1 IDENTIFICATION Department Position Title Infrastructure Highway Transport Officer III Position Number(s) Community Division/Region(s) Enterprise Compliance and Licensing PURPOSE OF THE POSITION Appointed as a uniformed Motor Vehicle Officer pursuant to the Motor Vehicle Act, the incumbent enforces legislation respecting commercial vehicle compliance to ensure the safe, legal operation of commercial vehicles and drivers and the protection of the Northwest Territories (NWT) highway infrastructure. SCOPE Located in Enterprise, this position monitors the safe movement of commercial vehicles on the NWT highway system primarily within the South Slave Region. Reporting to the Manager, Transport Compliance, the incumbent operates a Commercial Vehicle Inspection Station facility and mobile patrol vehicle inspecting and weighing commercial vehicles. Transport Officers must be prepared to take enforcement action to ensure compliance with all NWT transport legislation by the road transport industry to protect the government's financial investment in the highway infrastructure and guarantee the collection of substantial revenue from the issuance of permits and vehicle registrations. Commercial vehicle safety inspections must be completed to a high standard to protect all road users and reduce accidents on our highways. In addition, The Highway Transport Officer (HTO) III provides advice, training and support to issuing agencies; monitors, controls and replenishes the accountable inventories and ensures monthly reports. 2 RESPONSIBILITIES 1. Operate a Commercial Vehicle Inspection Station facility and conduct mobile patrols to ensure compliance by commercial vehicle traffic with NWT transport legislation for the protection of the NWT highway infrastructure and public safety. Weigh vehicles to protect highways and bridge structures from damage and calculation of overweigh fees. Issue permits and registration documents as required ensuring correct fees are collected in accordance with GNWT Acts, Regulations and policies. Operate radar equipment to monitor and enforce speed of commercial vehicle traffic. Conduct inspections on commercial vehicles and drivers and perform carrier audits to determine compliance with NWT transport legislation, commercial vehicle trip permit requirements and process inspection forms, warning notices and Summary Offence Ticket Information as required. Scheduling manpower and resources to conduct regular highway patrols. Maintain accurate records in order to compile weekly/monthly/yearly activity reports for regions/headquarters (HQ) to track commercial activity within the region. 2. Prepare court files related to Summary Offence Ticket Issuance to ensure legal and expedient court process. Accurately compile evidence and documents related to court files and briefs in order to successfully prosecute them or appears as a witness on behalf of the Department. Execute warrants and court orders as directed by the courts related to enforcement actions. 3. Participate in other Departmental and Divisional programs including providing support, monitoring, auditing and training service delivery agencies as required. Maintain regular communications with Compliance and Licensing (C&L) HQ on programs, reporting (statistics, accidents, investigations etc.), and other issues and problems. Conduct National Safety Code carrier audits to support the Department's National Safety Code program. Assist the Division's issuing offices or provide issuing services to support the Department s commitment to providing efficient driver's licensing and registration services. Provide driver examination services and support. Responds to information inquiries with the ability to provide knowledgeable and timely responses respecting commercial vehicles and driver/vehicle licensing issues. Provides advice and support to C & L agencies by phone or in person on matters related to the processing of licensing and registration documents, interpretation of legislation, identity documentation requirements and use of systems (MVIS). Monitor the performance of the systems and equipment to identify any potential issues. January 4, 2017 GNWT Job Description Page 2 of 5
3 Provides training for new contractors and their employees and ensures the policies and procedures of the Division are followed, in addition to monitoring compliance with the contract requirements. Monitors, controls, and maintains accountable inventories used by agencies, replenishes inventories as required, tracks discrepancies and takes corrective action and ensures monthly reports are received on a timely basis. Ensures the collection of revenues are in accordance with the Financial Administration Act, assists with the monthly reconciliation of Compliance & Licensing revenues with Financial Shared Services (FESS), and analyses results against regional budgets and cash flows to ensure regional targets are met. Administers the purchase of goods and material through the control of Local Contract Authorities or purchase cards. Calls for tenders or requests proposals as required, and assists in the preparation of Regional contracts. Performs regular audits on the Region's C & L agencies to ensure compliance with legislative, financial and contracting standards. Supervises and supports HTO position enforcing the legislation respecting commercial vehicle compliance to ensure the safe, legal operation of commercial vehicles and drivers and the protection of the NWT highway infrastructure. WORKING CONDITIONS Physical Demands Weekly for a period of 4-8 hours, the incumbent will: Climb and crawl under vehicles during inspections Lift, push and pull equipment during inspections Daily for a period of 1-8 hours, the incumbent will: Operate a patrol vehicle for extended periods. Daily for a period of 1-2 hours, the incumbent will experience: Use of enforcement type control/defensive methods. Environmental Conditions Daily for a period of 1-8 hours, the incumbent will experience; Exposure to vehicles transporting dangerous goods. Exposure to vehicle fumes. Daily for various periods of time, the incumbent will experience: Exposure to all types of weather conditions while on patrol and inspecting vehicles. Working alone in isolated areas. May experience disruption in lifestyle caused by work schedules and/or travel requirements. Daily for a period various periods, the incumbent: Deals with clients that can be hostile and verbally abusive. Normally works alone KNOWLEDGE, SKILLS AND ABILITIES Must maintain Commercial Vehicle Safety Alliance (CVSA) certification by completing the required number of inspections annually. Must have Transportation of Dangerous Goods (TDG) certification in order to respond to inquiries from the general public. Working knowledge of traffic enforcement practices with a specialization in road safety and commercial vehicle compliance with the ability to interpret and enforce complex legislation. Detailed knowledge of the criminal justice system including rules of evidence, court procedures, and enforcement authority to properly conduct investigations and enforcement proceedings. Sufficient mechanical knowledge and training to perform CVSA inspections on large vehicles. Communication skills to effectively deal with upset, angry and abusive clients while acting in an enforcement capacity. Contacts are on a daily basis and may involve communications on an informal level, a highly technical or a legal level. Ability to coordinate and take charge in situations where management advice is not available, but where direction to the public or industry is immediately required, especially in a dangerous situation. Driving skills sufficient to successfully pass a departmental driver proficiency evaluation road test. 5 Typically, the above qualifications would be attained by: This is normally acquired through the completion of a two-year diploma program in police sciences, or law and security, at a community college level and three years directly related work experience in traffic enforcement with an enforcement agency responsible for commercial vehicle compliance. The three years experience should include 2 years of supervisory experience. Class 1 driver's license with an air brake endorsement; no more than 3 demerit points, and no driver license suspensions, prohibitions or cancellations in the previous 3 years. The successful incumbent must be able to pass a medical examination identifying the physical ability to climb, crawl and lift heavy objects.
