3 Key Result Areas The position of Solomon Islands Electronic Reporting Officer encompasses the following major functions or Key Result Areas: The requirements in the above Key Result Areas are broadly identified below. Jobholder is accountable for 1. Collaborating with relevant staff at MFMR, PNAO, QAC, vessel operators, other service providers and SPC-OFP to coordinate vessel (purse seine and longline) E- Reporting implementation. Jobholder is successful when Electronic information systems for collecting logsheet data are being implemented and used by MFMR. Providing technical support and assistance to vessel operators using ifims industry Android App for purse seine and longline. This includes communicating by , phone, and instant message and/or in person with the vessel operators. Fishing vessels operators are submitting catch logsheets using ifims to MFMR for each trip conducted (port to port). Ensuring that electronic catch logsheets that have been received are processed and validated on time. MFMR Compliance staff are trained and supported in their use of FIMS to confidently review and follow up on outstanding logsheets. Fishing vessel operators not submitting logsheets using ifims are formally reminded of their obligations until electronic logsheets have been received at MFMR. 2. Collaborating with relevant MFMR, PNAO, QAC and SPC-OFP staff to coordinate observer E-Reporting trials. Electronic information systems for collecting observer data are being implemented and used by MFMR. Fisheries observers have been appropriately selected, trained and tasked to conduct FIMS observer ER trials. Fisheries observers are provided continuous technical support during their ER trials. Fisheries observers have been debriefed on their FIMS ER trials. Observer ER equipment is inventoried, secured and maintained according to defined operating procedures. 3. Ensuring that MFMR can readily import electronic observer data into their national MFMR FIMS database system. Up to a maximum of two weeks after the observer arrives in port, in collaboration with the observer coordinator and the observer debriefer, the observer s data is downloaded from the observer s tablet, debriefed and validated accordingly and imported into MFMR s FIMS database. 3

4 4. Assist in ensuring the observer electronic data in also imported into the SPC TUBS database system. Up to a maximum of four weeks after the end of an observer trip, the debriefed data is uploaded from MFMR s FIMS to the TUBS database at SPC. Maintaining communication between MFMR, QAC and SPC to ensure MFMR s FIMS database has been forwarded to the regional TUBS database at SPC on time. 5. Assisting in coordinating future trials of video E-Monitoring on-board longline and purse seine vessels operating in the Solomon Islands. Assistance is provided during Video Electronic Monitoring trials, including collaborating with MFMR, SPC, fishing companies and EM service providers Assisting in coordinating biological sampling and tag recovery projects. In collaboration with the SPC Tagging recovery and biological sampling coordinator and the MFMR observer coordinator: (i) handle and record all tag returns from vessels transhipping or offloading in Honiara, (ii) assist with the collection of data required by filling a tag recovery form. Identify the catcher vessel, provide the fishing period as well as the maximum and minimum latitude and longitude of the fishing area of the vessel, (iii) facilitate rewards at the time of recovery of the tags by contacting SPC Honiara office to pay reward to the finder, in the form of cash amounts as prescribed (SBD80 for conventional tags, and SBD1975 for archival tags) or shirts/caps as provided by SPC and according to the tag finder s preference, (iv) Maintain tag return records in agreed summary format, (v) collaborate with observers, coordinators, debriefers to implement tag seeding, tag recovery and biological sampling (advertise the tagging project by providing posters to observers, provide advices on tag recovery data quality collected by observers) (v) manage the stock of equipment and replenish equipment when necessary (biological sampling kits, tag seeding kits, eskies or foamboxes) (vi) facilitate placement of observers on-board longliners fishing in area which is a high priority for collection of biological samples, (vii) forward payslip to SPC Honiara copied to SPC Tagging recovery and biological sampling coordinator to facilitate payment), to observers undertaking collection of samples on-board fishing vessels (extra SBD81 per day ta sea), with associated catch data, (ix) responsible for the storage of samples in

5 appropriate location within MFMR, and (x) facilitate shipping of samples by cargo or by assisting SPC officers visiting Honiara in packaging the samples for shipment, this also include shipment of samples between Noro and Honiara. 7. Reporting on a weekly and monthly basis to MFMR and SPC-OFP. 8. General collaboration with other fisheries management agencies. Concise weekly and monthly reports are submitted to MFMR and SPC management staff. The Solomon Islands ERO maintains a database of all vessels equipped with ER or EM systems as well as a database of all observers tasked with E-reporting duties. Collaborating with regional and national fisheries management agencies in the region participating in trials and implementation of ER and EM. Notes (i) (ii) (iii) (iv) The above performance standards are provided as a guide only. The precise performance measures for this position will need further discussion between the jobholder and supervisor as part of the performance development process. The job holder will be stationed at MFMR s headquarter office in Honiara, Solomon Islands. Training fishing vessel operators and/or observers on how to use ER equipment shall be conducted at MFMR. It is NOT expected for the ERO to travel outside the office on a routine basis. Travel outside the office may occur occasionally, and will need to be planned well in advance and require the approval of the two supervisors at MFMR and SPC. The E-Reporting officer will facilitate payments with SPC Honiara for tag finders seeking a reward. Once the tag recovery data has been checked and validated, the ERO will produce a payslip and forward it to SPC Honiara who will then be able to issue the payment to the tag finder. A similar procedure will be undertaken to pay observers who have undertaken biological sampling. The evolving nature of ER and EM technologies and subsequent implementation means that the position holder will need to be adaptable to change, including providing support for the implementation of new and emerging ER and EM products and modules. Work Complexity Most challenging duties typically undertaken: Introducing completely new concepts to replace old systems (hard-copy form data collection) in an environment that is typically resistant to change and/or the competencies are lacking. Keeping abreast of changing technologies available in E-Reporting and E-Monitoring systems Establishing and maintaining good working relationships with fishing companies and vessels operators using ER and EM products to ensure electronic data is readily and regularly uploaded into MFMR and SPC database systems. Providing continuous support to fisheries observers conducting ER trials while at sea and when back in the office or in other ports. Establishing and maintaining good working relationships with other EROs and with staff from other fisheries management agencies in the region. Maintaining continuous contact with the SPC Regional E-Reporting Coordinator and MFMR management staff. 5

Essential Qualifications Desirable Completion of secondary education preferable or otherwise demonstrates relevant professional experience. Advanced IT skills: Ability to operate laptops and desktop computer with MS WINDOWS operating system and MS Office products. Ability to operate Android based mobile devices. Experience working with security and compliance systems. Experience providing timely technical support (helpdesk). Experience installing applications. Experience operating database systems (as user). Experience with networks. Ability to work independently and under limited supervision. Excellent written and oral communication skills and ability to report on a daily and weekly basis. Excellent interpersonal skills. Experience managing projects. Ability to provide guidance and/or training and to supervise fisheries observer staff. A general understanding of the technical aspects of E-Reporting and E-Monitoring systems. Adaptable: ER and EM initiatives are likely to diversify and expand in the future and the selected candidate s role and responsibilities will be evolving and therefore he or she will need to be adaptable to change. Ability and/or experience travelling overseas. Experience working in WCFPC Tuna Fisheries and with Pacific Islands countries. Experience working in fisheries observer programs and with observer data collection systems. Experience in coordinating observers, conducting placement meetings and debriefings. 6
