2 About Louisville s Airports Powering the Regional Economy Louisville International Airport and Bowman Field comprise the largest employment center in Louisville Metro. Growth at the airports translates into additional jobs, payroll, business expenditures and construction projects, as well as generating additional local and state tax revenues for the region. The airports also fuel the economy by helping retain and attract business, conventions and tourists. They provide access to world markets overnight and connect passengers to world destinations quickly. In 2014, Louisville s airports generated recurring economic impacts of: More than 69,900 jobs More than $2.6 billion in payroll More than $8.1 billion in economic activity More than $348.8 million in state and local taxes

3 Louisville International Airport (SDF) Just 10 minutes from downtown, Louisville International Airport offers convenient connections to hundreds of destinations worldwide with service by the nation s largest passenger and cargo airlines. Louisville International ranks third in North America and seventh in the world in the total amount of cargo handled as home of UPS s international air-sorting hub. The airport handled more than 5 billion pounds of cargo, freight and mail in Bowman Field (LOU) Bowman Field, established in 1919, is the longest continuously operating, general aviation airport in the United States. It is conveniently located approximately 5 miles from downtown Louisville. Bowman Field is situated on 426 acres. There are 17 buildings, including the art deco Administration Building that was built in 1929.

Welch, Jr. Mayor Greg Fischer Executive Team An 11-member Board of Directors that sets policy, approves the budget and hires the executive director, who serves as the organization s chief executive officer, governs the Authority. The Board is comprised of the Mayor of Louisville, seven mayoral appointees, and three gubernatorial appointees. Board Members James S. Moore Executive Leadership Team The Airport Authority s Executive Leadership Team is comprised of the Executive Director and three Deputy Executive Directors Finance and Administration (CFO), Operations (COO) and Planning and Engineering (CPO). The Purchasing and Procurement Department is part of the Finance and Administration Division, along with the Finance, Parking and Properties Departments. This position will report directly to the Deputy Executive Director of Finance and Administration (CFO).

6 N Position Highlights Under the direction of the Deputy Executive Director of Administration and Finance (CFO), has overall responsibility for the Authority s centralized purchasing system. Ensures the acquisition of all materials, supplies and services required for the safe and continuous operation of the airports while in accordance with Authority Board policies and procedures and with state, local and federal law and guidelines. Leads complex purchases which may require formally advertised solicitations, market research, specification development, locating suppliers, solicitation, negotiation, price analysis, value analysis, award determination or recommendation. Responsible for all phases from development through approval of the requisitions for proposals (RFP) and request for quotes (RFQ) used for soliciting bids for all applicable equipment, products and services and ensures compliance with terms and conditions. Responsible for review, preparation of specifications, purchase requisitions, purchase orders and contract agreement documents. Includes oversight and facilitation of supplier selections, price negotiations and coordination of order delivery. Responsible for the Authority warehouse and inventory functions. Supervises departmental exempt and non-exempt staff.

7 Position Requirements Must possess a valid driver s license. Bachelor s degree in any field providing a strong foundation for success in the duties of this job description or an equivalent combination of education, experience and training. Eight years of responsible experience in acquisition/contract administration/finance function. Minimum of five years public procurement experience preferred. Salary Range: $77,217 to $115,826 a year This full-time position is located at the Louisville Regional Airport Authority Maintenance Facility. A typical work week includes day hours on Monday through Friday. This position serves as a key member of the snow operations support staff for Louisville International Airport and will be on-call during snow season. The unpredictable nature of the weather requires this position to be flexible and available to work as needed, sometimes with little to no notice. This could include evenings, weekends, holidays and during inclement weather.
