3 Welcome Letter from the Chief Executive Officer Claudia Harris Thank you for your interest in the role of Director of Marketing and Communications for the Careers and Enterprise Company. This is an exciting opportunity to join the Senior Leadership Team of an organisation that aims to radically improve careers and enterprise support for all young people. This is the moment for a sustained reshape of the careers and enterprise system. Seismic shifts in the world of work mean we need to think again about how to help young people transition from education. The Gatsby Foundation and Education and Employers Taskforce have laid out a clear blueprint for what is needed. Young people need encounters with the world of work and higher and further education to bring the world of work to life; information about how the curriculum links to careers and about the labour market; and support making a plan that links to their strengths and passions. Executing against this modern and dynamic blueprint cannot be done in isolation. It requires thousands of people from schools, colleges, employers and careers and enterprise providers working together it requires a movement. In our first two years of operation we have started work to make this blueprint a reality and support this growing movement. We have built a national network to make it easier for schools, colleges, employers and service providers to work together. We have launched investment funds to ensure the best careers and enterprise programmes reach those who need them the most. And we have underpinned our work with research on where need is greatest and what works best. We are delighted to be working with almost half of secondary schools and colleges in England through our network. Leaders in these schools and colleges work with our Enterprise Coordinators and Enterprise Advisers to build careers and employer engagement plans and ensure all young people have inspiring encounters with the world of work. The world of business has embraced our mission. 1,600 senior business leaders, 60% at CEO or senior manager level, have volunteered to provide employer connections and strategic support to headteachers as Enterprise Advisers; many thousands more are working to deliver inspiring work encounters directly to young people. Local engagement is key to our success and we are now working with every Local Enterprise Partnership in the country to build this network. Our 100 professional and trained Enterprise Coordinators work locally across clusters of 20 schools and colleges while sharing best practice up and down the country. We have funded over 100 outstanding careers and enterprise programmes to expand in areas of the greatest need and have also leveraged over 15million in match funding from other funders, allowing more young people access to inspiring encounters. To be truly successful we need to shift the dial on our campaigning, helping everyone to understand the system we are building and their role in it. 4 The Careers and Enterprise Company why we exist The youth unemployment rate currently stands at more than 560,000. There are jobs but young people are struggling to get them. This is despite the fact there are 750,000 vacancies, around a quarter of which are skill shortage related. Connections between education and employers can make a huge difference. A young person who has four or more encounters with an employer is 86% less likely to be unemployed or not in education and can earn up to 18% more. However, in only 40% of schools are young people having even one encounter with an employer a year. Thousands of schools, colleges, employers and providers are putting huge efforts into addressing this and investing millions of hours and pounds in it every year. But efforts are evaporating because they are not well linked up. We are creating a system of support that allows schools, colleges, employers and providers to invest efficiently and effectively in young people. We continue to grow our national Enterprise Adviser Network which connects schools and colleges with employers. Our investment funds enable the best careers and enterprise activity programmes to reach those who need them the most, and our ongoing research ensures that everything we do is underpinned with evidence of what works. A plan tailored to an individual s needs and supported by guidance Our starting point is encounters. We are committed to working with others to create a network that delivers these encounters and helps schools and colleges build careers and enterprise activities aligned with best practice. 6 Job Description and Specification Director of Marketing and Communications Location: Reporting to: Central London CEO Direct Report: 2 Term (Temp/Perm): Salary range: Permanent Competitive Overview The Careers & Enterprise Company is an employer-led organisation that has been set up to inspire and prepare young people for the fast-changing world of work. Its role is to act as a catalyst in the fragmented landscape of careers and enterprise, supporting programmes that work, filling gaps in provision and ensuring coverage across the country. In its first year of operation it has focused on improving links between employers and schools and colleges. It has established a network of coordination (Enterprise Adviser Network) across England in partnership with Local Enterprise Partnerships, with over 100 full time Enterprise Coordinators, each working with clusters of 20 schools and colleges. More than 1,600 school and colleges are now part of the network nearly 50% of all secondary schools. We have over 1,400 Enterprise Advisers - business volunteers who have signed up to provide counsel to individual schools and colleges. The purpose of the Enterprise Adviser Network is to create powerful, lasting connections between local businesses and the schools and colleges in their area. The Company has committed to investing 20m in proven programmes to connect schools and businesses, unlocking a further 15m in match funding. Funding is primarily directed to geographic areas in the country most in need of support the 'Cold spots' and 450,000 young people will benefit. Christine Hodgson, chairman of Capgemini, was named as chairman and it was established as a CIC, independent of government. Other board members include Lord Young, former Enterprise Adviser to the Prime Minister, Steve Holliday, former Chief Executive of National Grid plc, Brian Lightman, former General Secretary of ASCL and Dame Julia Cleverdon DCVO, CBE, Vice President of Business in the Community and Special Adviser to The Prince s Charities. The company is led by Claudia Harris, CEO and former partner at McKinsey.

7 Role Summary The Director of Marketing and Communications will report directly to the CEO and be a crucial member of the senior leadership team. You will need to be a highly experienced thought leader in this space and have the ability to seize the MarComms agenda with vigour, tenacity and economy. In the first two years of our operation CEC have focused on delivering and proving impact and we are widely recognised to be successful: -We are now in half of all secondary schools -We bring in 15m of cash match funding -We lead thinking and research in this space -We are endorsed by the Business and Education Select Committee -We are supported by an Ambassador group that unites leaders of the largest business bodies within the leading education unions As the organisation develops further, we need to raise our profile outside of our immediate field, with employers, schools, colleges, stakeholders and across Whitehall. The future focus is going to be on raising our brand awareness and winning the airwar This role will help to develop CEC as the one stop shop for all careers and enterprise related matters at a National level and the MarComms function is central to this goal and a core strategic function of the business. As a social enterprise that is publicly funded, we will never have a huge budget to spend on this function and you will need to be adapt and have the ability to deploy our powerful assets network, our ambassadors, our research and board to good effect. You will be a born campaigner, with technical communication ability, media handling and marketing expertise. You will establish, own and deliver our strategic internal and external marketing and communications strategy, that positively affects understanding, engagement and commitment of our employees, stakeholders, and partners. Key Responsibilities Develop and lead the implementation of the marketing and communications strategy, including the execution of marketing campaigns, events, digital marketing, and PR. Evolve the Company s brand to ensure the brand and identity have maximum impact and resonance with the Company s key stakeholders and reflect our values (ambitious, innovative, collaborative, trusted and effective). Develop a robust marketing and communication plan that the regional Local Enterprise Partnerships can use consistently and which adds value to their work. Shape and develop a strong and dynamic team to deliver the strategy and objectives of the marketing and communications team. Work closely with the company s stakeholder leads (e.g. education, government and business relationship managers) by providing them with appropriate marketing and communications tools, materials, and presentations to achieve their objectives. Manage day-to-day activities across the full marketing mix, including brand, social media and press, ensuring the optimal balance between in-house provision and external resources. Provide robust evaluation and reporting of all marketing activity against the budget and ensure it is aligned to the overall business strategy. Be a thought leader for all marketing and comms activity and champion excellence and ambition in all activity.

8 Manage the company s digital channels, including the website and social media, so that programmes optimize the Company s social media profile and impact. Determine projects which should be completed internally and externally. Manage relationships with outside vendors as necessary. Drive continual process improvements and implement best practices to manage projects efficiently. Manage complex contract negotiation and work with legal counsel as required. Be the driving force in the development of the work ethic, culture and values of the Marketing and Communications function. Through personal example, establish the style and approach which meets overall company values and expectations. Undertake ad hoc projects and activities to support the company s overall aim of preparing young people for the world of work. Job Specification Qualifications & Experience required: Ability to create and deliver an effective brand and marketing campaign which results in substantive behavioural change in a stakeholder landscape of scale and complexity. Fully qualified marketing and communications professional with a proven background in managing a marketing & communication function in a fast-paced environment or start-up. Ideally, both private & public sector experience including a track record of managing and engaging marketing & media agencies. Previous experience of managing and inspiring teams. Experience of allocating funds in the most efficient and impactful way, for example in managing agencies, and determining the most appropriate blend of in-house and outsourced resources. Ideally, background in digital, social media and brand strategy. Ideally, background in both B2B and B2C. Skills & Core Competencies: Highly creative, energetic, strategic, and analytical, with strong problem-solving skills and a high degree of commercial acumen. Strong relationship management, strategy development, project management, problem solving and change management skills. Determined and tenacious, persistent and focused on the end results. A team player who is collaborative, proactive, and good at building relationships and teams. An excellent communicator with good interpersonal skills, confident working with individuals at all levels. Good at influencing, driving impact and delivering substantive change. Pragmatic and adaptable, with the ability to deal with ambiguity and overcome obstacles to delivery. Professional and positive approach, self-motivated Dynamic with the ability to work on own initiative. Exercises a high degree of tact and diplomacy.

9 Terms and Conditions This is a permanent appointment for a Director of Marketing and Communications. Remuneration An attractive remuneration package is on offer, consisting of: a competitive salary a pension package a benefits portal Location This potholder will be based at 2-7 Clerkenwell Green, London, EC1R 0DE. While remote working is possible, this post is largely office based. Restrictions Annual Leave None There will be 25 days annual leave paid, as well as the closure period between Christmas and New Year, which is given in addition to annual leave. Plus, eight days public holiday. We also allow staff to take 5 volunteer days a year.
