Govt. and who has executed works of similar nature and magnitude as per pre qualification criteria of work successfully. 5 The tenders are to be submitted by the intending bidders in two separate sealed and super scribed envelopes as listed below: Envelope No.1: Technical bid and Qualifying criteria data, details specification. Envelope No.2: Price Bid. NOTE: - 1. D.D. for Tender fee & EMD should be placed in separate envelope which should attached separately with Technical bid cover as per instructions contained in Tender documents. 2. Technical and qualifying criteria of bid details specification (envelope No.1) will be opened first and subject to evaluation, based on the qualification criteria contained in the individual bid document. Price bids (Envelope No.2) of bidders who are assessed and declared as substantially technically responsive on evaluation of the technical bid will be opened for further commercial evaluation. Terms & Condition: - It is necessary to specify the name of the work on closed cover while bidding the tender. The full particulars can be had in the tender, which can be downloaded from the web site The Earnest Money Deposit will be accepted in form of DD or Bank Guarantee drawn in favor of GUJARAT STATE ELECTRICITY CORPORATION LTD payable at Dena Bank, Wanakbori Branch. N.B.: 1. Tenderer should fulfill the condition of all qualifying criteria mentioned in sheet of Qualifying criteria. Failing to which Tender shall be rejected. 2. Tender without EMD and Tender fee shall be rejected. 3. Chief Engineer, WTPS reserves right either to accept or reject any or all tenders without assigning any reasons. 4. 6 Qualifying criteria. A. Party should have done such or similar works during last five (05) years satisfactorily at Wanakbori TPS or other Thermal Power stations of GSECL, NTPC or other Electricity Board in the later case. Documentary proof of having executed such or similar orders will have to be produced along with Technical bid. However, submission of such documentary proof by party will not automatically qualify the party as to its capability to execute such or similar orders and the Corporation shall assess the capability of the party at the time of evaluation of the Technical bid. B. Party must be accredited as per the applicable international standard (ISO 17021). Certifying Agency should possesses own service tax number. Document for the same shall have to be submitted. C. Party for certification should have accreditation from an IAF (International Accreditation Forum) member body, which is signatory to their Multilateral Mutual Recognition Arrangement (MLA), for the certification bodies. D. Party should have IAF MLA mark on the certificate issued by the Certification body along with accreditation body s logo to enhance international acceptability of the certification. E. The ISO Certificate issued to the Organization should carry s AB s logo. F. The auditing agency shall be a firm accredited with RvA, UKAS or NABCB under QCI. This shall be supported by the documentary evidence in the form of accreditation certificate with date of validity. G. It is therefore necessary that party declare in the tender their manpower strength with breakup of permanent, temporary, contractual and part time auditors / lead auditors etc H. Consultants are not invited to bid for certification. I. The agency shall have to complete each audit in not more than 02 (two) days. J. 7 SCHEDULE - A 1. Certifying agency shall execute the Work in a professional manner and in accordance with the provisions of this Agreement and the criteria of the relevant Management System Certification Scheme. 2. Any documented error or defect in the Work will be rectified by Certifying Agency within a reasonable period of time, at Certifying Agency s sole cost, provided said error or defect is not attributable to the Customer, Customer s affiliates or Customer's sub Certifying Agencies and Certifying agency is duly notified of said error or defect within sixty (60) days after completion of the Work. 3. Upon completion of the certification process, Certifying Agency will at its own discretion issue the Certificate of Conformity to the Customer, provided Certifying Agency finds that there is conformity with the relevant Management System Certification Scheme. 4. Certifying Agency shall provide Customer with a suggested time schedule and assessment plan, including dates and locations for the execution of the Services. Unscheduled audits will not be taken into consideration in this plan. When accepted by Customer, such time schedule and assessment plan shall form an integrated part of this Agreement. 5. The Customer and Certifying Agency mutually agree not to disclose to any third party without the prior written consent of the other party, any information obtained from the other party related to this Agreement. 8 ANNEXURE A 1. At any time it is found that work of Certifying Agency is inadequate and progress of the work is not be to the satisfaction of GSECL, other agencies will be put to carry out the same. Amount so incurred will be recovered from the party s bill. In this case the decision of the Engineer in charge of WTPS shall be final and binding on the Certifying Agency/party. 2. The time is the essence of the contracts and the party shall have to ensure that activity is completed within stipulated period, in the contracts, otherwise penalty will be charged at the rate of ½% per week subject to maximum of 10% of the contracts value as per the Corporation s rules. 3. This is a rate contracts for a period of 03 YEARS counted from the date of commencement of work and can be same rates and terms. The CORPORATION reserves the right to extend this annual contract for further period of six months, as deemed suitable, considering the balance quantities yet to complete, and it will be binding to the party. The rates and other terms and conditions will remain same as per original order for the extended period. 4. The conditional tender will not be accepted withdrawal of condition unilaterally after opening of tender will not be permitted. Chief Engineer, WTPS reserves right either to accept or reject under all tender without assigning any reasons. 5. The CORPORATION reserves the right to terminate the contract at any time by giving seven days notice to the party without entertaining of claim/compensation. 6. Rates are quoted to be firm and hence no price escalation will be applicable. 7. The RA bills may be raised by the party on completion of works per unit quantity wise. Signature of Certifying Agency.
