Each year, hundreds of young leaders from Canberra s public sector gather together for a powerful one day development program specifically designed for emerging leaders. Over the past six years the conference has assisted hundreds of public sector managers to deliver increased value in their roles and prepared them for future advancement. Utilising insights and advice from inspirational speakers, conference participants will be better able to manage both their professional responsibilities and their key stakeholder relationships. Surpassing the mere transmission of theories, the conference will equip young leaders with the ability to adapt to a demanding work environment, instil the confidence to step up and provide the vision to guide other employees towards peak performance.

Conference aims and objectives Teaching new leaders how to become great leaders and get results Improving efficiency by giving young leaders the confidence to make decisions and drive positive outcomes in their workplace Exposing young leaders to the big picture of public sector business Ensuring a future of strong, informed leadership within the Australian Public Sector Audience The conference has been developed for public sector employees ranging from aspiring people managers through to developing young leaders. Delegates will come from a diverse range of federal, state and local public sector organisations across both metropolitan and regional locations. The event is aimed towards emerging leaders who are aspiring, transitioning and developing. Young leaders is not defined by age as such but attendees include a mix of those who are in early-career leadership/management roles, or more generally those who aspire to progress in their careers and may currently be in formative, co-ordinator or team leader positions. The conference will also be suitable for anyone interested in the future strength of the public sector or any individuals wanting to improve their own personal work efficiency. About the organiser The Australian Public Sector Young Leaders Conferences are hosted by the Australian School of Applied Management (ASAM). James boasts extensive experience across diverse industries, such as banking and finance, mining and minerals, retail, FMCG, professional services and all levels of government. James has worked with executives and senior managers in more than 15 countries throughout Asia, the Middle East and Australasia. He has both worked and consulted across all key business functions and is an accredited practitioner in Baron EQi, MBTI, Human Synergistics LSI / GSI, HBDI and various 360-degree assessments. He also holds a double honours degree (Engineering/ Economics), a graduate diploma in Business and Applied Finance and is a full member of the International Coaching Federation.

5 CONFERENCE AGENDA Wednesday 27th April 2016 Rydges Capital Hill, Canberra 9:00-9:10 Welcome and opening comments James Yorston ASAM, Senior Facilitator & Executive Coach 1: UNDERSTANDING DIVERSITY AND THE VALUE OF DIFFERENCE 9:10-9:40 09:40-10:30 DR JILL CHARKER Deputy Secretary, Corporate Group, Department of Immigration and Border Protection Dr Jill Charker is the Chief Operating Officer and Deputy Secretary of the Commonwealth Department of Immigration and Border Protection. Prior to this role, she was Chief Executive Officer of ComSuper, a statutory authority within the Australian Government which provides superannuation administration services for Australian Government superannuation schemes. She holds a PhD from Griffith University, and a Class 1 Honours degree in psychology, majoring in statistics. In addition, she has completed an Executive Masters degree in Public Administration through the Australia and New Zealand School of Government (ANZSOG). She is a graduate of the Australian Institute of Company Directors, and a Level 2 qualified executive coach through the Institute of Executive Coaching and Leadership. The first session of the conference explores the concept of diversity the wider the range of perspectives you have in the team the better its ideas, and in most cases, the better the results. A critical part of a leader s role is creating an inclusive environment, learning how to get the best out of each member of the team and turning differences into strengths. During this session participants will explore their own behavioural preferences and how these may differ from others and then engage diversity as a vehicle to enhance their own leadership capacity. 10:30-11:00 Morning tea 2: BUILDING RESILIENCE AND EMBRACING CHALLENGES 11:00-11:30 11:30-12:30 GEORGE MASRI Senior Assistant Ombudsman, Commonwealth Ombudsman s Office Presently responsible for the Social Services, Indigenous and Public Interest Disclosure Branch. George has also held Acting Deputy Ombudsman position for extended periods. Previous positions have also included Senior Assistant Ombudsman responsibility for Immigration Ombudsman and the Overseas Students Ombudsman functions and also responsibility for the Operations Branch which focused on the Complaints management function of the office. As acting Deputy Ombudsman, also led change management within organisation. Workshop two explores the concept of resilience particularly during challenging times or in highly pressurised environments. Personal resilience is not only about strength through adversity but the ability to grow and adapt as a result of disruption. In this way we learn to move forward stronger than before. Participants are asked to consider resilience at both a personal and strategic level and, through their leadership, build resilience in their teams and manage challenging situations more effectively. 12:30-13:30 Lunch

6 CONFERENCE AGENDA Wednesday 27th April 2016 Rydges Capital Hill, Canberra 3: INNOVATION - THE DNA OF SUCCESS 13:30-14:00 14:00-15:00 AIR VICE MARSHALL TRACY SMART AM Command Joint Health and Surgeon General of the Australian Defence Force Congratulations to Air Commodore (AIRCDRE) Tracy Smart on her promotion to Air Vice Marshal and posting into the dual positions of Command Joint Health (CJHLTH) and Surgeon General of the Australian Defence Force (SGADF) which took effect from December Currently the Director General Strategic Health Coordination/Director General Air Force Health Services, AIRCDRE Tracy Smart will soon become the highest ranked Medical Officer in the Australian Defence Force (ADF). As the CJHLTH, AIRCDRE Tracy Smart is responsible for the provision of health care to members of the ADF and, from the health perspective, the preparedness of the ADF for operations. As SGADF she will be responsible for providing strategic health advice to the ADF and technical oversight of operational health across the ADF. The third workshop of the day explores the importance of innovation. Good leaders are constantly looking to improve the way in which things are done and are constantly involved in a process of innovation and change. Developing these skills for yourself and fostering these skills in your team helps to create a culture rich in original thought. Once innovation becomes part of the DNA of an organisation people become less afraid of change and see it instead as an opportunity to develop new ways to propel the organisation forward. This workshop will explore the imperatives for innovation within any sector and how each of us can contribute to the development of our organisations and communities. 15:00-15:20 Afternoon tea 4: WORKING WITH AUTHORITY, POWER AND POLITICS 15:20-15:50 15:50-16:50 JONATHAN PALMER Deputy Australian Statistician & Chief Operating Officer at Australian Bureau of Statistics Jonathan Palmer is the Chief Operating Officer and Deputy Australian Statistician for the Strategy, Services and Technology Group which provides leadership, strategic advice and the corporate, human resources and information technology services required to support and enable ABS outcomes. Prior to re-joining the ABS in 2012, Jonathan served for nearly six years as the Chief Information Officer with the International Monetary Fund in Washington DC. Jonathan s career has been largely devoted to the effective application of information technology in the field of official statistics. He has held CIO positions with the Australian Bureau of Statistics, Statistics New Zealand and the International Monetary Fund. Jonathan has also had leadership roles in the areas of corporate planning and governance, publishing and dissemination, client services, change program delivery, and technology-enabled innovation. Power and politics are often part of our everyday work experience. Whilst many of us dislike having to work with agendas and political manoeuvring it is all but impossible to operate above the political fray. This final session will allow participants to explore some of the necessary mindsets and skills required to successfully work with authority and navigate the political landscape throughout their professional careers whilst also providing them with some helpful tips and strategies to become politically savvy. 16:50-17:00 Review and closing comments James Yorston ASAM, Senior Facilitator & Executive Coach
