1 Meeting with Matthieu ROGER, Head of Trade & Marketing France Cluster - MAERSK 1. Late in 2014, Maersk Line partnered with MSC as part of the 2 M operational alliance. For Maersk France, the catalogue of shipping services to and from HAROPA has significantly changed on the transatlantic corridor and the Asia-Europe corridor. What is Maersk Line France s assessment after a little more than a year of activity of its new services? Maersk Line s 10-year commitment to the 2M alliance is a guarantee of stability: it is the only alliance not to be affected by the significant changes under way in the container industry. It means Maersk Line can continue to provide a competitive and reliable service to its clients, including a wide-ranging East-West coverage from the port of Le Havre via 3 Asian services and 2 transatlantic services. The East-West network also can provide optimal coverage for other direct corridors - such as with the Middle-East - or by transhipment- such as the Indian Ocean and Oceania - with fast transit times. In terms of innovations, Maersk Line will be improving its Asia - Northern Europe network during the third quarter of 2016 to provide a more reliable service while delivering savings in terms of operational costs. The coverage from Le Havre will continue to be highly competitive. For Asian imports, the service will cover all the major Southern and Eastern Chines ports of origin and offer a port call earlier in the week, a factor highly appreciated by the market. Exports meanwhile will be ensured by 2 services connecting a wide range of destinations. 2. Over and above the services operated under the 2M alliance, Maersk Line France is also developing, in particular for exports to other traditional HAROPA destinations such as West Africa and the Caribbean. How have you developed the Maersk Line offering via HAROPA on these sectors? To the East-West network we have added a weekly direct link to the French West Indies in 11 days and 2 services to Latin America. West Africa has not been left out, 3 days at sea from the hub in Algeciras, the gateway to the densest network in West Africa with 8 special services, more 20 ports connected and the best transit times on the market to Abidjan (15 days) and Douala (25 days). Note that it is possible to issue a BL in Rouen for both the West Indies and for West Africa. Maersk Line therefore offers comprehensive shipping coverage, which focuses on the East-West backbone and complemented by a dense intermodal mesh connecting the two other HAROPA ports and their hinterland with inland depots in strategic locations. 3. Since the establishment in 2012 of the HAROPA Environment Trophies, Maersk Line France has been awarded each year. What is the role of the environment for Maersk Line? The environment has long been a priority for Maersk Line. Our goal by 2020 is to reduce our CO2 emissions per transported container by 60% compared with 2007 levels. Today, the emissions have already been reduced by 40%. To do so, we have implemented various initiatives, including the optimization of our network and the speed of our ships, building new, more energy-efficient ships (the Triple E class) and the modernization of our existing fleet. We are also developing the signature of «carbon pacts» with the leading customers in each industry. As a result, last December, Geodis and Maersk Line partnered to reduce together their CO2 emissions per transported container by 20% by 2020 (base 2015)

3 For the 1st time in France, a ship is refuelled with LNG For its port call in Le Havre on May 10, AIDAprima became the 1st cruise ship to have dual-fuel generator sets capable of operating with LNG during its port call. LNG has the advantage of not generating any atmospheric emissions of sulphur oxide or fine particles and decreasing its CO2 emissions by 20 to 30%. HAROPA - port of Le Havre ranks among the world s first ports to be capable of refuelling of this kind, through the «SAFE SECA» project (Sulphur Emission Control Areas). Launched in March 2014 by the ports of the Seine Bay on the «development of alternative marine fuels,» the goal is to help reduce pollutant emissions from shipping by proposing alternative solutions. The issue is important for the ports on the Channel / North Sea Range which concentrate the bulk of international traffic: HAROPA serves as a research laboratory, at the forefront of this (r)evolution. Michel Segain, president of the Le Havre Shipping and Port Confederation was elected President of the FCPAS for two years, alongside Philippe Dehays, President of the Rouen Port Confederation (UPR), Erwan Le Meur, president of the port community of Gennevilliers and Olivier Jamey, president of the port community of Paris. And there is no lack of issues: the Serqueux-Gisors railway line, the modernization of river locks, the «Juncker» plan for priority infrastructures in the European Union, the Seine-Northern Europe Canal Backed by the weight of companies in the private sector, the FCPAS intends to play a leading role in promoting the strategic issues for the development of the four ports. 3

4 Success for the 1st leg in the 2016 Logistics Tour de France. AFILOG, the trade association representing all the business lines in the supply chain and logistics real estate sectors, chose Le Havre for the 1st leg of its 2016 Logistics Tour de France (4th leg of its global Tour de France which it began in 2015). The goal is to meet elected officials and business leaders in the field to demonstrate the importance of logistics in their regions. In the presence of François Philizot, Deputy Prefect of the Seine Valley, Claude Samson, President of Afilog, Catherine Troallic, MP, Regional Councillor of Normandy and Hervé Martel, Managing Director of HAROPA - Port of Le Havre and Vice-President of HAROPA, opened the morning of discussions before a record attendance of more than 140 people, gathered at the Le Havre Chamber of Commerce and Industry. The first round table started with talks by logisticians (Bolloré, Katoen Natie, TTOM), shippers (CFAO), property developers (PANHARD) and HAROPA, to provide some answers to the question: «Do port logistics create a competitive advantage for a region?», while the second, consisting of local elected officials, academics, property developers (Prologis), stakeholders in highvolume transport (Ferovergne, Logiseine) and Nicolas Occis, Vice-President of HAROPA, debated the issue: «Is Multimodality going to become a reality? How can it be economically viable and socially rewarding for shippers?» Choosing HAROPA and more broadly the Seine corridor is obvious, in terms of competitiveness for importer / exporter customers: the natural corridor concentrates a large number of logistics activities. A hundred customers participated in the tour of Port 2000 and the logistics warehouses organized after the conferences and in the presence of property developers (Panhard, Prologis, Alsei). By structuring its logistics offering, HAROPA has confirmed its position as the leading logistics hub in France with Roissy. 5 28th HAROPA Grain Day - an excellent edition! The Day is now an established tradition and expected in the grain sector. Since 1975 the Port of Rouen and then HAROPA has welcomed its customers and partners in the grain, agribusiness and fertilizer sectors. The 2016 edition, held in Rouen on April 29 was no exception to the rule and the 220 participants attending were able to enjoy presentations by high-level experts. After a reception that allowed Nicolas Slain, Managing Director of HAROPA - Port of Rouen and President of HAROPA, to recall the importance of the sector for HAROPA, with interventions by Stéphane Marcel, of SMAG Group, on the implications of Big Data in agriculture, Paul Tourret from the Higher Institute of Maritime Economics (ISEMAR) on the port of the future, then Andrée Defois from Stratégie Grains on the export prospects for French grain, and finally Gilles Vanackere of the French National Sugar Manufacturers Union (SNFS) to explain the consequences of the reform of the European sugar market in 2017, the morning provided an eye-opening look at the world surrounding the agro-industrial activities of the ports on the Seine corridor. The quality of the discussions that followed and the currently favourable outlooks for the end of the 2015/2016 grain crop confirmed the dynamism of this major sector for HAROPA. 6 All aboard the ro-ro terminal! Vehicles delivered on time for the summer season in Corsica : Two exceptional port calls we made by the FLOTA SUARDIAZ shipping company - represented by the HERFURTH shipping agency - at the HAROPA - Port of Le Havre RoRo terminal in May. The CAT logistics experts organized the export of more than 1,000 vehicles bound for the Corsican ports of Ajaccio and Bastia. The operation involving vehicles for car hire companies, whose business on the island is seasonal by definition, went particularly well under the management of the various stakeholders and port handling company (SMR) involved in the Automotive sector. 7 HAROPA all a-buzz As part of their environmental policy, HAROPA - Port of Rouen and HAROPA - Port of Le Havre are launching a partnership with the «Interm Aide Emploi» integration through employment association (*) to install beehives in their precincts, while HAROPA - ports of Paris has renewed a partnership agreement for three years with the National Union of French Beekeeping (UNAF). These collaborations illustrate HAROPA s commitment to protect biodiversity. HAROPA - Port of Rouen and HAROPA - Port of Le Havre are installing twelve beehives in the centre of the port areas. Six hives have been placed in the Rouen port area in an old settling chamber for dredged sediment, located within the municipality of Moulineaux, about fifteen kilometres south of Rouen. Six other hives have been installed on the industrial port area of Le Havre, south of the Grand Canal, close to the multi-bulk terminal. These initiatives continue the action taken over several years by the three ports on the Seine corridor to preserve the biodiversity of their of their wilderness areas. They have enabled HAROPA to be named «Best Green Port in the World» in 2015 by Cargo Asia readers. 8 Flashback HAROPA, your Break-bulk solution For the 4th year running, HAROPA was present at the largest trade fair in the world devoted to logistics for out-of-gauge cargo and industrial projects, with the Customs Authorities, a partner for HAROPA and its 13 coexhibitors: Ascot, BLP, CNM, GMP, Humann&Taconet, Katoen Natie, Marfret, Philco International, Promaritime, Sealogis, Seashipping, Tramar, VNF. 5 heavy-lift cargo operations are handled each day by HAROPA (i.e. 1,800 a year). The quality of the port facilities and the range of multimodal connections make HAROPA the leading French port complex for Breakbulk. The 3 ports provide a wide range of solutions for specialized transportation (out-of-gauge containers, ro-ro and specialized vessels). Specialized shipping lines provide sea links offering direct connections on the main trades: Asia, West Africa, North America, the Persian Gulf and Oceania. This year, some 400 people visited the HAROPA stand. As part of the implementation of the new Union Customs Code (UCC) - on 1 May the French Customs authorities organized a morning of discussions and presentations for Chinese companies located in France. The aim of the UCC is to help French logistics platforms win market share abroad. It is also designed to make France a major player in world trade by adopting a strategy combining both risk control and the smooth flow of trade. As such, HAROPA - the leading French port for Asian trade - gave a talk reminding the rapidity of customs clearance on the Le Havre port area (4 min 34), making it faster and cheaper than in Antwerp. The Customs authorities are genuine business partners for the three ports on the Seine corridor, implementing tangible measures to develop logistics activities related to customs clearance in France and promote the attractiveness of the country as a whole. 9 Flashback 1st International Conference «Oil, Rail and Ports» in Iran The lifting of international sanctions against Iran in early 2016 marked the return of the country to the world economic system. As a result, the International Union of Railways (UIC), the global organization representing the railway sector (with 240 members from 95 countries on 5 continents) organized with the ITE Group (the exhibition organizer) the 1st International Conference on «Oil, Rail, Shipping and Ports» in conjunction with the Railway Board of the Islamic Republic of Iran (RAI) on 15 and 16 May 2016 in Tehran. This first conference was held under the patronage of the Ministry of Roads and Urban Development, port and maritime activities, and the Ministry of Petroleum of the Islamic Republic of Iran. MAIN THEME : Outlooks for promising partnerships and synergies between shipping companies, ports and railways in the Middle-East region The agenda for the two-day conference was organized around several themes related to cooperation with ports on the one hand, and the oil and gas industries (markets, regulations and logistics efficiency) on the other, and the development of business with Iranian ship-owners. At the forum, Hervé Cornède, Sales & Marketing Director of HAROPA, provided various answers: HAROPA ranks as a major industrial port, the 2nd largest petrochemical complex in Europe, capable of berthing supertankers 24/7. HAROPA - Port of Le Havre is also the leading French port for the export of new and used vehicles (100 ha of land, 10 specialised shipping companies, multimodal connections, ro-ro terminal certified ISO 28000). HAROPA - Port of Rouen is the European leader for grain exports, with over 1 million tonnes of storage capacity on the Seine corridor.
