1 ADVERTISEMENT FOR VACANT POSITIONS The Public Procurement Regulatory Authority (PPRA) is established under the Public Procurement and Asset Disposal Act, The Authority s mission is To facilitate access to procurement opportunities through enabling regulations that fosters value for money for national socio-economic development. Towards this end, the Authority is seeking to recruit results oriented professionals to fill the following vacant positions. 1. Principal Corporate Communications Officer, REF: COM/4/2016 (1 Position) Basic salary Ksh 133,000 x 13, ,000 x 14, ,000 House Allowance Ksh 55,000 Commuter Allowance Ksh 15,000 Job Descriptions and Specifications Reporting to the Corporation Secretary/Head of Legal & Corporate Affairs,the duties and responsibilities of the Principal Corporate Communications Officer will be to develop and deliver effective communications between the Authority and its internal and external audiences through a range of channels, including media relations, campaigns and publications; managing stakeholder engagements; coordinating all public outreach and awareness programs; events coordination; managing protocol and providing professional advice and support to the Authority s departments on all communications and public relations matters. The ideal candidate should meet the following requirements: Bachelor s degree in mass communications or its equivalent from a recognized institution; Nine (9) years relevant experience in corporate communications; Ability to maintain confidence and trust regarding sensitive issues; Current membership to the Public Relations Society of Kenya. A master s degree in communication or its equivalent will be an added advantage. 1

Senior Legal Officer, REF: COM/5/2016 (1 Position) Basic salary Ksh100,000 x 10, ,000 x 12, ,000 House Allowance Ksh 45,000 Commuter Allowance Ksh 12,000 Job Descriptions and Specifications Reporting to the Corporation Secretary/Head of Legal & Corporate Affairs, the duties and responsibilities of the Officer will include to provide legal advice to the Authority; prepare and review contracts; review, advise and make recommendations on new legislation, rules and regulations; ensure legal, statutory and contractual compliance, carry out legal research on issues affecting the Authority; ensure effective representation of the Authority in court matters; carry out comprehensive analysis of evidence gathered in the course of investigations and prepare legal reports and briefs; and assist in Board Secretarial duties. The ideal candidate should meet the following requirements: A Bachelor s degree in Law; Post graduate diploma in legal studies; Registered as an Advocate of the High Court of Kenya with a current practicing certificate; Served for a minimum period of six (6) years in legal practice; Ability to maintain confidence and trust regarding sensitive issues. Membership to the Law Society of Kenya Possession of qualifications as a Certified Public Secretary (CPS) will be an added advantage. 3. Compliance Officer II, REF: CO/7/2016 (2Positions) Basic salary Ksh 65,000 x 6,500 91,000 x 7, ,000 House Allowance Ksh 30,000 Commuter Allowance Ksh 10,000 2
3 Job Descriptions and Specifications Reporting to the compliance manager, the duties and responsibilities of the officer will include assisting in relevant data capture and analysis; maintenance of data on mandatory reporting requirements such as direct procurement and disposal to employees; termination of procurement process; publication of contract awards; and annual procurement plans. For appointment to this position, a candidate must have: At least three (3) years relevant experience; A bachelor s degree in purchasing and supply management, commerce, economics, law, business information technology, engineering or a related field; A professional diploma in purchasing and supply or its equivalent from a recognized institution; Ability to maintain confidence and trust regarding sensitive issues; Current membership to the Kenya Institute Of Supply Management (KISM). Candidates are expected to have taken as part of the training essential courses with adequate exposure, content and depth in negotiating and contracting in procurement and supply; cost reduction and timescales; legal issues in procurement and supply; procurement planning, risk management and data analysis. Those with experience in e-procurement will have an added advantage. 4. Senior Compliance Officer, REF: CO/5/2016 (1 Position) Basic salary Ksh100,000 x 10, ,000 x 12, ,000 House Allowance Ksh 45,000 Commuter Allowance Ksh 12,000 Reporting to the manager, compliance, the Officer will handle diverse procurement issues in respect to the nature of technical goods, works and related services such as conducting performance audits for works; provide technical expertise, support and advice to procuring entities on matters related to procurement of works and building construction; assisting in preparation and review of standard bidding documents for works; review reports on variations involving technical works and related technicalities warranting variation approvals. In addition, the officer will be expected to initiate and coordinate partnerships and collaborations with 3
4 relevant technical specialized agencies, including where related services may need to be outsourced. For appointment to this position, a candidate must have: At least six(6) years experience in supervising works projects such as, construction of roads, bridges, irrigations works or other relevant areas A bachelor s degree in building economics/quantity surveying, civil engineering or their equivalent from a recognized institution; Been registered with the board of Registration of Architects and Quantity Surveyors of Kenya as a quantity surveyor; Certificate/transcript in MS Office suite; Must be a person of integrity, demonstrate excellent interpersonal skills and be a team and Ability to maintain confidence and trust regarding sensitive issues. A professional diploma in purchasing and supply will be an added advantage. All employees are also entitled to the following benefits: Membership to Pension Scheme whose contributions levels are Employer 20% and Employee 10% of Basic Salary respectively. Insurance covers on Medical Benefits (Self & family), Group Life, Group Personal Accident covers and WIBA. NOTE: Clearance from the above institutions will not be criteria for short listing of candidates. However, short listed candidates will be required to provide evidence of clearance during the interviews.
