Experience certificate / Copy of orders (evidence) having carried out the same type of IDCT O & M work / works in GSECL or any Govt. / Non Govt. Organization of single order value minimum 5 to 10 lacs in last five years. The satisfactory work completion certificate or work under progress shall be attached with technical bid. 2. Party has to furnish the list of available tools tackles & skilled/unskilled men for executing of job. 3. Party has to submit copy of labour license before starting the work. 4. Service tax registration, issued by the appropriate authority.(not mandatory but party will have to produce documentary proof at the time of claim reimbursement of service tax.) 5. Copy of P.F. number is to be attached, as the work is to be carried out inside the premises of GSECL. 6. Bank solvency certificate for minimum 20% of amount of tender value of any schedule bank. Bank solvency should not older than 1 year. 7. Copy of PAN along with offer. Above documents should be submitted by contractor with technical bid without failed, otherwise bid will be rejected technically and price bid will not be opened for price evaluation. Note:- DD for E.M.D. & tender fee is required to be submitted with technical bid without fail, otherwise technical bid will be rejected & price bid will not be considered. 5 GUJARAT STATE ELECTRICITY CORPORATION LIMITED PO :: SKV NAGAR :: DIST :: KUTCH SCOPE OF WORK Name of work:- Work of the operation & Maintenance of IDCT 70 MW Unit # 2 at KLTPS Panandhro for 11 month. 1 The scope of the work in general comprises of the complete Operation and maintenance of one number Induced draft timber cooling tower existing 70 MW Unit #1 at KLTPS. This includes all kind of maintenance viz civil, mechanical and electrical maintenance. The complete specification of IDCT is enclosed herewith. 2 The schedule of maintenance and checking is also enclosed as per norms of OEM of IDCT. Party has to keep the standard parameter of IDCT and accordingly plan the maintenance. All the six cells should be ready for service at all the times.. As per requirement, any one cell can be spared for maintenance. As the IDCT is directly connected with condenser outlet water, any disturbance leads to loss of generation of plant, hence party must be well aware to carry out the maintenance work. 3 Party has to keep the operating staff in IDCT round the clock and log the reading of parameters indicated on control panels and meters. The operator must be technical person known to importance of parameters and able to take independent decision during night/odd hours. 4 During day time for at least 12 hours, party has to keep minimum 5-6 people for maintenance work. 01 men per shift for operation work round the clock. Any trouble arise during night time or odd hours, party has to arrange the staff immediately for which no extra cost shall be payable. The supervisor of the staff must be well experienced with cooling tower maintenance work. All the staff must be well equipped, technically sound have to use PPE and physically healthy in all respect. 5 All kind of consumables like grease, rustolene, cleaning equipments, cotton waste, madarpat, scrapping material as per requirement are to be arranged by party. The IDCT at present is working in complete perfect condition with normal parameters. These parameters must be kept in running condition which is possible only by timely and preventive maintenance. The O&M, manual is available with department which should be studied and adhered to perfectly. 6 Party has to provide all kind of jugars, arrangements, scaffoldings, special equipments, chain pully block and tools- tackles at site for any kind of repairing or replacement for maintenance purpose. These includes civil (Timber repairing etc.), mechanical and electrical work at all level with all respect. The electricity from 6.6 KV/440 V transformers shall be provided up to control panel at control room. All maintenance of electricity requirements there after the maintenance related to supply of electrical power cables, panels, 440 modules etc. till cell fan motors and illumination / lighting are in the scope of the party. During O&M period party has to replace the all parts related for power supply. Party has to keep the equipments (Static, rotating or in space laying at IDCT) in up to date condition with all respect. 7 The Inlet temperature to the cooling tower as per specification sheet and up to 48 Deg. Cent. The performance of the IDCT should be such that it must give outlet

6 cooling temperature below 35 deg. Cent ± 0.5 Deg. Cent whatever the flow of CW PUMP when design wet bulb temperature is 29 deg.c 8 The scope of IDCT starts from inlet butterfly valve near IDCT for both riser pipe lines from condenser unit No #1 till the cold water outlet. 9 The complete maintenance has to be carried out with time schedule is shown in O & M manual. Party has to inform the EIC about the spares to be replaced well in advance before at least 3 months time for planned work. In no case the cell remains out due to non availability of spares, it will be viewed seriously and penalty actions shall be imposed. 10 The main work includes cleaning of wooden planks and structure for fungi and green natural water dirt. Adjustment and replacement of V bars, grids for V bars, checking and cleaning / replacement of nozzles, cleaning & replacement of fill packs, repairing and replacement of nuts bolts and wooden planks as per requirement. 11 Servicing, overhauling, repairing and greasing/oiling the gear box and speed reducer gear box. 12 Checking and correction of alignment of gear box to shaft to reducer towards fan assembly. Checking and replacement of rubber bush and other rubber parts as per requirement. 13 Fan blade cleaning and blade angle setting etc work. 14 Contractor shall have to work as per OEM manual and as per instruction of EIC for all auxiliaries of IDCT complete in all respect. 15 Outage shall be given as per availability of shutdown and requirement of system and as per instruction of EIC. 16 Party shall have to maintain the operation log sheet as well as maintenance log sheet. PENALTY: (1) If the control room operator is not found in IDCT control room for more than 20 minutes and even not answering the loudo phone/ intercom phone. (2) If during odd hours, night hours or on holidays, any emergency arise and the staff could not reach the site within 1 Hours of time. (3) If the contractors persons are working without PPE s at IDCT during maintenance. (4) If the maintenance work is not completed within prescribed time period and any cell or fan remains out of service for the time as decided by EIC. (10 Days Max.) (5) Maximum inlet temperature of cooling tower in summer will be deg cent. Outlet temp of IDCT will not be more than 35 0 C± 0.5 when design ambient wet bulb temp is 29 Deg. Cent as per specification sheet. (6) If the maintenance record is not kept as per OEM recommendation and readings/log sheets are not maintained up to date as instruction of EIC. (7) Spares requirements must be inform well in advance before 03 months. If any nos cell is out of order due to want of spares, than penalty of Rs. 1,000 / per incident shall be imposed from party s bill. However for any reason, the IDCT is not in fully operating condition and power generation is affected. In such case the penalty shall be imposed as Rs. 1000/- per hour per degree centigrade. And for other cases the penalty shall be levied as decided by C.E. (G) KLTPS. Although the work not specified above but to be carried out to keep the IDCT in service is considered in the scope of contractor. Penalty: -- (1) Sr. No. (1) Rs per instance/hrs. FOLLOWING ARRANGEMENT ARE TO BE DONE BY CONTRACTOR'S OWN COST. Party has to provide all kind of jugars, arrangements, scaffoldings, special equipments, chain pully block and tools-tackles at site for any kind of repairing or replacement for maintenance purpose. These include civil, mechanical and electrical work at all level with all respect. All kind of consumables like grease, rustolene, cleaning equipments, cotton waste, madarpat, scraping material and as per requirement are to be arranged by party to keep the IDCT in healthy running condition for continuously 24 Hrs. for 11 months. All kind of consumables, gaskets, welding & cutting sets along with welding rods and Oxy acetylene gas, wooden play for made platform, Transportation of material from store to site, crediting old removed/replaced material to main store or dispose out side the plant area as required etc. All kind of transportations for supply of men and material. Any scaffolding & scaffolding materials if requires for the execution of work will be in Party s scope. FOLLOWING FACILITIES SHALL BE GIVEN BY GSECL FREE OF COST. Electrical supply at incoming of panel from step-down transformer 6.6 KV/440 V. Electricity at working place single point for welding, cutting, grinding etc. work if available. Special tools if required (on availability with department) for equipment if available. Necessary work shop facility for this job, if available. Free Air & gear oil. Major & minor spares for repairing/ replacement work. All required spares of IDCT. FOLLOWING FACILITIES SHALL BE GIVEN ON CHARGEABLE BASIS AS PER AVAILABILITY. Transportation to staff from colony to site to & fro if space in staff bus available. Accommodation of supervisor in colony type IV quarter without furniture and hutment quarter for labors if available. Medical facilities as available.
