports and logistical support of a high standard. Development and review of job descriptions for UN-Women positions. IV. Qualifications and Experience: Education (only Master s degree or equivalent): (Indicate Master s degree or equivalent in specified development-related discipline, and desired emphasis, if applicable) Advanced degree in human resources management, social sciences, or relevant discipline. Fluency in English is required. Working knowledge of another UN language would be desirable. Learning Expectations: Upon completion of the assignment, the JPO will have / be able to Apart from mandatory trainings, the HR Analyst would be expected to participate in several courses including training for competency based interviewing, and human resources development, as well as attend at least one professional development activity outside of the UN system in New York, focused on strategic recruitment/human resources.
