2 About Us The North East Local Enterprise Partnership (LEP) and RTC North are working together to help deliver a key component of the North East Strategic Economic Plan. As the delivery organisation for the Scaleup North East project, RTC North want to recruit the A team to unlock the potential of the North East s most progressive businesses. Scaleup Partners will be the change agents of the region- if you are a dynamic person who gets a kick from working with dynamic businesses to unleash their true potential, you should apply for this role. We also need a Programme Director, to hold everything together and who has the skills and commitment to manage a 7million programme. Please get in touch if you think you are that person.

3 Job Description Position: Reports to: Salary: 50 to 60k 1. Job Purpose Programme Director, Scaleup North East Chief Executive, RTC North The postholder will be required to provide overall leadership of the Scaleup North East programme. This will include managing the delivery team, overseeing the achievement of key outputs, including quality and impact, programme reporting, liaising with delivery partners and other key stakeholders, and working in close partnership with the North East LEP Business Growth Board and the Scaleup North East Advisory Board. 2. Specific Responsibilities (performance targets will be set for each) Programme Leadership To provide effective leadership and management for the Scaleup North East programme, with lead responsibility for setting the strategy for the overall programme in consultation with the North East LEP and the Scaleup North East Advisory Board To recruit, lead and develop a high performing programme delivery team and, in particular a cohort of highly experienced Scaleup Partners To build and maintain a network of Scaleup Solution Providers who can provide specialist support to SMEs participating in the programme via revenue and/or capital grants awarded through the programme To build and maintain a network of Scaleup Champions who will act as advocates, ambassadors and spokespeople for the programme To build and maintain partnerships with key stakeholders based both in the in the North East (e.g. universities, regional government bodies and business support providers) as well as nationally (e.g. the Scaleup Institute, BEIS, Innovate UK, DIT) To work with the RTC marketing team, with the North East LEP and with other stakeholders in the region to market the programme to SMEs and key stakeholders in the North East LEP area, through events, PR, social media, etc. To work in partnership with the North East LEP to source and analyse SME data in order to generate a target list of both existing and high potential scaleup businesses To work with the Scaleup Partners, the RTC marketing team, the North East LEP and with other stakeholders in the region to generate SME prospects for participation in the programme, through direct contact with high potential scaleup businesses, through marketing campaigns and through the mobilisation of a network of referral partners.

4 Financial Management To manage the programme budget to ensure that the outputs of the Scaleup North East programme are delivered to budget and on time and to ensure that funding is fully drawn down and revenue and capital grant funds are fully deployed Programme Reporting To oversee delivery of programme outputs, both in terms of quality and impact To provide regular reporting to RTC s internal Executive Team, the Scaleup Advisory Board and the North East LEP on programme performance To work with the Scaleup Advisory Board to agree and implement remedial actions if outputs are not being achieved 3. Reports The postholder with manage a team of Scaleup Partners, each of whom will be responsible for recruiting and providing expert support and guidance to a portfolio of both existing scaleup businesses as well as businesses with scaleup potential The postholder will also manage a dedicated Project Manager, Marketing Co-ordinator and Grant Manager and will draw on additional specialist resources within RTC (finance, market research, IP management, event management, digital, etc.) 4. Skills and Experience Required 4.1 Core skills Proven ability to manage complex projects and to meet demanding targets without compromising quality, ideally in a business support environment Well-developed people management skills, with demonstrable ability to manage teams of experts who may have more experience in their specific areas of specialisation than their line manager A willingness to take the initiative and to apply sound decision making Excellent written and oral communication skills, with the ability to articulate the scaleup agenda to businesses, to partner organisations and to the media First class interpersonal skills, with the ability to build and leverage networks Capable of working under pressure Flexible and adaptable in coping with changing priorities Proven analytical and problem-solving capabilities Excellent relationship management and customer service skills

5 4.2 Specialist skills Familiarity with the North East business landscape and its economic challenges A first hand understanding of the key challenges facing scaleup and potential scaleup businesses in the region Knowledge of business support networks within the North East A high level of commercial and financial literacy 4.3 Experience Likely to be a graduate, ideally with a post-graduate business qualification and/ or a project management qualification A successful senior manager with at least 10 years experience of working within industry and/or consulting across a range of sectors and disciplines Experience of working with both SMEs and larger businesses, ideally with direct experience of the demands associated with scaling a business A strong personal business network within the North East Experience of working with the public sector is desirable but not essential This is a full time, permanent post and may include other duties not specified above as stipulated by the Chief Executive of RTC North Limited.
