5 Page 5 xecutive Director of Finance and Resources ABOUT US CIH was formed in 1916 and granted a Royal Charter in For more than a century our purpose and the passion that drives us have remained. We are here to maximise the contribution that housing professionals make to the wellbeing of communities, working to transform the lives of the most vulnerable in society. We aim to give everyone working in housing the advice, tools and knowledge they need to deliver decent, affordable homes in a thriving, safe community for everyone. CIH is a registered charity and not-for-profit organisation. The money that we make is put back into the organisation and funds the activities we carry out to support housing work - last year we reinvested 11 million into the sector. We have 120 staff working across several UK offices and beyond. In 1864, Octavia Hill had an aim - to make lives noble, homes happy and family life good. This is still our aim today. We are a membership organisation with a diverse membership of people who work in both the public and private sectors, in 20 countries on five continents across the world. We speak with an independent voice to influence governments across the UK and in other nations where we have a membership base.

7 Page 7 xecutive Director of Finance and Resources terrie alafat CB, Chief xecutive Terrie joined CIH in April 2015 from the Department for Communities and Local Government, where she was director of housing. She has worked in the civil service since 2003, covering various housing policies including homelessness, supporting people, affordable housing and housing supply. Before moving to the UK 30 years ago she was involved in educational research and evaluation in Chicago schools. She started her career in the UK in social services policy development at a local authority and she was director of housing and corporate strategy at Kensington and Chelsea until 2002, before moving to the Government Office for London where she was responsible for housing and local government. I think what bonds us as housing professionals is a passionate belief about housing s potential to improve people s lives, strengthen communities, help vulnerable people and contribute to improving the economic and social health of our society. Our vision at CIH is of a housing system that works for everyone, and right now we have a very long way to go. Millions of people do not have access to a decent home they can afford. We have got to get more homes built and we have to ensure they are the right kind and in the right places. So as an organisation and as an industry we need to make sure we are clear about what works and what doesn t, and that we understand the impact of policies on our communities. Our strength is being able to advise on the impact of policies, to point out why things aren t working but also to suggest how things might work better. When it comes to delivering good housing we have little chance of getting it right unless we get things right on the front line. That s what motivated me to join CIH the opportunity to lead an organisation charged with ensuring that our profession is equipped to deliver better housing.

8 Page 8 xecutive Director of Finance and Resources Gavin Smart, Deputy Chief xecutive Gavin started his career as a researcher at the School for Policy Studies at the University of Bristol and spent five years at the then Office of the Deputy Prime Minister, heading up the high demand housing markets research team. Before joining CIH he worked for the National Housing Federation as assistant director for research and futures. CIH provides evidence based and authoritative expertise on policy and practice across the housing industry. Our views are strongly informed by the expertise and experience of our members my job is to work with the policy and practice team to harness that creativity and energy and use it to make the case for the best possible policy framework for housing and to ensure we give practitioners the information and knowledge they need to do their jobs to the very best of their ability. Ultimately, our aim is to ensure our housing system works for everyone we want everyone to have access to a decent, affordable home in an area that works for them. We also want to make sure housing professionals have the tools they need to do their jobs every day. The best thing about working for CIH is having the opportunity to make a real difference to people s lives - both housing professionals and the people who depend upon their good work and the vital products and services they provide.

9 Page 9 xecutive Director of Finance and Resources judy waugh, executive director of Membership & ducation Judy spent two years as head of membership at the Royal Town Planning Institute and was previously a consultant on management and leadership for the not-for-profit sector in Australia. Previous roles include chief executive of the Finance and Treasury Association and she has also worked in policy for the Australian Government. Professionalism is about behaviours and values, not just knowledge. It s being able to operate in a context that takes into account the broader issues around you, making ethical decisions based on sound judgement. If you re a CIH member it gives the people around you the confidence that you stand for something, whether that s your employer, the people you work with or the people you look after. CIH s growth strategy is about making sure what we re offering is relevant to changes in the industry environment we are not going to grow if we re not delivering what people need. That s why we re talking to members, carrying out qualitative and quantitative research and searching out feedback from our regional boards, our online forums and our courses. We re talking to employers about what they want from their employees and working closely with organisations around the UK and internationally. There is so much I love about my job it s so rewarding being able to help people achieve the best they can in their career. Working in the housing industry is also very rewarding because the people involved are very impressive they are doing something they believe in. My top three priorities are getting the CIH member offer right, making sure that anyone who wants to become a chartered member has a clear pathway they can follow to get there, and ensuring our regions are resourced to deliver a quality offer for all members.

10 Page 10 xecutive Director of Finance and Resources annie mauger, executive director, devolved nations & republic of ireland Annie joined CIH as executive director of the devolved nations and Republic of Ireland in February 2015, after four and a half years as the chief executive of the Chartered Institute of Library and Information Professionals. She s working to transform member services and promote the value of professionalism across Scotland, Wales, Northern Ireland and the Republic of Ireland, and she is a passionate campaigner and advocate to governments and policy makers, making the housing sector s voice heard. Annie is also part of the executive team at CIH and has a role to play across the organisation in strategic leadership and representation. After a career in local authorities for 15 years, she became chief executive of a government agency, in From 2008 she worked as a consultant to charities and public sector bodies and as chief executive of a charity for asylum seekers and refugees. Annie is from Jersey, Channel Islands. Based in dinburgh, Annie leads the team in Scotland to support and engage with members and stakeholders but also has a much wider role, leading the teams across the devolved nations and the Republic of Ireland in delivering member services and providing advocacy and policy engagement with four different governments. Housing is a devolved matter and devolution has created very different policy environments in each nation. Teams across the devolved nation offices work to ensure that members are kept informed, politicians are aware of our views and that consultations by each government are responded to, driven by the needs of members and the public interest.

As part of the executive team, to support the chief executive to deliver the organisation s targets and strategic objectives 2. To develop, implement and review a financial strategy for CIH. 3. To ensure efficient and effective management of the corporate operations and resources of CIH, leading in particular its financial, IT, and HR strategies to support the delivery of corporate objectives. 4. To improve business performance management, financial strategy, organisational development, change management, risk management and deliver excellence. 5. To oversee the organisation s compliance with legal and regulatory requirements. 6. To ensure effective relationships with key subsidiaries (Housemark; ConsultCIH) working with the xecutive Team to manage these relationships. Main Functions: Corporate 1. As a member of the CIH executive team, contribute to the development and delivery of CIH s Corporate Plan and lead the development and delivery of the operational plan and budget for the Finance and Resources Directorate. 2. Develop effective partnerships and relationships with key stakeholders in support of our corporate plan objectives. 3. Drive efficient and customer focused performance across the team, creating an effective performance management framework with the active participation of senior team members. 3. nsure that CIH is both compliant and customer focused, developing a strong performance and results culture and capability within the team. 4. nsure CIH s resources (120 staff working across several UK offices with annual turnover of around 11 million) are appropriate for the challenges facing the organisation. 5. Set the strategy for the organisational budget, and establish and manage directorate budgets. 2. With the governing board and executive team set the CIH s long term financial strategy, and have executive responsibility for overseeing its delivery. 3. nsure robust financial controls, reporting and cash flow management are in place to provide assurance to the governing board and members on the appropriate use of the charity s funds and the development, maintenance and management of reserves. 4. nsure excellent financial and annual reporting of performance to the governing board and members 5. nsure full and effective financial compliance including formal relationships and filing of information with the Charities Commission and Office of the Scottish Regulator.

HR and Organisational Development 1. Manage the relationship and contract with the outsourced provider. 2. 17 Page 17 xecutive Director of Finance and Resources PRINCIPAL TRMS AND CONDITIONS executive DIRCTOR OF FINANC & RSOURCS 1. Salary: c. 80,000 per annum, paid monthly. 2. Annual leave: 25 days per year in addition to public holidays. 3. Pension: CIH offers membership of a defined contribution stakeholder personal pension plan. (Continued membership of an LPFA approved scheme may be available to existing LPFA scheme members). 7. Relocation: Reimbursement of relocation expenses may be offered where appropriate at the discretion of the chief executive. 8. Working hours: Normal hours of work for a full-time position are 35 hours a week, Monday to Friday. This is a permanent position but for the right person we will consider a part-time arrangement or secondment. 4. Benefits: Occupational sick pay scheme: full pay in accordance with eligibility guidelines. 5. Private medical scheme : Membership of a scheme is offered as a free benefit to employees with options for additional family cover (subject to income tax regulations). 6.
