1 REGION OF WATERLOO JOB DESCRIPTION TITLE: FLEET SUPPORT PERSON JOB CODE: R00984 (EMS) DIVISION: EMERGENCY MEDICAL DEPARTMENT: PUBLIC HEALTH SERVICES REPORTS TO: SUPERVISOR, LOGISTICS & UNION: CUPE 5191 SUPPORT SERVICES REVISED: July 28, 2014 GENERAL PURPOSE: Provides general cleaning, replenishment of supplies, and minor equipment repairs for the Emergency Medical Services (EMS) Division. MAJOR RESPONSIBILITIES: Refuels, cleans, and sanitizes ambulances and emergency response vehicles in preparation for the next work period. Checks vehicle and kit contents and replenishes supplies as required to meet mandatory stock levels. Replaces defective or missing accessories as needed. Completes check sheets to document activity. Performs minor vehicle maintenance, such as bulb replacements, fluid levels, air pressure, etcetera. Consults with supervisor regarding need for scheduled or emergency vehicle service. Removes vehicle from operational service, if required, and transports vehicles to/from Fleet Services for service. Assists during breakdowns in the field by transporting vehicles. Collects depleted kits, defibrillators, and portable radios from incoming crews. Charges batteries, cleans equipment as needed, and issues replenished kits and freshly charged batteries for oncoming crews. Replaces oxygen cylinders as required. Conducts twice-annual mandatory oxygen/suction equipment quality assurance utilizing the Ministry-supplied oxygen test centre. Completes and forwards required documentation to the Deputy Chief. Performs mandatory stretcher quality assurance maintenance. Completes and forwards required documentation to the Deputy Chief. Restocks automated hospital and other replenishment points with supplies and medications on a regular schedule and as required. Receives supplies and prepares materials being shipped for outside servicing, including oxygen cylinders, soiled linen, and waste sharps. Maintains a computerized inventory of equipment and supplies, and records equipment maintenance performed. Returns equipment, linen, etcetera, belonging to other ambulance services, and similarly traces Waterloo Region equipment left at hospitals outside the Region. R00984
2 2 Performs general housekeeping duties as required. Participates in division meetings and various committees to provide input for the development of policies and assists in the implementation of procedures. Performs other related duties as assigned. RESPONSIBILITY FOR MATERIAL/FINANCIAL RESOURCES: Ensures that a personal computer, printer, test fixtures, tools, and other equipment used for own work are maintained in good working condition. NATURE & IMPACT OF ERROR: Errors in restocking ambulances and emergency response vehicles could result in the division being unable to provide the required emergency service/treatment, resulting in danger to the well being and safety of the public, and negatively impacting the credibility of the service provided by Emergency Medical Services. Failure to follow proper and safe operating procedures could result in injury or death to staff and/or the general public, as well as potentially costly damage to equipment and the working environment. Inappropriate maintenance procedures or care of equipment in assigned area could cause premature deterioration of tools or equipment or inadequate work, resulting in unsafe operations, premature replacement of equipment or excessive maintenance/repair costs with subsequent financial cost to the Region. Errors in recording activities could delay the work of others in the division and require additional time and resources to correct, and potentially result in additional errors in the preparation of related documentation or reports, and loss of confidence in as well as possible embarrassment or legal impact to the Region. Errors in information provided by telephone, in the computer database, and/or in written form could result in inaccuracies in others' work which could result in a loss of confidence in the services offered by the EMS Division, Community Health Department, and the Region. RESPONSIBILITY FOR SUPERVISION OF STAFF & OTHER: N/A
3 3 CONTACTS & HUMAN RELATIONS: Internal: Receives direction and guidance from the Deputy Chief. Has regular contact with the Coordinator, Field Support Services (EMS), Paramedics, the on-duty supervisor, and EMS administrative support staff. Has occasional contact with the supervisor and Director, Emergency Medical Services on a variety of issues. Contacts Fleet Services staff regarding vehicle repairs. Has contact with Stores staff to procure supplies. External: Exchanges information with the Central Ambulance Communications Centre, area hospitals, other health care facilities, neighbouring ambulance services, Med-Lift providers, other emergency services, and external suppliers. Occasionally responds to general inquiries from community agencies, services, and institutions, area municipalities, and the Ministry of Health and Long Term Care. EFFORT: (Mental, Physical): Coordinates and plans own workload around known deadlines and program priorities assigned by management staff. Uses own initiative to respond to routine inquiries. Refers emergency situations to management staff as appropriate. Works independently to complete mandatory administrative requirements. Heavy visual concentration, attention to detail, and manual dexterity are required 80% of the time while checking and restocking vehicle contents, cleaning and repairing equipment, and inputting to a personal computer. Regularly climbs in and out of vehicles. Moves about, bends, and stretches approximately 20% of the time to lift boxes, equipment, and/or other materials weighing approximately lbs; moves (tilts and slides) oxygen cylinders weighing approximately 100 lbs. Hand-eye coordination and manual dexterity are required to perform testing and repairs, drive a vehicle, and use a personal computer. WORKING CONDITIONS: Work is performed in ambulance stations, other Regional facilities, and occasionally in outdoor settings. Travels between work sites during assigned shifts in an emergency response vehicle or ambulance. Trips are generally within Waterloo Region but duration and frequency will vary from shift to shift, and may include transportation beyond Regional boundaries. Cleaning exposes the incumbent to odours, blood and body fluids, and infectious disease. Maintaining supplies and resources occasionally exposes incumbent to dust, dirt, and isolation. Work is generally scheduled afternoons and weekends, but can involve varying shift times and duration, and statutory holidays. Work is subject to interruptions from staff and to react to priority situations.
4 4 KNOWLEDGE, SKILLS & ABILITIES: Familiarity with medical supplies and equipment, normally acquired through a grade 12 education and experience working with medical supplies and equipment (e.g., as a personal support worker, through St John s Ambulance, non-emergency transfer station). Immunization against Tetanus and Hepatitis B must be current. Familiarity with the Ambulance Act and Regulations. Computer skills with ability to use programs such as Microsoft Office, Excel, and familiarity with database management. General mechanical aptitude, attention to detail, and problem solving abilities in order to perform minor vehicle maintenance, identify and replenish depleted supplies/kits, perform institutional/auto cleaning, and conduct quality assurance tests and maintenance. Communication and organizational skills to provide customer service to other EMS staff, work independently in a team environment, participate as an effective team member, and adapt to frequently changing priorities and distractions. Ability to adapt to changing technology in the work environment. A valid Class "G" driver's licence and acceptable driving record in order to operate a Regional vehicle and travel to various locations within and outside of the Region. Ability to support and project values compatible with the organization. Language Communication (Written & Verbal): Ability to read memos and legislation updates regularly to keep abreast of knowledge in the field. Ability to maintain required work records in a legible manner. Ability to respond to general inquiries from Regional staff, community agencies, services and institutions, area municipalities, and the Ministry of Health and Long Term Care.
