1 EAST ANGLIA S CHILDREN S HOSPICES Job Title: Responsible to: Job Summary: Head of Information Services Director of Finance Responsible for managing both information and information systems within the charity. Takes the Information Governance Lead role for the Charity, reporting to the Senior Information Risk Officer and Caldicott Guardian. Take the operational lead for the delivery and management of information services in the charity. 2. Input ideas and perspectives to support the board in defining longer term goals. 3. Ensure stakeholders have the information and systems needed to support EACH in achieving organisational objectives. 4. Lead the team by supporting them to achieve their objectives expecting high standards of performance and excellent output. 5. Manage the outsourced contract with EACS and all other information service related contracts, holding them accountable for meeting service levels and monthly meetings with their service delivery manager.

2 6. Responsible for the IT, telecoms and network budgets within the organisation. 7. Develop current software product use, advise and design solutions in conjunction with information asset owners. 8. Ensure disaster recovery processes are in place for information systems and processes. 9. Management, completion and submission of the Information Governance Statement of Compliance (IGSOC) demonstrating satisfactory compliance with standards required to connect to the NHS network. 10. Develop EACH Information Technology Instruction Sheets (EITIS) to be used internally within the organisation, providing guidance on key functionality. 11. Recruit and develop IT champions across the organisation to provide local assistance and support to their colleagues and cascade information. 12. Research, identify, resource, recommend, obtain approval and support implementation of new information system solutions which address business issues or development opportunities (eg linking current applications, contactless donation systems, improving mobile access, lone working solutions, rostering, booking systems etc.). 13. Provide Technical input on the development and maintenance of EACH web sites, including selection and appointment of suppliers. 14. Take technical responsibility for all EACH systems, their operation, development or decommissioning when applicable. 15. Ensuring adequate support arrangements are in place for all EACH it systems and contracts. 16. Identifying information technology skills gaps and liaising with the education team to resolve. Providing in-house training where appropriate either directly or through team members. 17. Responsible for the recommendation, acquisition and supply of new IT equipment within the organisation and asset tracking of existing equipment, including three year maintenance and replacement plans. 18. Responsible for software licence management, ensuring that all product is correctly and efficiently licenced. 19. Responsible for the successful management of all information related projects. 20. Ensure all policies related to Information systems are introduced, implemented and updated as required.

3 The management and clinical philosophy of EACH is based on a multi-disciplinary approach. Staff regardless of grade or discipline are required to participate according to this concept. All staff must be sympathetic to, and able to project the philosophy and concept of hospice care. The role of volunteers is integral with the work of EACH, and paid staff are required to underpin this in their attitude and actions. Note: This job description reflects the present requirements of the post. As duties and responsibilities change and develop, the job description will be reviewed and is subject to amendment in consultation with the post holder. 4 EAST ANGLIA S CHILDREN S HOSPICES JOB SPECIFICATION Head of Information Services Essential Knowledge/ Educated to masters degree level or Training equivalent level of knowledge Up to date technology skills, keen to work with new technologies and introduce new systems. Understands the complexities of information governance and ensures that processes, controls and systems are put in place to ensure compliance with legislation and best practice. Experience Managed either outsourced or inhouse Information Technology services to a group of users (>100). Worked with budgets and contract management. Comfortable and experienced in working on multiple projects at any one time, with excellent project management, delegation and organisational skills. Skills & Abilities Understands the importance and use of project management techniques and apply them consistently and Other Requirements thoroughly to project work. Strong communication skills including the ability to understand what information is needed, how to locate it and how to design and implement solutions. Work-focused and takes responsibility for achieving desired outcomes. Committed to continual improvement and therefore continual learning for self and team members. Must have full driver s licence and own transport Desirable Project management qualification NHS/ Hospice experience

5 Additional information for candidates EACH IT Systems EACH currently has an outsourced IT management model. EACS who are based in Huntingdon manage the IT systems on behalf of the charity and provide technical support services including a Service Desk and onsite support. Data is currently held in a London data centre and connected to via Citrix. A recent project to move from Citrix to cloud technologies is well underway and early migrations to Office 365, Exchange online and Software as a Service Solutions are complete. Currently all IT expertise is purchased through the contract with EACS. EACH uses: - Raisers Edge (SAAS, Blackbaud) for fundraising and donor management CRM - Microsoft Nav (Hosted by EACS) for accounting and purchasing - SystmOne accessed through a link to the NHS N3 (TN/HSCN) network - Cascade HR system (SaaS from Cascade) - Ulysees - Incident Reporting System - Allocate Health Suite - Risk Management/Board Assurance Framework - Access-IT Library (Hosted by EACS) book lending system - EProductive (SaaS) - retail gift aid system Also in place or being rolled out are the Microsoft Enterprise Management Suite comprising: Rights Management Software, InTune for mobile device management and Microsoft Multi Factor Authentication. The majority of PC s and Laptops run Windows 10 with a small number still on Windows 7. All 35 sites are encompassed into the EACH MPLS network. Specific Responsibilities Projects currently approved or in progress Complete roll out of Office 365 Project including Intune mobile device management and Microsoft Rights Management. Design and resource supplier to develop SharePoint Online/OneDrive for the transfer of EACH shared drives to cloud storage. Leading a tender exercise to re-provision the EACH MPLS network across 30+ sites and also the transition from N3 to TN and then HSCN. Leading on a project to upgrade Microsoft Navision to latest version. Implementation of VOIP telephone systems in locations with aging telephone network, (supplier identified, project currently in design phase). Provide lead on technical aspects and information analysis of the Raisers Edge Database through the Rasiers Edge Development/ Strategy group (REDs). Continue development of reporting suite for income generation team.

6 Line Management The post-holder line manages of a team which includes: - Information Analyst - Database Manager - Dotted line relationship to SystmOne Manager - And outsourced staff both off and on site supplied by EACS

7 EAST ANGLIA S CHILDREN S HOSPICES EMPLOYMENT DETAILS Head of Information Services Salary: Contract: Hours: Holiday: Sick Pay: Circa 50,000 per annum. This is a spot point and there will be no automatic incremental increases. Permanent Full time 35 working days, including public holidays, in each complete year based upon a 7.5 hour working day. An extra two weeks leave will be given for every five years service completed, to be taken during the course of the following leave year unless otherwise negotiated and agreed in accordance with EACH policy. Linked to length of service. Period of Continuous Service Period of Full Pay Period of Half Pay During first year of service 1 month 2 months During 2 nd year of service 2 months 2 months During 3 rd year of service 4 months 4 months During 4 th & 5 th years of service 5 months 5 months After completing 5 years of service 6 months 6 months Pension: Training: Staff Support: Travel: A contributory group pension scheme is in operation, to which the charity will contribute up to 7% of gross salary. Further details are available on request. Those who are already members of the NHS scheme may continue to make contributions to the scheme through the payroll. The Charity maintains a policy of developing staff through training which is appropriate to its business plan aims. EACH has an Education Training centre based at Milton Hospice. Full orientation is given to all new staff and those changing roles within the organisation. An annual appraisal system is in operation which includes identification of training needs. Staff support measures currently available include support groups, an employee assistance programme with confidential telephone access for individuals, and team / staff meetings. A small vehicle fleet is maintained by the Charity. Staff who travel in their own vehicles on Charity business will be reimbursed in accordance with current Charity policy.
