1 REQUEST EXPRESSION OF INTEREST INDIVIDUAL CONSULTANT Scholarships Program for Strengthening Reforming Institutions The Government of Indonesia through Ministry of National Development Planning/BAPPENAS has received loan from the International Bank for Reconstruction and Development (IBRD) loan No.: 8010-IND, and intends to apply part of the proceeds of this loan to payments under the individual contracts for the followings: 1. Project Management Consultant - Reference No.: SPIRITIIC-PMC/14 The Project Management Consultant will lead the team of Consultants and be responsible for overseeing and monitoring the implementation of Scholarships Program for SPIRIT Annual Work Plans, including planning; coordinating; managing; problem solving; and provide information about SPIRIT Program to PAs, so that the prospective participants be given a scholarship fair and equitable opportunities for capacity building. Selection Criteria: Minimum Master's Degree in Management, Business, Education, Industrial Engineering or other related field of study; More than 7 years experience in international or domestic implementation arrangement of scholarships for degree, non-degree program, and education/human resources capacity building management; More than 5 years of working experience in the implementation of scholarships program with the Government of Indonesia; Experience in working in the implementation of scholarship programs with International donors would be an advantage; Strong leadership and proven ability to resolve issues and problems with the Government and maintain a trusting relationship; Excellent proficiency in Bahasa Indonesia and English language speaking and writing skills; Good Interpersonal and Communications skills; Ability to operate Microsoft Office; Demonstrated ability to function as a Team leader and to work collaboratively with other consultants; Excellent report writing in Bahasa Indonesia and English; Ability to meet deadlines; Should be a self starter, highly motivated and adaptable. 2. Information System Officer - Reference No.: SPIRITIIC-ISO/14 (Re-announced) The objective of the assignment is to maintain, manage and improve the current information system for SPIRIT program (called TRANSPAR), to support project management and to ensure that the system becomes intitutionalized and sustainable. Selection Criteria: Minimum Bachelor's degree in Information Technology/Computer Science from a reputable university; At least 7 (seven) years experience in the Information Technology sector including managing, designing, and implementing information system; Experience working with government projects would be an advantage; Excellent analytical, organization and presentation skills particularly with on database management; Good understanding of concept of cloud computing; In depth knowledge of the Caspio database system; Sound knowledge with Javascript, Web programming, Sal database; Should be a-self starter, highly motivated and adaptable; Ability to meet deadlines; Proven communication ability in English and Bahasa Indonesia both verbal and written. 3 TERMS OF REFERENCE PROJECT MANAGEMENT CONSULTANT Scholarships Program for Strengthening Reforming Institutions (SPIRIT) BACKGROUND L Government ofindonesia with the International Bank for Reconstruction and Development, World Bank Group, signed a Loan Agreement to commence the Scholarships Program for Strengthening Refonning Institutions (SPIRIT) with a project period of This scholarship program is developed to support the Bureaucracy Reform initiative in the central government and aims at: (1) improving the agency's human resources through the development of technical, managerial, and leadership skills of civil servants working in the core functional areas of the agency; and (2) improving the internal operating environment through the enhanced ability of these civil servants to implement Bureaucracy Refonn within the agency as well as the impact on organizational culture and processes of sufficient numbers (or a 'critical mass') of skilled and reform-minded staff in the agency. SPIRIT PROGRAM COMPONENTS 3. The SPIRIT program has three components with a total cost estimated at US$ million, all of which financed through IBRD Loan No. 80l0-ID and each component is described below: Component 1: Degree Scholarships Program for Ministry offinance Sub-component L 1: Competitive selection of candidates and provision of pre-departure language training to selected candidates. Sub-component 1.2: Award of scholarships for overseas and joint domestic and overseas (link) degrees to successful candidates in fields relevant to the work of the Ministry of Finance. Component 2: Degree Scholarships and non-degree training. for the Bappenas cluster of Participating Agencies Sub-component 2.1: Competitive selection of candidates and provision of pre-departure language training to selected candidates. Sub-component 2.2: Award of scholarships for domestic, overseas, and joint domestic and overseas (link) degrees and overseas and domestic non-degree training to successful candidates in fields relevant to the work of the respective Participating Agency. 4 The 10 participating agencies coordinated by the Bappenas Project Implementing Unit (PIO) are: 1. Ministry of National Planning DeveloJ>mentlNational Planning Devl!lopment Agency (BAPPENAS) 2. National Civil Service Agency (BKN) 3. Investment Coordination Board (BKPM) 4. Supreme Audit Board (BPK) 5. Financial and Development Supervisory Board (BPKP) 6. National Land Agency (BPN) 7. Ministry of Foreign Affairs (MoFA) 8. Ministry ofhome Affairs (MoHA) 9. National Institute ofpublic Administration (LAN) 10. State Ministry for Administrative and Bureaucracy Reforms (MenPAN) These particular agencies were selected for participation in the program as they are either: (a) key government agencies that are responsible for public sector financial, economic, and human resource management (Bappenas, MenP AN, LAN, BKN, BPK, BPKP); (b) key agencies responsible for improving the investment climate in Indonesia (MoFA, BKPM, BPN); or (c) agencies that are responsible for managing and implementing Bureaucracy Reform (MenP AN, and MoHA). Image 1. SPIRIT Selection Procedures 5. Candidates are selected through a set of eligibility, academic and interview criteria which is indicated in the Project Operating Manual (POM). 6. A maximum of nine (9) months of pre-departure training for PIU Bappenas and five (5) months of pre-departure training for PIU Ministry of Finance, consisting of English for Academic Purposes (EAP), Academic Bridging Program (ABP) and a Cultural Orientation for Participants' Effectiveness (COPE) is provided for candidates, according to their TOEFLlIELTS performance, to equip candidates in university applications and study preparations. Candidates will start applying to universities in this period. 7. Candidates of MoF may apply for Degree Programs (Master Overseas, Master Linkage and Doctorate Overseas). Candidates in the Bappenas PIU may apply for Degree Programs (Master and Doctorate Domestic; Master Linkage; and Master and Doctorate Overseas), Non Degree Programs (overseas internship programs, domestic and overseas ready-made and tailored training, certifications, seminars, conferences). SPIRIT PROJECT DEVELOPMENT OBJECTIVE 8. The Development Objective of the project is to build participating agencies' capacity by (a) strengthening their human resources in core functional areas; and (b) enhancing their ability to initiate and manage reforms. Central to the achievement ofthis PDO is the preparation and implementation ofa good quality Human Capacity Development program (HCDP). 9. These HCDPs provide the framework for agency capacity development and would: Specify the agency's medium term vision and goals, and its strategy for meeting those goals. Identify priorities to improve core business and capacity to reform. Analyze the key competencies and skills needed to achieve these goals of improving core business and of reforming internal processes, and the existing skills gaps (a "needs ~n~i ~_i~"l ToR Project Management Consultant 4

6 ~'" - Define fields of study relevant for the required capacity building. Identify the specific degree and non-degree learning and development programs that would be required. Specify the procedures for reintegrating staff into the organization once they have completed their programs so that their newly acquired knowledge can be most effectively utilized to build capacity and to improve the internal operating environment. SOURCE OF FUNDS 17. The source of funding for the recruitment of the Project Management Consultant is the IBRD Loan 8010-ID. The expenditure will be funded from Category 1 (Goods and nonconsulting services, Consultancies, Training and Operating Cost). OBJECTIVE OF THE ASSIGNMENT 18. The main objective to recruit a Project Management Consultant; he/she will act as a Team Leader for the Project Management Unit (PMU) consisting of Financial Management Consultant, Education and Placement Consultant, Monitoring and Evulation Consultant, Procurement Consultant, who are hired to assist the PCU and PIU Bappenas to implement SPIRIT program in accordance to the guidelines such as the Loan Agreement (LA), Project Appraisal Documents (PAD), Project Operation Manual (POM) and other relevant guidance. 19. He/she will responsible for managing the Individual Consultants to assist the PCUIPIU Bappenas in planning; implementing; coordinating; managing; problem solving, and provide information for the SPIRIT Program, so that the prospective participants be given a scholarship through fair and equitable opportunities for capacity building, as well as maintaining a good management process for throughout the implementation of the project. SCOPE OF WORK PROJECT MANAGEMENT CONSULTANT 20. The Project Management Consultant will lead the Team ofindividual Consultants as follow: a. Financial Management Consultant, whose responsibility is to provide technical advice and support to the PCUIPIU in the management of the financial resources, monitoring financial operations, and undertaking accounting and reporting; and to ensure absolute integrity, transparency, accountability, and efficiency in the conduct and reporting of financial transactions. The financial accounting and monitoring arrangements should facilitate the generation of timely and reliable financial statements for the project and its components following Government and World Bank policies and guidelines; b. Education and Placement Consultant, whose responsibile in the PIU Bappenas and PCU to provide Educational consultancy and support services to SPIRIT participants.--"... Monitoring and Evaluation Consultant, whose responsible in Monitor progress of scholars and evaluate results of training, both for domestic and overseas degree and non-degree programs in the PIU Bappenas and; Monitor progress and evaluate results of the implementation in line with the project development objective. d. Procurement ConsultaI1t, whose responsible to provide procurement consultancy, d~veloping procurement/tender document and support services to the PlU/PCU. e. Information System Officer, whose responsibility is provide IT and Monitoring Consultancy in the design, implementation, introduction and operation ofthe TRANS PAR Database, and to train Bappenas staff for maintaining the database system. 21. and is specifically responsible for the following tasks below: a. Oversee and monitor implementation of the project; b. Resolve routine and temporary problems that occurs in implementation of the project; c. Formulate recommendations for resolve problems and obstacles that may arise which may irripede the implementation of programs / activities in accordance with the schedule set; d. Ascertain that the flow of information from and to the related parties had been effective; e. Provide assistance in the translation of documents, if any, and assisting the process of legalizing the translated documents by a Sworn Translator or by the institutions that has been designated by the relevant university/study program; f. Elaborate LA, PAD, and POM in technical guidance/sop; g. Ascertain that implementation of the project has been in accordance with the LA, PAD, and POM, and with other technical directives; h. Ensuring that the implementation of the project based on Project Development Objectives; 1. Prepare the project progress report (annual, mid term, and final report) for being submitted to the PCV, SC and also World Bank; J. Ascertain the project reports are developed and delivered on time, such as Annual Work Plans, Interim Financial Reports (IFR), reviews to the POM, Annual Progress Report, etc, according to the Loan Agreement and POM. k. Maintain close coordination with the PCU, PIU, PPK, all individual consultants and other firms/consultants such as the PPM, Technical Review, etc; 1. Assist the PCV/PIU to Prepare materials or hand outs for the meeting with the Team of the World Bank, SC, and P A; m. Provide monthly progress report to the PPK and Head of Centre for Planner's Development, Education, and Training, Bappenas as Kepala Tim Pelaksana Kegiatan of SPIRIT; n. Training and Operating Cos\). OBJECTIVE OF THE ASSIGNMENT The general objective of the Infonnation System Officer ("Officer") is to maintain, manage and improve the current information system for SPIRIT (caued TRANSPAR) to support project management and to ensure that the system becomes institutionalized and sustainable. TRANSPAR PROGRESS TRANSPAR Database was built and developed in early 2012 for use on cloud computing database, including writing code to present financial transactions relating to scholarships, students monitoring. keeping track for Human Capital Development Program (HCDP). Currently. Project Implementation Unit {PIU} has incorporated each of the PA'5 HCDP in TRANSPAR. and will continue to update the database following any changes to the HCDPs. The 2014 scholar selection process \vas done using TRANSPAR as the management and monitoring lool that can be accessed through Bappenas Pusbin website: While the 2011, scholars basic data has been well established in TRANSPAR. However, the system needs to become more institutionalized and sustainable.. Further development of the system will include key functions for reporting, requesting and tracking payments, reimbursements as well as the integration of MoF PIU's database into TRANS PAR. SCOPE OF WORK Maintain and update Standard Operating Procedure (SOP) for TRANSPAR ; Make sure that the TRANSPAR system is well used and embedded in the SPIRIT scholarship management processes, in the PIUs. PMU and PAs. Ensure data security. integrity and updateness from the Human Capital Development Plans (HCDP). applications and selections, placements, payments, and re-entry of the program, which acquire active participation and updates from PAs, scholars, and PIU's approval as necessary; Classifying. collating and storing infonnation collected in the TRANSPAR system, for easy access and retrieval; Maintain and improve the current TRANSPAR system to include functions for placements, financial management (requesting and tracking payments, financial forecasting, reimbursements. etc.) and monitoring and evaluation (scholarship recipients reportin!l. project r~!'l0rtil1e,.
